1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1 13/03953/FUL: 71 Eastern Way, Darras Hall, Ponteland NE20 9RE – 2 storey side extension, single storey rear extension, first floor extension to rear over existing kitchen to provide extended lounge, dining, kitchen, family room, en-suite and dressing room facilities

COMMENT: No plans were supplied in connection with tree removal, therefore, we defer to the Tree and Woodland Officer.

1.2 14/00081/FUL: Garden Cottage, High Callerton, Newcastle upon Tyne NE20 9TT –
Single storey rear extension to the rear linking existing triple garage, garage to be converted to habitable living space, various internal alterations

COMMENT: We are concerned about the proposal given the site’s location in the Green Belt and Conservation Area. The proposal would be a disproportionate addition over and above the size of the original building and would therefore be inappropriate development within the Green Belt, contrary to the NPPF and Castle Morpeth District Local Plan. The proposed development would not be subordinate to the original dwelling nor reflect the style and character of the existing building, contrary to the NPPF and Castle Morpeth District Local Plan Policies H14, H22 and PC9.

1.3 13/03542/OUT: Land North East of Green Rigg, Medburn – Outline Application for residential development of up to 18 no. houses (Amended/additional information)

OBJECTION: On the grounds previously stated:
• The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 20 dwellings on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted.
• The construction of 20 dwellings in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan.
• Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians; it is not a sustainable location for new house building. The construction of 20 more dwellings in addition to the recently approved construction of 19 new dwellings would have an overwhelming and detrimental impact on this small settlement and the C345 which is a narrow country lane and the only access road; the proposal would be unsustainable and contrary to the NPPF.

1.4 13/03134/FUL: Mill House, West Road, Ponteland NE20 9SG – Construction of 18 New dwellings and associated access, landscaping and engineering works (Amended Design Plan)

OBJECTION: The Committee object on the same grounds as previously stated in connection with this proposal.

The Committee made no comments about the other 7 applications considered.

1.6 13/03535/FUL: 188 Western Way, Darras Hall, Ponteland NE20 9NB – Re-submission of 13/03176/FUL – Demolition of existing conservatory and construction of extension to the rear of the house at first floor level to provide additional bedroom and en-suite and access to first floor terrace. Ground floor extension to provide new kitchen/dining/living space with glazed doors to garden
In light of new information it was decided to change the comment to an objection.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 12/02107/FUL: 17 Regency Way, Darras Hall, Ponteland NE20 9AU – Construction of two storey infill to front and single storey sun room to rear
Permission granted under delegated powers on 3 September 2012.
The Committee had made no comment about this application.

2.2 DECISION 13/00796/FUL: 53 Woodside, Darras Hall, Ponteland NE20 9JB – Conservatory to rear
Permission granted under delegated powers on 14 May 2013.
The Committee had made no comment about this application.

2.3 DECISION 13/00533/FUL: Land at Woodside, Darras Hall, Ponteland NE20 9JA – Amendment to reduce height of garage roof relating to previously approved application 12/02044/FUL, the construction of 1no. new 2-3 storey dwellinghouse
Permission granted under delegated powers on 14 May 2013.
The Committee had made no comment about this application.

2.4 DECISION 13/00884/FUL: 80 Eastern Way, Darras Hall, Ponteland NE20 9RE – Amended/additional information – Removal of existing rear extension and construction of a new 2 storey extension and an additional extension to the existing garage with internal alterations new windows and full roof conversion for additional accommodation.
Permission granted under delegated powers on 28 May 2013.
The Committee had made a comment expressing concern about overlooking issues from the side window of Bedroom 3 on the first floor and this had been addressed.

2.5 DECISION 13/00913/FUL: 31 Runnymede Road, Darras Hall, Ponteland NE20 9HG – Demolition of existing dwelling and replacement with new family dwelling including altered vehicular and pedestrian access
Permission granted under delegated powers on 20 May 2013.
The Committee had made a comment requesting any trees removed be replaced and also stating that the proposed height of the chimney was excessive.

2.6 DECISION 13/01524/FUL: 4 Ashdale, Darras Hall, Ponteland NE20 9DR – Amendment to Construction of lounge, kitchen, bedroom and garage extension
Permission granted under delegated powers on 25 July 2013.
The Committee had made no comment about this application.

2.7 DECISION 13/03532/FUL: 22 Greenacres, Darras Hall, Ponteland NE20 9RT – Proposed new roof with dormer windows to form 7m high dormer bungalow including internal and external alterations
Permission granted under delegated powers on 10 January 2014.
The Committee had made no comment about this application.

2.8 DECISION 13/03613/FUL: 1 Richmond Way, Darras Hall, Ponteland NE20 9HU – Proposed new tiled roof over existing car port
Permission granted under delegated powers on 15 January 2014.
The Committee had made no comment about this application.

2.9 DECISION 13/03665/FUL: 24 Edge Hill, Darras Hall, Ponteland NE20 9RW – Demolition of existing post war bungalow and to be replaced with new build 4 bedroom family home
Permission granted under delegated powers on 22 January 2014.
The Committee had made a comment that the very modern design would be out of character with the street scene.

2.10 DECISION 13/03198/FUL: Harrison Hall, The Avenue, Medburn NE20 0JD – Creation of an Orangery and three car garage with usable loft space above. Internal and External alterations to existing envelope of the main house (Harrison Hall)
Permission granted under delegated powers on 23 January 2014.
The Committee had made no comment about this application.

2.11 DECISION 13/03199/FUL: Plot 1 and Plot 3 Harrison Hall, The Avenue, Medburn – Proposed new build detached dwellings on both Plots 1 and 3
Permission granted under delegated powers on 23 January 2014.
The Committee had made a comment that the height of the proposed dwelling on Plot 1 was excessive.

2.12 DECISION 13/03274/FUL: Rosetree Cottage, Prestwick NE20 9UD – Conversion of existing garage into a two bedroom house and demolition of conservatory and construction of garage
Permission refused under delegated powers on 23 January 2014.
The Committee had made an objection that the proposal would result in a new dwelling in the Green Belt which would be inappropriate development.

3. ANY OTHER BUSINESS

3.1 Planning Committee meeting 14 January 2014

This meeting had been cancelled due to the lack of a quorum and items on that agenda had been carried over to this meeting.

3.2 13/03508/VARYCO: 44 Dunsgreen, Ponteland, Newcastle upon Tyne NE20 9EJ – Variation of condition 2 of approved planning application 13/00642/FUL (Proposed dining room extension and first floor extension over to form additional bedroom accommodation)

The Town Council had been invited to speak at the West Area Planning Committee meeting on 22 January 2014 regarding the above application.
The Town Council had made no comment about the proposal and no Councillors attended the meeting. NCC planners were recommending approval despite objections from 11 neighbours.
It was agreed at the WAPC meeting that a site visit be arranged and this will take place on Monday, 3 February 2014 at approximately 10.45am.

3.3 Construction of wall across the frontage of 5 Cheviot View, Ponteland

It had been reported that an excessively high wall had been constructed at the above location without planning permission. NCC Enforcement had written to the owner requesting that a planning application be submitted in the near future.
