MINUTES OF THE PLANNING COMMITTEE MEETING 7 OCTOBER 2014

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/02786/FUL: 24 Edge Hill, Darras Hall, Ponteland NE20 9RW – Proposed to develop new garage and use previous garage as bedroom.

COMMENT: No information was provided in connection with possible tree and/or hedge removal.

1.2 14/03017/COU: Meadowfield House, Meadowfield Industrial Estate, Ponteland
NE20 9SD – Change of use of part of building from Light Industrial (Car repair Workshop and Offices) Class B1 to Micro-brewery with ancillary sales and tasting rooms – Use Class B2. Installation of external ventilation ducting in association with Micro-brewery.

COMMENT: We are concerned about the possibility that fumes could harm the amenity of residents in the local area; ventilation requires serious consideration.

1.3 14/03080/FUL: Rosetree Cottage (Garage to Rear), Nr Prestwick, Ponteland
NE20 9UD – Conversion of existing garage into a two-bedroom house, demolition of existing timber-framed shed and erection of adjoining orangery (Resubmission of 13/03274/FUL: without erection of new detached garage)”

OBJECTION: Contrary to the NPPF and the Castle Morpeth District Local Plan:
• The proposal would result in a new dwelling in the Green Belt and open countryside which would be inappropriate development; very special circumstances have not been demonstrated.
• Prestwick is not a sustainable location for new housing.
We note the inspector’s comments in the related appeal dismissal.

The Committee made no comments about the other 8 applications considered.

14/02733/CLEXIS and 14/02734/FUL: Bank Top Garage, Prestwick NE20 9TX

A copy email had been received from Ponteland Civic Society to NCC objecting to both applications: inappropriate and contrary to Green Belt policy in the NPPF and Castle Morpeth District Local Plan, no very special circumstances established, encroachment on to land further north, enforcement still outstanding.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/01327/FUL: Land North of 57 Runnymede Road, Darras Hall, Ponteland – Erection of decked viewing platform recessed from road side, erection of perimeter hoarding at 2.8m in height with covering of advertisements (separate application 14/01329/ADE)
Permission granted by the West Area Planning Committee on 18 September 2014.
The Committee had made a comment that they were concerned that there is no pavement on that side of the road for people to gain access to the viewing platform and opposed the illumination of the hoarding.

2.2 DECISION 14/01329/ADE: Land North of 57 Runnymede Road, Darras Hall, Ponteland – Advertisement Consent: Erection of perimeter hoarding at 2.8m in height with covering of advertisements as per supplied details and installation of soft glow illumination for hours of darkness up to Midnight
Permission granted by the West Area Planning Committee on 18 September 2014.
The Committee had made an objection that they believed that the illumination was unnecessary and would create unacceptable light intrusion/pollution in a residential area. This objection had been overcome by the applicant withdrawing the illumination.

2.3 DECISION 14/01082/FUL: Mayfair House, Prestwick NE20 9UB – Retrospective: Amendment to planning reference 01/D/673 granted 09.01.2002. Amendment is alterations of stable layout.
Permission granted by the West Area Planning Committee on 16 September 2014.
The Committee had made an objection on many grounds, including: information provided was scant, confusing and misleading and did not tally with the development on the ground; it was tantamount to a new build in the green belt, causing harm as it is visually intrusive.

2.4 DECISION 14/02025/FUL: Callerton Hall Cottages, High Callerton NE20 9TT – Proposed orangery to rear
Permission granted by the West Area Planning Committee on 19 September 2014.
The Committee had made an objection expressing concerns, given the site’s location in the Green Belt and Conservation Area, that the proposal would be a disproportionate addition and cause privacy and overlooking issues.

2.5 DECISION 14/01316/FUL: 238 Middle Drive, Darras Hall, Ponteland NE20 9LU – Demolition of existing dwelling and construction of 4no. replacement dwellings.
Permission granted by the West Area Planning Committee on 16 September 2014.
The Committee had made a comment about concerns that the divertsion of the water course may cause further flooding on the site and on other properties.

2.6 DECISION 14/02558/PRUTPO: 5 Regency Way, Darras Hall, Ponteland NE20 9AU – Tree preservation order application to crown lift one Beech (T1) to a height of 3m
Permission granted under delegated powers on 22 September 2014.
The Committee had made no comment about this application.

2.7 DECISION 14/01440/FUL: 104 Middle Drive, Darras Hall, Ponteland NE20 9DW – Construction of a detached garage
Permission granted under delegated powers on 23 September 2014.
The Committee had made no comment about this application.

2.8 DECISION 14/02341/PRUTPO: 89 Edge Hill, Darras Hall, Ponteland NE20 9JQ – Tree Preservation Order: Proposed crown lifting to 3 metres and crown thinning to four trees one lime, one prune, one oak and one unknown up to 25%.
Permission granted under delegated powers on 25 September 2014.
The Committee had made no comment about this application.

2.9 DECISION 14/02771/FUL: 2 Tudor Court, Darras Hall, Ponteland NE20 9PJ – Proposed extension to form double garage and pitched roof over new porch; dormer window; velux and fenestration; new sliding gate
Permission granted under delegated powers on 2 November 2014.
The Committee had made no comment about this application.

2.10 DECISION 14/01527/FUL: Northumberland College, Kirkley Hall, Kirkley NE20 0AQ – Installation of 3 no. Enterprise units within the recessed area of the existing stable block north elevation. Demolition of the existing asbestos roof, supporting trusses and columns
Permission granted under delegated powers on 2 November 2014.
The Committee had made no comment about this application.

2.11 DECISION – APPEAL: APP/P2935/A/14/2214477 – NCC Ref: 14/00018/REFUSE for 13/03274/FUL: Rosetree Cottage, Prestwick NE20 9UD – Conversion of existing garage into a two bedroom house and demolition of conservatory and construction of garage
The appeal had been dismissed by the Planning Inspector and planning permission refused.
The Committee had objected to the proposal.

2.12 WITHDRAWN 14/02624/FELTPO: 4 Sandringham Way, Darras Hall, Ponteland NE20 9AE – Removal of 1no. ash tree
Information had been received from Northumberland County Council that the application had been withdrawn on 30 September 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Appeal: APP/P2935/H/14/2225567 – 14/01931/ADE: The Smithyside, 7 Bell Villas, Ponteland NE20 9BD – Advertisement consent for 1no. projecting banner.

Information had been received from Northumberland County Council that the application, which had been refused planning permission (on 11 August 2014), was to go to appeal, to be decided on the basis of written representations.
The Council was invited to make comments or modify/withdraw its previous response.
The Committee had made no comment about this application.

RESOLVED – The Committee’s response to remain unchanged and go forward with Northumberland County Council’s submission.
