MINUTES OF THE PLANNING COMMITTEE MEETING 22 MARCH 2016

Present: Councillor Mrs E Thompson (in the Chair), Councillors, Mrs L Noble and A Varley

Apologies for absence were received from Councillors Mrs C Greenwell and Mrs S Johnson

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/00667/OUT: The Pines, The Avenue, Medburn, Newcastle upon Tyne NE20 0JD – Outline Application for development of two detached residential properties with primary access from The Avenue, with all other matters reserved

OBJECTION: The proposal contravenes Policy MBH2 of the Castle Morpeth District Local Plan where residential development should only be permitted to infill small gaps within an otherwise continuously built frontage, be on brownfield sites and subject to certain criteria. This proposal would result in the loss of amenity of adjoining residential properties.

The Committee made no comments about the other 6 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/04174/COU: Clickemin Farmhouse, Clickemin, Ponteland NE20 9BQ – Change of use of land from agricultural land to residential garden
Permission granted by the Planning and Rights of Way Committee on 10 March 2016.
The Committee had made an objection: We see no justification for removing agricultural land from the Green Belt to form part of a private residential garden.

2.2 DECISION 16/00066/FUL: Plot 5, Prospect Farm, The Avenue, Medburn NE20 0JD – Proposed new residential dwelling to plot 5 including change of use from meadow to garden
Permission granted under delegated powers on 9 March 2016.
The Committee had made no comment about this application.

2.3 DECISION 16/00156/FUL: Dobbies Garden Craft Centre, Street Houses, Ponteland NE20 9BT – Siting of prefabricated building for use as a dog grooming parlour.
Permission granted under delegated powers on 16 March 2016.
The Committee had made no comment about this application.

2.4 WITHDRAWN 16/00419/ADE: Land at South End of Western Way, Darras Hall, Ponteland – Retrospective: Display of non-illuminated sign on post
NCC had advised that the application had been withdrawn on 17 March 2016.
COMMENT: We have been led to believe that there is some uncertainty as to the ownership of this land.

3.1 NCC Training Session – Planning

Councillors Mrs E Thompson and A Varley confirmed they would attend the meeting on Thursday 14 April 2016 at Morpeth Town Hall.
