MINUTES OF THE PLANNING COMMITTEE MEETING

9th July 2019

Apologies for absence were received from Councillors: Mr S Ahmed, Mrs K Overbury and Councillor Mr T Edwards-Clay

 

 

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No: 19/01819/FUL, Location: Garden Cottage, Callerton Hall Drive, High Callerton NE20 9TT, Proposal: Proposed construction of a porch on the front current property and the construction of a garage on the land to the west of the current property.

OBJECTION: The Committee would like to object to this proposal and  strongly agrees with the neighbour’s comments in that they do not object to the  porch proposal and in principle they do not object to the garage proposal.  However The Committee feels the proposed position of the garage is not in keeping with the surrounding conservation area which Ponteland Town Council Planning Committee endeavours to protect both this and the surrounding greenbelt wherever possible.  The plan drawings of the cottage and proposed garage appear to be on the same level, when the land in question is not. The garage will be placed on an elevated piece of land which will make it appear very prominent within this area. The Committee would prefer to see this proposed garage placed behind the wall and more into the enclosed garden space. This proposal in contrary to the Policies PNP1 and PNP5 of the Ponteland Neighbourhood Plan, Policy H22 of the Castle Morpeth District local Plan. The Planning Committee would like to see this proposal refused.

The Committee made no comments about the other 2 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  18/02980/FUL, The Dairy, High Callerton, Ponteland, NE20 9TT. Proposed rear extension (amended plans received 29.03.2019)

Permission REFUSED under delegated powers on 5th July 2019. The Committee had made an objection about this application.

 

2.2       DECISION:  18/03748/FUL, 101 Eastern Way, Darras Hall, Ponteland, NE20 9RQ. Proposed demolition of existing house and proposed new build house with basement with double garage.

Permission granted under delegated powers on 2nd July 2019. The Committee had made no comment about this application.

 

2.3       DECISION:  19/00862/FUL, Land north of 10-14 Windsor Place, Windsor Place, Ponteland, NE20. Proposed 1no detached dwelling 8.5m high from existing average ground level.

Permission granted under delegated powers on 2nd July 2019. The Committee had made no comment about this application.

 

2.4       DECISION:  19/01431/FUL, 7 Birney Edge, Darras Hall, Ponteland NE20 9JJ

Permission granted under delegated powers on 28th June 2019. The Committee had made no comment about this application.

 

2.5       DECISION:  19/01123/VARYCO, Hayworth Court, The Avenue, Medburn, Ponteland, NE20 0JD. Proposed variation of condition; 2 (plans) related to planning approval 18/01272/FUL to allow changes to house design.

Permission granted under delegated powers on 5th July 2019. The Committee had made no comment about this application.

 

2.6       WITHDRAWN: 19/01412/FUL, 229 Darras Road, Darras Hall, Ponteland, NE20 9AJ. Proposed domestic detached dormer bungalow extension and conversion of detached house.

Permission granted under delegated powers on 2019. The Committee had made an objection about this application.

NCC had advised that the application had been withdrawn on 25th June 2019.

 

2.7       18/02939/OUT Land North or Orchard House, The Avenue, Medburn NE20 0JD

Proposed outline permission for housing development of 8 detached houses and garages (all matters reserved)

The Town Council had been invited to speak at the Castle Morpeth Planning Committee Meeting on 8th July 2019 regarding the above application.

The Town Council had made an objection about the proposal but Members decided not to speak

at the meeting. NCC planners were recommending approval.
