9th August 2016

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/02346/FUL: 130 Darras Road, Darras Hall, NE20 9PG – Demolition of existing building and new 5 bed dormer bungalow.

COMMENT: The Committee notes previous refusal and appeal dismissal. The committee queries as to whether this minimum change is acceptable?

1.2 16/02366/FUL: 59 North Road, Ponteland NE20 9UN – Rear single storey extension and 2 storey side extension.

COMMENT: The committee is concerned that the proposals will adversely affect the property next door number 61 and will reduce their light to a number of side windows and surrounding space. We note the neighbours comments.

1.3 16/002414/FUL: 208 Western Way, Darras Hall, NE20 9ND – Proposed single and two & a half storey extensions

COMMENT: The committee feels strongly that the rendering of the property is out of keeping with the neighbouring semi detached property. We note the neighbour’s comments.

The Committee made no comments about the other 11 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 16/00667/OUT The Pines, The Avenue, Medburn, NE20 0JD –
Outline Application for development of two detached residential properties with primary access from The Avenue, with all other matters reserved
Permission granted under delegated powers on 27 July 2016.
The Committee had objected to the proposal as it contravened Policy MBH2 of the Castle Morpeth District Local Plan where residential development should only be permitted to infill small gaps within an otherwise continuously built frontage, be on brownfield sites and subject to certain criteria. This proposal would result in the loss of amenity of adjoining residential properties.

2.2 DECISION 16/00860/FUL Land North East of Green Rigg, Medburn, –
Demolition of existing bungalow and new build 50 no. 4, 5 and 6 bedroom detached houses with associated infrastructure and landscape works (as amended by revised plans for layout including installation of 6 no. underground LPG tanks, siting of electricity substation, and revisions to house types)
Permission granted under delegated powers on 22 July 2016.
The Committee had objected to the proposal stating that they were very disappointed and perturbed that the housing numbers proposed in the previous outline permissions have been greatly increased; by 50%. The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 50 dwellings on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted. The construction of 50 dwellings in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. The house style and road layout create a new estate format whose appearance is out of character with the rest of Medburn, which has an uneven pattern of residential development in the rural setting. The proposed house heights are in excess of previous applications and conditions. We are concerned about the lack of endings to many roads, which would seem to facilitate further development creeping into adjacent greenfield, rural/agricultural open areas. Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 50 more dwellings in addition to the recently approved construction of at least 23 new dwellings would have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.

2.3 DECISION 16/01807/FUL 124 Western Way Darras Hall Ponteland NE20 9LY
Proposed single storey rear orangery extension with single storey front extension to garage and conversion of loft with new Velux windows

2.5 DECISION 16/01823/FUL 11 Linden Way Darras Hall NE20 9DP
Proposal for the reconstruction of a new roof top allow use of space at first floor (ie conversion from bungalow to dormer bungalow) Increase ridge height overall by 40 cm to max 7m height (existing 6.6m) reduction of eaves on south side to reduce impact of elevation on neighbouring property; garden room corners squared off’ new timber gate to the end of the driveway.

2.7 DECISION 16/02059/FUL 13 Parklands, Darras Hall, NE20 9LL
Proposed reduction in ridge height of mail roof due to reduction in pitch of front roof slope; new pitched roof to rear dormer window; new render finish to all elevations.

3. ANY OTHER BUSINESS

3.1 Response from NCC re Derelict Buildings Report

A copy of the Derelict Housing report had been passed to NCC Planning for their information and action. A response had been received from NCC to inform the Council that the list of Derelict Houses had been registered for action. A number of queries had been raised regarding some of the properties. A response was to be collated by the Clerk and passed to County for further information.
