MINUTES OF THE PLANNING COMMITTEE MEETING

7th March 2017

Present:  Councillors Mrs E Thompson (in the Chair), Mrs L Noble, Mrs C Caisley.

Apologies for absence were received from Councillors Mrs S Johnson, A Varley and Mrs C Greenwell.

 

 

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No: 17/00135/AGTRES

Location: South Barn Site, Stamfordham Road, Throckley, Northumberland

Proposal: Change of use from agricultural to residential and associated building works

 

The committee made an Objection : The application site lies within the designated Green Belt and the open countryside where, under both national and local policy, new dwellings are inappropriate development. Residential development on this site is therefore contrary to the NPPF and Local Plan Policies C17 and H16. The very special circumstances necessary to overcome the presumption against inappropriate development in the Green Belt have not been demonstrated. It is also a concern that this development is situated within close proximity to the flight path of Newcastle Airport and a noise monitoring assessment should be considered.

 

 

The Committee made no comments about the other 2 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION 17/00011/FUL: 17 Bell Villas, Ponteland, NE20 9BD, Proposed single storey extension. Permission granted under delegated powers on 28th Feb 2017. The Committee had made no comment about this application.

 

 

2.2       DECISION 17/00274/FUL : 67 Cheviot View, Ponteland NE20 9BH, Proposed Bay window and garage extension, Permission granted under delegated powers on 28th Feb 2017. The Committee had made no comment about this application.

 

2.3       DECISION 17/00021/FUL: 56 Errington Road, Darras Hall, Ponteland, NE20 9LA. Proposed rear extension to form kitchen/family room. Extension over garage to form bedroom/ensuite. Merging of roof structure to suit new layout replacement windows/heating/electrical/insulation, render entire building in through colour render (white. Internal alterations/general modernisation. , Permission granted under delegated powers on 28th Feb 2017. The Committee had made no comment about this application.

 

 

2.4       DECISION16/04301/ADE : Ponteland Middle School, Callerton Lane, Ponteland NE20 9EY, Advertisement consent for a permanent hoarding attached to the wall at the entrance of the school staff car park. Permission granted under delegated powers on 28th Feb 2017. The Committee had made no comment about this application.

 

 

2.5       DECISION16/04635/FUL : 104 Western way, Darras Hall, Ponteland, NE20 9LY, Proposed rear garden room extension, new front and rear exterior lighting and enlargement of driveway/parking to the front garden. Permission granted under delegated powers on 2nd March 2017. The Committee had made no comment about this application.

 

 

2.6       DECISION 16/04730/FUL: Higham Dykes Hall, Higham Dykes, Milbourne, NE20 0DH, proposed new gates and pillars to West Road entrance, proposed kerb side marker lighting and courtyard lighting. Proposed removal of existing gates and bollards, proposed re-location of existing trapezoidal stone blocks on new flat stone and granite set kerbing. Permission granted under delegated powers on 24th Feb 2017. The Committee had made no comment about this application.

 

 

2.7       DECISION 16/04226/FUL : 2 Pont Haugh, Eland Mews, Ponteland, NE20 9XD, Proposed erection of fencing to encompass the entire curtilage of the property. Permission granted under delegated powers on 20th Feb 2017. The Committee had made a comment.
