Planning Minutes 6th March 2018

A list of planning applications received since the previous Committee meeting had been circulated


1.1       Application No : 18/00571/FUL, Location: 85 Edge Hill, Darras Hall, Ponteland, NE20 9JQ

Proposal: Construction of two storey extensions to front, rear and side and proposed entrance gates


COMMENT : The Committee supports the neighbours objection regarding the private drive shared by the occupants of the three properties in the Close and restrictions should be enforced.


1.2       Application No : 18/00638/FUL, Location: Land North of Burnlea, The Avenue, Medburn, NE20 0JD. Proposal: Resubmission: Erection of two dwellings


OBJECTION: The Committee strongly supports the objection from the neighbour.

Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians.  The ongoing developments have caused major problems for the residents of Medburn.

Construction traffic has all but destroyed the road surface on The Avenue. The noise and times construction is being carried out has been a nuisance, residents have reported this to environmental health.

Concerns for lack of consideration and care has become a major factor. Medburn has moved on from a small quiet hamlet to a large housing estate.

The construction of yet another 2 dwellings will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road, it is also contrary to the Castle Morpeth District Plan Policy MBH1 ii) which states that no new residential access will be permitted onto the Avenue, a substandard road,  it is also contrary to the PNP2 policy which aims to create a sense of place by protection to an area’s quality, distinctiveness and character.  

The National Planning Policy Framework 11 conserving and enhancing the natural environment declares that the planning system should contribute to and enhance the natural and local environment by protecting and enhancing valued landscapes.

The increasing expansion of Medburn is becoming a major burden on the infrastructure of Ponteland which is struggling to cope with the additional residents and vehicles.


The Committee made no comments about the other 9 applications considered.




2.1       DECISION:  17/00296/FUL, Land rear of Eastern Way, Ponteland, NE20. Proposed erection of single storey dwelling (as amended 21/10/17)

Permission granted under delegated powers on 16th Feb 201. The Committee had made an objection about this application.


2.2       DECISION:  17/04495//FUL, 3 Jackson Avenue, Ponteland, NE20 9UY. Proposed kitchen extension as amended by plan received 26/1/18.

Permission granted under delegated powers on 22nd Feb 2018. The Committee had made no comment about this application.


2.3       DECISION:  18/00254/FUL, 65 Whinfell, Ponteland, NE20 9EW. Proposal to alter and extend existing dormer bungalow to a 2 storey house with additional bedrooms and ground floor living areas over the existing building.

Permission granted under delegated powers on 22nd Feb 2018. The Committee had made no comment about this application.


2.4       DECISION:  17/0428/FUL, Garden Cottage, Callerton Hall Drive, Ponteland, NE20 9TT. Proposed detached garden room.

Permission granted under delegated powers on 28th Feb 2018. The Committee had made no comment about this application.




2.5       WITHDRAWN 18/00141/FUL, 18 Willow Place, Ponteland, NE20 9RL. Proposed ground floor extension to rear of the property, and to front to create integral garage, creation of an additional storey above existing single storey property and demolition of existing detached double garage.

NCC had advised that the application had been withdrawn on 21st Feb 2018.


The Committee had made an objection about this application.
