MINUTES OF THE PLANNING COMMITTEE MEETING

4th September 2018

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

Application No: 18/02800/FUL, Location: 14 Middle Drive, Darras Hall, NE20 9DH

Proposal: Proposal erection of a 2.5 storey, 5-bedroom dwelling.

Comment: The committee feels this is an over development of the land available and the scale of the properties is too large, and we refer to the Castle Morpeth District Local Plan policy H11 Tandem and Back land Development. The Committee also express their concern on the trees and hedging and would like to see the quality and quantity of trees and hedging around the development to remain the same as that of the Ariel view included within the submitted plans.

 

Application No: 18/02406/OUT, Location: Land North East of Haven Lodge The Avenue Medburn

Proposal: Application for outline planning permission for one dwelling (Some matters reserved).

The Planning Committee object to this proposal: Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians.  The ongoing developments have caused major problems for the residents of Medburn. Construction traffic has all but destroyed the road surface on the Avenue. The noise and times construction is being carried out has been a nuisance, residents have reported this to environmental health. Concerns for lack of consideration and care has become a major factor. Medburn has moved on from a small quiet hamlet to a large housing estate.

The construction of yet another dwelling will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road, it is also contrary to the Castle Morpeth District Plan Policy MBH1 ii) which states that no new residential access will be permitted onto the Avenue, a substandard road.  it is also contrary to the PNP2 policy which aims to create a sense of place by protection to an area’s quality, distinctiveness and character. 

The National Planning Policy Framework 11 conserving and enhancing the natural environment declares that the planning system should contribute to and enhance the natural and local environment by protecting and enhancing valued landscapes.

The increasing expansion of Medburn is becoming a major burden on the infrastructure of Ponteland which is struggling to cope with the additional residents and vehicles. The Committee would like to see this application refused.

 

Application No: 18/02980/FUL, Location: The Dairy, High Callerton, Newcastle upon Tyne, NE20 9TT, Proposal: Proposed rear extension.

The Planning Committee Object to this proposal: This application is contrary to Policy PNP5 of the Ponteland Neighbourhood Plan. This extension is out of keeping with the rest of the conservation area and the distinctiveness of the surrounding buildings. The Planning Committee would like to see this application refused.

 

The Committee made no comment about the other 1 application considered.

 

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  18/02212/VARYCO, 49 Runnymede Road, Ponteland, NE20. Proposed Variation of condition 2 (approved plans) pursuant to planning permission 17/01732/VARYCO to increase the size of garage to allow 3 cars

Permission granted under delegated powers on 174th Aug 2018. The Committee had made no comment about this application.

 

2.2       DECISION:  18/02248/FUL, 30 Hawthorn Way, Darras Hall, Ponteland, NE20 9RU Proposed Demolish existing porch, erect new porch c/w canopy on enlarged footprint c/w.

Permission granted under delegated powers on 20th Aug 2018. The Committee had made no comment about this application.

 

2.3       DECISION:  18/02454/FUL, 6 Willow Way, Darras Hall, Ponteland, NE20 9RJ. Proposed Demolition of existing flat roof garage. Construction of two storey side extension and single storey rear extension. Alterations to existing house including forming new window/door openings to front elevation.

Permission granted under delegated powers on 22nd Aug 2018. The Committee had made no comment about this application.

 

2.4       DECISION:  18/02493/FUL, 93 Runnymede Road, Darras Hall, Ponteland, NE20 9HJ. Proposed Demolition of existing Conservatory to allow new build conservatory

Permission granted under delegated powers on 22nd Aug 2018. The Committee had made no comment about this application.

 

2.5       DECISION:  18/02416/FUL, 14 Darras Road, Darras Hall, Ponteland, NE20 9PA. Proposed demolition of rear offshoot and conservatory and rebuilding with family room

Permission granted under delegated powers on 22nd Aug 2018. The Committee had made no comment about this application.

 

2.6       DECISION:  18/02421/FUL, 22 Fellside, Darras Hall, Ponteland, NE20 9JP. Proposed extension to form kitchen and family room with bedroom over and extension to existing dormer windows.

Permission granted under delegated powers on 20th Aug 2018. The Committee had made no comment about this application.
