MINUTES OF THE PLANNING COMMITTEE MEETING
30th OCTOBER 2018

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 Application No: 18/03589/FUL, Location: Westcoates, Milbourne, Newcastle upon Tyne NE20 0DG, Proposal: Proposed erection of free range egg production unit

It was reported that since issue of the Agenda the above application had been invalidated by the Planning Officer. The application would be corrected and resubmitted for consultation at a future Town Council Planning Meeting.

1.2 Application No: 18/03699/FUL, Location: 18 Wentworth Court, Darras Hall, Ponteland, NE20 9PR, Proposal: Extension of existing bungalow to a dormer bungalow

Comment: The Committee are satisfied that the applicant has adhered to the strict 7m height restriction byelaw, stipulated by the Darras Hall Estate Committee and have no further comments.

1.3 Application No: 18/03682/FUL, Location: The Glebe, Milbourne, NE20 0EE
Proposal: Proposed Timber chalet for holiday letting

Objection: The Committee consider this application to be inappropriate development within the Green Belt. The application is contra to the NPPF which states that it does not allow buildings within Green Belt land unless it can be identified as being previously developed. Paragraph 145 of the NPPF outlines the exceptions to the above rule, however the above application does not accord with any of these exceptions.

1.4 Application No: 18/03664/FUL, Location: Kirkholme, Tilery Cottages, Kirkley, NE20 0BQ. Proposal: Construction of a double garage to existing dwelling

Objection: The Committee accept that there are exceptions to the rule regarding development in Green Belt where a building is ancillary to the main residence, such as a garage. However, the disproportionate size of the ancillary property is detrimental to the open aspect of the Green Belt; should the application be permitted, the Committee strongly request that a condition be applied to ensure that that the building remain as an outbuilding or garage in perpetuity in order that a new dwelling in the Green Belt is not obtained by stealth.

The Committee made no comments about the other 7 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 18/02800/FUL, 14 Middle Drive, Darras Hall Ponteland, NE20 9DH. Proposal erection of a 2.5 storey, 5-bedroom dwelling

Permission granted under delegated powers on 15 October 2018. The Committee had made a comment on this application.

2.2 DECISION: 18/02799/FUL, 14 Middle Drive, Darras Hall Ponteland, NE20 9DH. Proposal erection of a 1.5 storey dwelling

Permission granted under delegated powers on 15 October 2018. The Committee had made a comment on this application.

2.3 DECISION: 18/03067/FUL, 15 Runnymede Road, Darras Hall, Ponteland NE20 9HE. Proposed kitchen extension. Porch new roof to form 7metre high dormer bungalow. New entrance gates and wall.

Permission granted under delegated powers on 25 October 2018. The Committee had made a comment on this application.

3. ANY OTHER BUSINESS

3.1 18/03148/FUL West Farm Cottage, West Farm Mews, Prestwick, NE20 9TX. Erection of single and two storey extensions as amended by drawings received 26/9/18

The above application had been referred for Chair Referral. The Head of Service did not raise any significant planning issues and therefore recommended that the decision be delegated to the Planning Officer.
