  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       16/04595/FUL, Land East of South Coldcoats, Ponteland, Northumberland, Conversion of Agricultural Building to residential.

OBJECTION: The proposed bungalow would be an inappropriate form of development within the Green Belt and would be contrary to both the National Planning Policy Framework (NPPF) and Local Plan Policy C17. The applicant has not supplied any special circumstances to warrant a departure from these established policies.  These works alone do not provide sufficient justification to overcome the fundamental conflict with established Green Belt policy.

The proposed dwelling house would also be some distance from the nearest settlement (Ponteland). There are also not any cycle paths or footways that would enable a sustainable trip into the village; nor are there any nearby bus stops.  The proposal would therefore fail the environmental dimension of sustainable development, as noted in the NPPF.

 

 

1.2       16/04427/FUL, Ponteland Library, Thornhill Road, Ponteland NE20 9PZ, Demolition of Existing single storey Library Building and Construction of 27 apartments (in two blocks) with associated parking and landscaping,

OBJECTION: The planning committee would like to object on the grounds of inadequate car parking spaces for this development. Only One parking space is available per flat and no visitor parking spaces have been considered. Ponteland already suffers from extreme lack of parking in this area.

Also the lack of privacy for the residents living in Henderson Court. All balconies will cause serious overlooking issue for the residents .

The reduction in height is appreciated and also the access for Henderson court residents.

 

1.3       16/04672/OUTES, Land North and West of Darras Hall, Limestone Lane, Ponteland, Northumberland, A ‘hybrid’ planning application seeking: a) Outline Planning Permission with all matters reserved for an exemplar Garden Village comprising up to 2,000 dwellings and space/facilities for employment, commercial, agricultural and leisure uses, and associated infrastructure; and b) Full planning permission for: i. Strategic Flood alleviation measures; and ii. Demolition of a small number of buildings.

This plan has been deferred to a special meeting at Ponteland Town Council.

 

The Committee made no comments about the other 7 applications considered.

 

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION: 16/03640/PRUTPO, 9 Richmond Way, Darras Hall, NE20 9HU, Tree preservation order to crown thin one Birch by 20% reduce on Ash by 40% and crown reduce one Oak by a maximum of 5%.

Permission granted under delegated powers on 20th Jan 2017.

The Committee had made no comment about this application.

 

 

2.2       DECISION : 16/03215/FUL, 83 Runnymede Road, Darras Hall, Ponteland NE20 9HH, Construction of a single storey detached dwelling with integral garage.

Permission granted under delegated powers on 20th Jan 2017.

The Committee had made a comment about this application: COMMENT :- The planning committee note the neighbours comments and their frustration over buildings vehicles and the disruption it causes, they would also like the Tree officer to take care of the tree

 

 

2.3       DECISION : 16/03051/FUL, The Dairy, High Callerton, NE20 9TT, Proposed Garage.

Permission granted under delegated powers on 20th Jan 2017.

The Committee had made an objection about this application OBJECTION: The Committee have reviewed the submitted plans of the proposed garage. The documents and plans do not make it clear as to the positioning for the garage as it is not clearly illustrated on the drawings. As a result they are unable to make a decision on this application until adequate documents and plans have been re submitted.

 

2.4       DECISION : 16/03777/FUL, Land West of Dyke House, The Avenue, Medburn NE20 0JD, Hybrid application comprising: Outline aplication: 1 dwelling with the creation of a new access and full planning application: 5 dwellings with associated car parking, landscaping and the creation of a new highway access.

Permission granted under delegated powers on 9th Jan 2017.

The Committee had made an objection about this application. OBJECTION: * Once again the proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 1 dwelling with the creation of a new access on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted.  * The construction of 6 further dwellings and associated access in this location will have a detrimental impact on the agricultural/rural and largely undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. * The proposed layout is similar to that of a new estate format, whose appearance is out of character with the rest of Medburn, which has an uneven pattern of residential development in the rural setting. * We are concerned that provision of a new highway access will facilitate further development creeping into adjacent greenfield, rural/agricultural open areas.  * Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 6 more dwellings in addition to the recently approved construction of at least 50 new dwellings will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.

 

 

2.5       DECISION : 16/04122/FUL, 70 Eastern Way Darras Hall Ponteland NE20 9RE, Proposed new wall and gates to replace existing (damaged) wall.

Permission granted under delegated powers on 18th Jan 2017.

The Committee had made no comment about this application

 

2.6       DECISION : 16/03845/LBC, Benridge Hall, Benridge Hall Drive, Ponteland, NE20 0AF, Installation of through the floor lift from ground floor hall to first floor landing.

Permission granted under delegated powers on 12th Jan 2017.

The Committee had made no comment about this application

 

 

2.7       DECISION : 16/04048/VARYCO, Plot 3 Harrison Hall, The Avenue, Medburn, NE20 0JD, Variation of condition 2 (Approved Plans) pursuant to planning permission 13/03199/FUL in order to allow changes to the dwelling including external materials, alterations to windows and doors and rotate dwelling approx 5 degrees.

Permission granted under delegated powers on 12th Jan 2017.

2.8       DECISION : 16/04326/PRUTPO, 25 Fellside, Darras Hall, NE20 9JP, Tree preservation order application for Beech Tree (T36) thin crown by 10% reduce crown height by 2m and reduce low long imbalanced limbs by 3 metres.

2.9       DECISION: 16/04133/FUL, 30 Hadrian Court, Darras Hall, Ponteland, NE20 9JU, Proposed extension to existing dwelling.
