MINUTES OF THE PLANNING COMMITTEE MEETING

22nd August 2017

Present: Councillor Mrs K Woodrow (in the Chair), Mrs C Caisley, and Mrs Karen Overbury.

 

Apologies for absence were received from Councillors: Mrs S Johnson, Mr S Ahmed and Mr Thomas Edwards-Clay

 

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No : 17/02602/ADE, Location: Branches, 1-3 Brewery Lane, Ponteland, NE20 9NZ, Proposal: Projecting Sign with two strip lights.

 

Comment: The Planning committee would like to note the comments from Highways and agree the signage should remain static and regulation HWA2 Advertisement – restriction of intensity of illumination should be adhered too.

 

 

1.2       Application No : 17/02612/VARYCO, Location: Land North East of Green Rigg Medburn

Proposal: Variations of conditions 2 (approved plans) and 18 (Flood risk) pursuant to planning permission 16/00860/FUL in order to allow a revision of house types and submit new plans.

 

Objection: The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of this dwelling on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted. 

Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. Such development in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. 

The development would also have an adverse impact on the C345 which is a narrow country lane and the only access road.

 

 

1.3       Application No : 17/02770/FUL, Location: Harrison Hall, The Avenue, Medburn, Newcastle NE20 0JD, Proposal: Outline Planning Permission (All matters reserved) – Proposed construction of new dwelling.

1.4       Application No : 17/02747/REM, Location: Northumbria Police HQ, Ponteland, Newcastle upon Tyne, NE20 0BL, Proposal: Reserved Matters details of Access, Layout, Scale, Appearance and Landscaping in respect of the erection of 258 dwellings (C3 use class) with associated car parking, boundary treatments and landscaping pursuant to Outline Application 14/01442/OUT.

 

Comment: We agree in principle with the development as effective utilisation of a resource. However, the existing infrastructure in Ponteland is struggling to cope with the current population numbers and adequate improvements need to be made prior to the start of any development. There is severe congestion in the centre during peak commuter times; from Main Street along the North Road, beside the Blackbird where the road is narrow, and on Thornhill Road during school pick up and drop off.  This development will add to this congestion and an integrated public transport system to and from this site needs to be implemented, together with improved pedestrian and cycle links into the centre amenities.  (The bus service generally in Ponteland is no more than just adequate) Also, there are concerns that the provision of medical facilities and schools would be inadequate.

 

The Committee made no comments about the other 4 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  17/ 01685/FUL, Land North and West of three acres, The Avenue, Medburn, Ponteland, NE20. Proposed development of 2 new houses (Use Class C3)

 

Permission granted under delegated powers on 17th August 2017. The Committee had made an objection about this application.

 

2.2       DECISION:  17/01842/FUL, Land South West of Westcotes, Milnourne, Ponteland, NE20. Proposed Resubmission of agricultural shed 24x28m.

 

Permission granted under delegated powers on 18th August 2017. The Committee had made no comment about this application.

 

2.3       DECISION:  17/02159/FUL, 14 Edge Hill, Darras Hall, Ponteland, NE20 9RN. Proposed single storey extension to front and side of existing dwelling.

 

Permission granted under delegated powers on 9th August 2017. The Committee had made no comment about this application.

 

2.4       DECISION:  17/02433/FUL, 73 Dunsgreen, Ponteland, NE20 9EJ. Proposed single storey rear extension and first floor side extension.

 

Permission granted under delegated powers on 15th August 2017. The Committee had made no comment about this application.

 

2.5       DECISION:  17/02337/FUL, Smallburn East, Ponteland, NE20 0AD. Proposed single storey flat roof infill extension to the rear of the property with glazed lantern style roof light over.

 

Permission granted under delegated powers on 15th August 2017. The Committee had made no comment about this application.
