MINUTES OF THE PLANNING COMMITTEE MEETING

21st March 2017

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No: 17/00684/FUL

Location: 11 Deyncourt, Darras Hall, Ponteland, Newcastle upon Tyne NE20 9RP

Proposal: Construction of Boundary wall with railings, electronic vehicle timber access gates and separate timber pedestrian access gate to front elevation of the property.

 

The planning committee consider this application to be out of keeping and incongruous to the street scene.  In particular the spiked metal railings which are not in keeping with the character of Darras Hall Estate. The committee respectfully requests something other than metal railings to be installed as this is an introduction of something not common within Darras Hall.  It would be a great shame if this were to set a precedence and detract from the character.  This application is contradictory to the Castle Morpeth Policy H14 of the district plan. 

 

 

The Committee made no comments about the other 2 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION17/00145/FUL,  107 Western Way, Darras Hall, NE20 9LY, Proposed two storey rear extension with the addition of two new dormer windows to the front elevation and garage to the side. New render to all new and existing external walls. All new windows and doors.

 

Permission granted under delegated powers on 7th March 2017. The Committee had made no comment about this application.

 

2.2       DECISION 16/04595/FUL, Land East of South Coldcoats, Ponteland, Northumberland. Conversion of Agricultural Building to residential.

 

Permission granted under delegated powers on 8th March 2017. The Committee an objection and then it was withdrawn.

 

2.3       DECISION 17/00066/FUL, 33 Darras Road, Darras Hall, Ponteland, NE20 9PD Roofspace extension and ground floor extension for new garage.

Permission granted under delegated powers on 9th March 2017. The Committee had made no comment about this application.

 

 

2.4       DECISION 16/04290/ADE, Rook Matthews Sayer, Ash House, Bell Villas, Ponteland, NE20 9BE. Advertisement consent for a company logo on the existing fascia board for the building. The windows are to be painted dark blue to match the new corporate colours. The application also involves the installation of a lozenge/hanging sign above the shop front to the front elevation.

 

Permission granted under delegated powers on 6th March 2017. The Committee had made no comment about this application.

 

 

2.5       DECISION 17/00049/FUL, 71 Dunsgreen, Ponteland, NE20 9EJ. Replace garage and porch flat felt roof with pitched roof and rooflights.

 

Permission granted under delegated powers on 6th March 2017. The Committee had made no comment about this application.

 

2.6       DECISION 17/00171/FUL, 47 Woodside Darras Hall NE20 9JB, Proposed extension of garage and lounge at front with bedrooms over, new roof with velux windows, demolition of car port and conservatory.

 

Permission refused under delegated powers on 15th March 2017. The Town Council had made a comment about the application.

 

2.7       DECISION 16/04743/VARYCO, Plants Plus, Berwick Hill, Seaton Burn, NE13 6BU, Variation of conditions 1 (approved plans), 2 (floor area) and 3 (floor area) from application 15/01911/VARYCO (Variations of conditions 1 (goods for sale), 2 (proportion of retails sales), 4 (level on imported plants), 6 (areas for retail to general public) and 14 (outside storgae/display of goods) of planning permission 01/D/12J and discharge of Section 106 obligation).

 

Permission granted under delegated powers on 15th March 2017. The Town Council had made a comment about the application.

 

2.8       DECISION 16/02028/FUL, 49 Runnymede Road Darras Hall Ne20 9HG, amendments to :Demolition of existing dwelling and construction of proposed new single family dwelling house plus garage associated driveway, revised road access and front boundary treatment.

 

Permission granted under delegated powers on 14th March 2017. The Committee made an objection about this application.

 

2.9       DECISION 17/00148/FUL, 14 The Beeches, Ponteland NE20 9SZ, Proposed two storey side and single storey rear extensions.

 

Permission granted under delegated powers on 14th March 2017. The Committee had made no comment about this application.

 

 

2.10     DECISION 16/04474/FUL, Land North West Of Clickemin Farmhouse Clickemin Ponteland Northumberland, Resubmission – Proposed detached two storey dwelling.

 

Permission Granted under delegated powers on 15th March 2017. The Town Council had made a comment about this application.

 

2.11     DECISION 17/00143/FUL, 109 Darras Road, Ponteland, NE20 9PQ, Proposed extension of rear dormer and increased ridge height to front projecting gable on principal elevation.

 

Permission granted under delegated powers on 16th March 2017. The Committee had made no comment about this application.

 

2.12 DECISION 17/00282/LBC, Birney Lodge, Stamfordham Road, Throckley, NE15 9RB. Listed building consent for demolition of existing conservatory and attached outbuildings, construction of single storey ground floor extension and first floor extension

 

Permission granted under delegated powers on 16th March 2017. The Committee had made no comment about this application.

 

2.13 DECISION 17/00081/FUL, 50 Parklands, Darras Hall, Ponteland, NE20 9LL, Proposed extension to single garage to form double, utility room, extension, lounge extension and new roof to form 7m high dormer bungalow

 

Permission granted under delegated powers on 17th March 2017. The Committee had made no comment about this application.
