A list of planning applications received since the previous Committee meeting had been circulated


1.1       Application No: 17/03532/FUL, Location: Ecklindale, Smallburn, Ponteland NE20 0ADr

Proposal: Proposal for the demolition of the existing house and portal frame storage shed and the construction of a new 2 storey house (extended 1/8/18/).


The Planning committee strongly object to this proposal on the following grounds: –

This proposal is contrary to the district local plan and represents inappropriate development within the green belt. Policy C1, C17, H16 and H24. This building is not essential to the needs of agriculture or forestry,  neither does it appear to be intended for agricultural workers as stated in policy H16 and furthermore the form, style and materials of this proposal do not harmonise with existing traditional buildings. Also, all the points within the policy H24. 

Policy H24 in the open countryside applications for the demolition and re-building of existing dwellings will only be permitted if all the following criteria are met: –

  1. i)                    The replacement dwelling shall be appropriate to its setting, of similar size to, and be no more visually intrusive than the original dwelling.
  2. ii)                   The replacement dwelling shall be of a design which is sympathetic in scale, mass, materials and architectural details to the vernacular character of dwellings in the locality.

iii)                 The proposed new dwelling does not extend beyond the existing residential curtilage.

  1. iv)                 The council may impose a planning condition to remove residential permitted development rights in the case of proposals for future extensions and/or free-standing structures adjacent to the replacement dwelling, where it is necessary to control such proposals in the interests of visual amenity.
  2. v)                   The new dwelling is sited on the footprint of the dwelling it is to replace, or a condition will be imposed or planning obligation sought to ensure the demolition of the latter on completion of the new dwelling.

Also the National policy framework published in 2012 Policy 9 Protecting Green Belt land, Paragraphs 79 to 92. In which the government protects the essential characteristics of Green Belt.

 Also contrary to Policy PNP 2 of the Ponteland Neighbour Hood Plan, High quality and inclusive design.

This proposal does not respect the character of the site and its surroundings in terms of its location, layout, proportion, form, massing, density height, size, scale, materials and design features.

The Committee would also like the neighbours objections and comments to be taken into account when this decision is made.

Concluding this objection, the Planning Committee would like to see this proposal refused.



1.2       Application No: 18/02247/FUL, Location: 10 Edge Hill, Darras Hall, Ponteland NE20 9RN

Proposal: Demolition of existing dwelling and construction of a detached 4-bedroom dwelling and detached garage.


The Planning Committee would like to comment and raise its concerns on the comment from the County Ecologist and that a bat survey and mitigation plan should be submitted to avoid any harm to bats and maintain the population within this area.


1.3       Application No: 18/02699/FUL, Location: West Thorn Farm, West Thorn, Kirkley NE20 0AG Proposal: 1 no agricultural workers dwelling and associated access, parking and amenity space.


Comment: The Committee has no comment on the proposed new property, despite its being in the Green Belt, but given that the proposed new dwelling is actually an ancillary residential dwelling, we request that a condition of the planning approval be set, to read “the building hereby permitted shall not at any time be occupied as a separate dwelling by persons unrelated to the family business of west thorn farm, kirkley and should be let to family or farm employees only and it will remain a part of this family farm in perpetuity.


The Committee made no comments about the other 4 applications considered.




2.1       DECISION:  18/02264/FUL, 7 Sandringham Way, Darras Hall, Ponteland, NE20 9AE. Proposed first floor bathroom extension to front, re modelling of hallway, front canopy and tiled roof over existing rear offshoot.

Permission granted under delegated powers on 15th Aug 2018. The Committee had made no comment about this application.


2.2       DECISION:  18/00086/FUL, Ponteland Golf club, 53 Bell Villas Ponteland, NE20 9BD. Proposed removal of existing building to be replaced by a halfway house with toilets, shelter and indoor communal space.

Permission granted under delegated powers on 14th Aug 2018. The Committee had made no comment about this application.


2.3       DECISION:  18/01777/FUL, 31 Linden Way, Darras Hall, Ponteland, NE20 9DP. Proposed two storey extension to front elevation and insertion of additional roof light to rear single storey roof as amended by drawings received 2/8/18.

Permission granted under delegated powers on 14th Aug 2018. The Committee had made no comment about this application.


2.4       DECISION:  18/00504/ADE, Dobbies Roundabout. A696 Ponteland, NE20. Proposed Advertisement consent for 4 hoarding signs (or 2 if more acceptable, north and south) on roundabout for ‘kirkhale Courtyard kitchens’

Permission REFUSED under delegated powers on 15th Aug 2018. The Committee had made an objection about this application.


2.5       DECISION:  18/02177/FUL, 2 Lynwood Close, Ponteland, NE20 9JG. Proposed first floor extension to front above existing garage, internal alterations and elevational material changes as amended by drawing received 19 July 2018.

Permission granted under delegated powers on 13th Aug 2018. The Committee had made no comment about this application.




3.1       An update to be carried out on case (ref 18/00821/ENDEVT) in respect of the static caravan and advertising boards at Dobbies Garden Centre.


3.2       An update on the extra signage outside of Finnerans, Bell Villas.
