MINUTES OF THE PLANNING COMMITTEE MEETING 17 MAY 2016

Present: Councillor Mrs S Johnson (in the Chair), Councillors Mrs E Thompson, and A Varley

Apologies for absence were received from Councillors Mrs C Caisley, Mrs C Greenwell and Mrs L Noble

1. ELECTION OF CHAIRMAN AND DEPUTY CHAIRMAN

It was agreed that the officers of the Committee would be:

2. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

2.1 16/01390/FUL: 82 Runnymede Road, Darras Hall, NE20 9HH – Proposed refurbishment and extension of existing dwelling.

COMMENT: The proposal for a rendered wall at the front gates is out of keeping with the street scene; the Committee would prefer that this wall be left as brickwork to compliment surrounding properties and maintain the more natural appearance of the frontage. Furthermore the Committee welcome the proposal to plant hedging alongside the proposed post and rail fence, however it is customary on Darras Hall to plant this to the front of the fence, closest to the street in order to soften the view of any hard landscaping and thereby maintain the rural leafy nature of the estate.

2.2 16/01450/VARYCO: 13 Rowan Drive, Ponteland, NE20 9QJ – Variations of conditions 2 (approved plans) & 9 (garage conversion)

COMMENT: The Committee are concerned that by altering the available garage parking into additional living space that there may not be sufficient off street car parking for the household.

2.3 16/01453/DISCCON: 9 Bell Villas, Ponteland, NE20 9BD – Discharge conditions 4 (service management plan) and 5 (access) of approved planning application 15/02891/VARYCO

COMMENT: The Committee are interested to know whether and how the Service & Delivery Management Plan is to be monitored; and ask whether an amendment could be considered, in order to ease congestion at peak school times. i.e. deliveries between 9.30 and 3.00 and 4.00 til 6.00pm.

The Committee made no comments about the other 3 applications considered.

Other Application Correspondence

Premises Licence Application: Yolo, 9 Bell Villas, Ponteland, NE20 9BD – Variation premises licence – on Friday and Saturday nights extend licensable activities to 01.00 hours and opening hours to 01.30 hours.

The Committee were advised that permission for an extended licence had been granted. A copy of the Licence and its conditions had been provided for reference and monitoring purposes.

3. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

3.1 DECISION 16/00052/FUL 32 Longmeadows, Darras Hall, Ponteland NE20 9DY – Proposed two storey side extension; single storey rear extension; dormer window to front;
2nd vehicular access; balcony to rear on 1st floor.
Permission granted under delegated powers on 6th May 2016.
The Committee had made no comment about this application.

3.2 DECISION 16/00804/FUL160 Runnymede Road, Darras Hall, Ponteland NE20 9HR Proposed 2 storey extension to form garages with bedroom over; portico and entrance canopy; enlarged driveway with entrance gates and piers and internal alterations.
Permission granted under delegated powers on 6th May 2016.
The Committee had made no comment about this application.

3.3 DECISION 16/00775/VARYCO Land North of 84-92 Runnymede Road, Darras Hall,
Ponteland NE20 9HH Variation of condition 11 (approved plans) pursuant to
planning application 12/02803/VARYCO in order to amend house type designs
Permission granted under delegated powers on 9th May 2016.
The Committee had made no comment about this application.

3.4 DECISION 16/00854/FUL 7 Church Flatt, Eland Haugh, Ponteland NE20 9XQ
Proposed bedroom and en suite over garage; single storey side extension
Permission granted under delegated powers on 10th May 2016.
The Committee had made no comment about this application.

3.5 DECISION 16/00886/FUL 7 Beech Court, Darras Hall, Ponteland NE20 9NE Proposal
to take down existing conservatory and build single storey garden room to the rear of the property
Permission granted under delegated powers on 10th May 2016.
The Committee had made no comment about this application.

3.6 DECISION 16/01149/VARYCO32 Darras Road, Darras Hall, Ponteland NE20 9PAVariation of condition 2 (Approved Plans) pursuant to planning permission 14/01039/FUL in order to permit alterations to the roof form
Permission granted under delegated powers on 12th May 2016.
The Committee had made no comment about this application.

4. ANY OTHER BUSINESS

4.1 Request for provision of up to date maps – Members enquired whether any progress had been made procuring the above item. Members agreed to pass this request back to the outgoing Clerk who already had all the information required.

4.2 Query re reporting derelict houses – Cllr Varley had recently attended a Planning Seminar in Morpeth where the growing problem of derelict houses was discussed. Members provided a few examples of properties that might fit this profile in Ponteland. Further information was to be supplied to the Clerk to pass to Planning Enforcement for investigation.
