1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

The Committee made no comments about the 4 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 17/03532/FUL, Ecklindale Smallburn Newcastle upon Tyne Northumberland, NE20 0AD. Proposal for demolition of the existing house and portal frame storage shed and the construction of a new 2 storey house (amended 01.08.2018)

Permission granted under delegated powers on 1October 2018. The Committee had made objected to this application.

2.2 DECISION: 18/02824/FUL, 11 Regency Way, Darras Hall, Ponteland NE20 9AU. Proposed ground floor garage and playroom extension, first flood bedroom extension, conversion of existing garage to room and canopy to front elevation.

Permission granted under delegated powers on 2nd October 2018. The Committee had made no comment about this application.

2.3 DECISION: 18/02701/FELTPO, 91 Edge Hill Darras Hall Ponteland, NE20 9JQ. Remove Dead Larch next to house proving to be causing subsidence, remove hung up Lime tree

2.4 DECISION: 18/02874/REM, Land North of Dyke House, The Avenue, Medburn NE20 0JD. Reserved Matters application relating to outline approval 15/03147/OUT: Approval of the details of the appearance, landscaping, layout, scale and design for 1no dwelling.

2.5 DECISION: 18/03138/FUL, 47 Rowan Drive, Ponteland NE20 9QJ. Construction of a single storey extension to rear to create a larger lounge and kitchen and first floor side extension to create two bedrooms over existing garage

Permission granted under delegated powers on 9th October 2018. The Committee had made no comment about this application.

2.6 DECISION: 18/01074/CCD, Ponteland High School, Callerton Lane, Ponteland NE20 9EY. Installation of two storey temporary classroom building containing 10no classrooms with associated staircases and WC facilities.

3. ANY OTHER BUSINESS

3.1 18/00500/NONMAT Dobbies Garden Craft Centre Street Houses Ponteland Newcastle Upon Tyne Northumberland NE20 9BT Non-material amendment relating to planning permission 17/02284/FUL to relocate car wash

Members were reminded that an enquiry regarding a potential breach of planning control had been forwarded to the case officer who signed off the Non-Material Amendment application. It was reported that the case officer stood by the decision that the application was correctly appraised to be a non-material amendment, for reasons supplied in the case officer report; a copy of which was circulated for information. Consideration was given to fact that the whole of the garden centre site and car park are located within the Green Belt, and that the proposed relocation was to an area of hardstanding immediately next to the car park, which appeared to be used for incidental parking as per aerial view image from google maps. It was therefore concluded that the amendment sought would not have a materially different impact on the Green Belt from the permitted location of the carwash.

The second issue as to whether the car wash operator is acting within their planning permission and whether the static caravan has planning permission is a matter for the Planning Enforcement Team, who have a case open investigating the issue.

Members considered that the current over flow parking arrangements constituted more than ‘incidental parking’. It was agreed that the Chair would make several site visits at differing times to take photos of the parking as evidence. These would be submitted to Planning Enforcement for their consideration and comment.
