MINUTES OF THE PLANNING COMMITTEE MEETING

31st October 2017

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No: 17/00296/FUL: Land Rear Of 132 Eastern Way Eastern Way Darras Hall Newcastle Upon Tyne Northumberland – Erection of single dwelling (as amended 23.10.2017)

 

COMMENT: – The committee note that the new proposals have moved the development further into the site, away from the trees on the boundary with Queensway. This being the case, it would follow that the tree roots will be more protected, and the trees more likely to remain and thrive; thus, maintaining the local amenity value, to which we referred in our previous objection.

 

Despite the resizing of the house, the tree officer is still concerned over the amount of pruning needed to the trees on the southern boundary, to erect scaffolding and install the roof. The Committee would like to support a request for pruning to any adjacent trees being kept to the absolute minimum necessary, in order to protect the structure and health of the TPO’d trees. In addition the committee ask that a condition be levied, requiring provision of suitable ground protection and protective fencing, prior to commencement of any building work, in order to protect the trees on the site as much as possible.

 

The committee realise that the underdeveloped nature of the site is of value to all the adjoining residents in providing privacy and a sense of seclusion at the rear of their properties. However, it is felt that the sensitive one storey design, located within the heart of the plot, on a level lower than that of the closest neighbouring property, and surrounded by trees and vegetation on all sides, is unlikely to cause any loss of privacy for neighbouring residents.

 

The Committee made no comments about the other 7 applications considered.

 

 

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

 

 

2.1       DECISION:  17/02989/VARYCO, Land North of 84-92 Runnymede Road, Darras Hall, Ponteland. Variation of condition 11 (approved plans) 16/00775/VARYCO to allow changes to the elevations relating to plots 2 & 4

 

Permission granted under delegated powers on 13 October 2017. The Committee had made no comment about this application.

 

 

 

2.2       DECISION:  17/03011/VARYCO, 33 West Road, Ponteland, NE20 9SX. Variation of condition 2 (approved plans) pursuant to planning permission 15/02481/FUL in order add 2 dormers to the south elevation & extend 1st floor by 1 metre to the west elevation.  

 

Permission granted under delegated powers on 13 October 2017. The Committee had commented on this application

 

 

2.3       DECISION:  17/02663/VARYCO, Clickemin Farmhouse, Clickemin, Ponteland.  Variation in condition 2 (approved plans) pursuant to 15/3830/FUL in order to allow relocation of garage, change 3 car garage to 2 car garage and amendments to internal vehicular access.

 

Permission granted under delegated powers on 16 October 2017. The Committee had objected to this application.

 

 

2.4       DECISION:  17/02900/FUL, 29 North Road, Ponteland NE20 9UN. Proposed single storey extension to rear of semi-detached house.

 

Permission granted under delegated powers on 18 October 2017. The Committee had made no comment about this application.

 

 

2.5       DECISION:  17/02905/VARYCO, 56 Errington Road, Darras Hall, Ponteland, NE20 9LA. Variation of condition 3 (approved plans) from application 17/00021/FUL – to remove the skylight over the ground floor rear extension, install French Door and surround roof with higher block work to create barrier around new roof terrace. 

 

Permission refused under delegated powers on 20 October 2017. The Committee had commented upon this application.

 

 

2.6       DECISION: 17/03133/FUL, 41 Cheviot View, Ponteland, NE20 9BP. Rebuild Garage with first floor bedroom and en-suite over.

 

Permission granted under delegated powers on 26 October 2017. The Committee had made no comment about this application.

 

 

2.7       DECISION: 17/02699/LBC, Coach House, Callerton Hall Drive, High Callerton, NE20 9TT. Listed building consent for conservatory to the rear

 

Permission granted under delegated powers on 26 October 2017. The Committee had made no comment about this application.
