MINUTES OF THE PLANNING COMMITTEE MEETING

14 JUNE 2016

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No: 16/01788/FUL Location: 46 Woodside, Darras Hall, Ponteland NE20 9JA

Proposal: Demolition of existing bungalow and construction of new house

Applicant: Mr Forood Ranaie

OBJECTION :- The new proposal does not alter the committee’s view regarding this replacement dwelling.   We believe the extensive number and size of first floor windows to side elevations would result in overlooking and a loss of privacy for neighbours.  We consider the proposal to be an overdevelopment of the site, which would be overbearing for surrounding bungalows and incongruous in the street scene.

 

 

 

1.2       Application No: 16/01272/FUL

Location: The Blackbird, North Road, Ponteland NE20 9UH

Proposal: Proposed new and replacement exterior & car park lighting. Previous modern extension to be demolished and replaced with a new slightly enlarged kitchen extension.

Proposal: Listed Building Consent: Proposed new and replacement exterior & car park lighting. Previous modern extension to be demolished and replaced with a new slightly enlarged kitchen extension.

COMMENT :- The Committee agrees with the proposal, and commented that they prefer the traditional style lighting as this is in keeping with the conservation area.

 

 

The Committee made no comments about the other 6 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION 16/01152/PRUTPO: Waitrose, 27 Main Street, Ponteland NE20 9NH – Work to trees protected by a Tree Preservation Order and Conservation Area: Fell 2no. Maple trees (T1 and T2), fell 1no. Willow tree (Tree 3), crown lift to 5m and reduce height by 3.5m and sever ivy at base to 2no. Sycamore trees (T4 and T5) reduce the height by 3.5m of 2no. Poplar trees (T6 and T7), reduce height by 3.5m, crown lift to 5m to 1no. Willow tree (T8), reduce height by 4m 1no. Poplar tree (T9) and reduce height by 2m of 1no. Poplar tree (T10). Prune sides to balance canopy to trees T4 – T10.

2.2       DECISION 16/01068/PRUTPO: 4 Edgewood, Darras Hall, Ponteland NE20 9RY – Tree Preservation Order – T1 Beech T3, T4 Ash Crown reduce 25%; T2 Silver Birch and T5 Sorbus reduce by 25%

Permission granted under delegated powers on 31 May 2016.

The Committee had made no comment about this application.

 

2.3       DECISION 16/01096/FUL: 38 West Road, Ponteland NE20 9SX – Single and two storey rear extension

Permission granted under delegated powers on 3 June 2016.

The Committee had made a comment that in raising the height of the property to two storey, the bedroom at the rear would be closer to, and possibly with more of a potential to overlook, the property at 14 The Lairage.

 

2.4       DECISION 16/00669/ADE: 1 – 3 Brewery Lane, Ponteland NE20 9NZ – Retrospective – Advertisement consent for built up distressed copper lettering internally illuminated with LED modules, illuminated projection sign with steel bracket and timber panel with copper insert

Permission refused under delegated powers on 3 June 2016.

The Committee had made an objection that they felt that the presence of illuminated signage in the Conservation area was incongruous and contradicts preservation of the street scene and surrounding wildlife environment.

 

2.5       DECISION 16/01120/FUL: 180 Western Way, Darras Hall, Ponteland NE20 9NB – Extension and conversion of dwelling

Permission granted under delegated powers on 7 June 2016.

The Committee had made no comment about this application.

 

2.6       DECISION 16/01184/FUL: Clickemin Farm Cottage, Clickemin, Ponteland NE20 9BQ – Steel framed mono-pitch lean-to agricultural building

Permission granted under delegated powers on 8 June 2016.

The Committee had made no comment about this application.

 

  1. ANY OTHER BUSINESS

 

3.1       Maps used by the planning committee are all outdated and a budget has been agreed for replacements to be purchased.  After some discussion the committee believe it will be beneficial to invest in some It requirements.  C Thompson is to review requirements and costs.
