MINUTES OF THE PLANNING COMMITTEE MEETING

8th August 2017

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

Application No : 17/02558/FUL Location: Auberne, Callerton lane, Ponteland, NE20 9EG

Proposal: Demolition of the existing 1 1/2 storey dormer dwelling house. The erection of a new 3 storey dwelling house with integrated garage and associated parking.

 

Comment :

The Committee would prefer to see a property in a traditional design and more in keeping with the village because of the proximity to the conservation area. However as the proposal is set back and well screened with the existing trees we would reluctantly accept this proposal with the provision that the existing screening remains in place and enhanced where possible.  
Application No : 17/02480/FUL Location: 9 Paddock Hill, Eland Edge, Ponteland NE20 9XL

Proposal: Extend existing side fence.

 

Objection:

This is the third property to request such a proposal which suggests a precedent could be being set within this area. Whilst the committee would prefer to discourage any further fencing, should this be approved we urge that hedging is planted in front of any future fencing erected to soften the street scene.

 

Application No : 17/02601/FUL Location: Plot 4 Land North of Dyke House, The Avenue, Medburn. Proposal: Construction of a new residential dwelling and associated landscaping to Plot 4 of land behind Dyke House.

 

Objection:

The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of this dwelling on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted. 

Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. Such development in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. 

The development would also have an adverse impact on the C345 which is a narrow country lane and the only access road.

 

 

The Committee made no comments about the other 6 applications considered.

2.1       DECISION:  17/ 01918 /FUL, Alderstyde , Medburn Ponteland, NE20 0JD. Proposed Detached Triple Garage with pitched roof and dormer windows

 

Permission granted under delegated powers on 21st July 2017. The Committee had made no comment about this application.

 

2.2       DECISION:  17/02141 /FUL, 2 Regency Way, Ponteland, NE20 9AU. Proposed Rear extension to be added, front extension to increase plot depth with ground/first floor layouts to be remodel. Existing window frames, soffits, fascias and cladding to be changed

 

Permission granted under delegated powers on 2nd August 2017. The Committee had made no comment about this application.

 

2.3       DECISION:  17/02197 /FUL, 1 Hawthorn Way, Darras Hall, Ponteland, NE20 9RU. Proposed single storey kitchen extension at rear and bedroom and bathroom extension at front and improvements to driveway to form on site turning

2.4       DECISION:  17/02142 /FUL, 15 Langton Court, Ponteland, NE20 9AT. Proposed Extension to rear of dwelling. Remodelling of ground and first floor.

2.5       DECISION:  17/02014/FUL, Longmeadows, Propsect Farm, Medburn Ponteland, NE20 0JD. Proposed Alterations and extensions

 

Permission granted under delegated powers on 2nd August 2017. The Committee had made no comment about this application.

 

 

2.6       DECISION:  17/02127/FUL, 23 Woodside, Darras Hall. Ponteland, NE20 9JA. Proposed demolition of front room and porch. Build new front gable. Demolish back utility off shoot and conservatory. Build new single storey back extension. Infill between garage and house with single storey side extension.

 

Permission granted under delegated powers on 2nd August 2017. The Committee had made a comment about this application.

 

Comment: The Planning committee would like to query the height of the new brick chimney our understanding is that the chimney needs to be higher than the roof line.

 

2.7       DECISION:  17/01953 /FUL, 35a The Rise, Ponteland, NE20 9LH. Proposed front, rear and side extensions and new roof to form first floor bedrooms and bathrooms

 

Permission granted under delegated powers on 1st August 2017. The Committee had made a comment about this application.

 

Comment: The Planning Committee would like to see the correct information for this application before making any kind of comment/objection. A consultee has claimed that the boundary line is incorrect and PTC would seek some clarity on that point.

 

2.8       DECISION:  17/01391/FUL, 68A Western Way, Ponteland, NE20 9AP. Proposed  demolition of existing dwelling and replacement with new dwelling.

 

Permission granted under delegated powers on 20th July 2017. The Committee had made an Objection about this application.

 

Objection : The committee object to this proposal as the large windows directly overlook the neighbouring property and will have an  impact on their privacy.  A site visit has identified the shared driveway is a very narrow lane shared by three houses and will have to be kept clear at all times for fellow residents.  There is a concern if major building works are to be carried out, as there is insufficient turning space for large vehicles and there is also a possibility of damage to the surface of the lane which is maintained by the residents.

 

2.9       DECISION:  17/02064 /FUL, 25 The Rise, Ponteland, NE20 9LH. Proposed  alterations to existing bungalow to form new bedrooms and living accommodation, including new frontage, raised roof height and two storey extension to rear of property.

 

Permission granted under delegated powers on 4th August 2017. The Committee had made no comment about this application.

 

2.10     DECISION:  17/02077/FUL, 142 Runnymede Road, Ponteland, NE20 9HN. Proposed 2 storey entrance lobby, front bay windows, rear bay window, two storey rear extension and single storey structural glazed extension, new dormer extensions to existing gym over garage, elevation, roof and driveway remodelling and new gateway entrance piers and gate access

2.11     DECISION: 17/02144 /FUL, 57 Western Way Ponteland, NE20 9AP. Proposed Single Storey Rear extension.

  1. ANY OTHER BUSINESS

 

3.1       17/01842/FUL Land South West of Westcoates, Milbourne, Northumberland. Resubmission: Proposed agricultural shed measuring 24 x 28m.

 

The Town Council had been invited to speak at the Local area Council Planning Committee Meeting on 14th August 2017 regarding the above application.

The Town Council had made no comment about the proposal. Members decided not to speak.

 

3.2       16/06147/out, Land North of plot 5 Prospect Farm, The Avenue, Medburn.

 

An appeal has been made to the Secretary of State by Mr Taylor.

 

3.3       17/00815/ENCLND – Meadow View, Prestwick.

 

A case has been made with Planning Enforcement Team on the 4th August 2017. A site visit will be planned.
