MINUTES OF THE PLANNING COMMITTEE MEETING

6th Feb 2018

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

  • Application No: 18/00141/FUL Location: 18 Willow Place, Darras Hall, Ponteland, NE20 9RL Proposal: Ground Floor extension to rear of property and to front to create integral garage, creation of additional storey above existing single storey property and demolition of existing detached double garage.

 

The Planning Committee objects to this application and reciprocates the points within the objections from the neighbours and stresses that this proposal is not supported by the Committee in line with Policy PNP2 of the Neighbour Plan, especially the density, Height, size and scale of this build and is not in keeping with surrounding properties.

 

  • Application No: 18/00231/FUL Location: 9 Chester Close, Darras Hall, Ponteland, NE20 9AG Proposal: Demolition of existing bungalow and construction of new 2 storey dwelling to be erected in the same position.

 

The Planning Committee objects to this application and is in support of the comment from the neighbour and their loss of privacy. This rebuild is controversy to the Neighbourhood Plan Policy PNP2 and is completely out of keeping with the aesthetics of the surrounding area.

 

The Committee made no comments about the other 6 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  17/02747/REM, Northumbria Police, Ponteland, NE20 0BL. Proposed Reserved Matters details of Access, Layout, Scale, Appearance and Landscaping in respect of the erection of 258 dwellings (C3 use class) with associated car parking, boundary treatments and landscaping pursuant to Outline Application 14/01442/OUT

Permission granted under delegated powers on 22/1/2018. The Committee had made a comment about this application.

Comment: We agree in principle with the development as effective utilisation of a resource.  However, the existing infrastructure in Ponteland is struggling to cope with the current population numbers and adequate improvements need to be made prior to the start of any development.  There is severe congestion in the centre during peak commuter times; from Main Street along the North Road, beside the Blackbird where the road is narrow, and on Thornhill Road during school pick up and drop off.  This development will add to this congestion and an integrated public transport system to and from this site needs to be implemented, together with improved pedestrian and cycle links into the centre amenities.  (The bus service generally in Ponteland is no more than just adequate) Also, there are concerns that the provision of medical facilities and schools would be inadequate.

 

2.2       DECISION:  17/04496/VARYCO, 95 Darras Raod, Ponteland, NE20 9PQ. Proposed Variation of condition 2 (approved plans) pursuant to planning permission 17/03083/FUL

Permission granted under delegated powers on 23/1/2018. The Committee had made no comment about this application.

 

 

2.3       DECISION:  17/04426/FUL, 40 Collingwood Crescent, Ponteland, NE20. Proposed Rear extension to form a breakfast kitchen and lounge, dup-pitch tiled roof and masonry walls. Form new master bedroom and en suite in former lounge. Bricking up existing west gable window opening and forming new window opening to rear elevation. Infilling existing recessed entrance lobby to form a porch.

Permission granted under delegated powers on 23/1/2018. The Committee had made no comment about this application.

 

2.4       DECISION:  17/03226/VARYCO, 104 Darras Road, Ponteland, NE20 9PG. Proposed Variation of condition 2 (Approved Plans) pursuant to planning permission 16/01895/FUL to allow a revised design of extension to the rear of the property

Permission granted under delegated powers on 23/1/2018. The Committee had made no comment about this application.

 

2.5       DECISION:  17/04378/VARYCO, Land West of Dyke House, Medburn, Ponteland, NE20 0JD. Proposed Variation of condition 2 pursuant to planning permission 16/03777/FUL to see consent for a larger garden room

Permission granted under delegated powers on 29/1/2018. The Committee had made no comment about this application.

 

2.6       DECISION:  17/04648/FUL, 2 Willow Way, Ponteland, NE20 9RJ. Proposed Demolition of garage and construction of 2 storey extension.

Permission granted under delegated powers on 1/2/2018. The Committee had made no comment about this application.

2.7       DECISION:  17/4387/FUL, 28 High View, Ponteland, NE20 9ET. Proposed garage and bedroom extension including dormer windows, French doors and Juliet balcony, new entrance gates and extended driveway.

Permission granted under delegated powers on 1/2/2018. The Committee had made no comment about this application.
