MINUTES OF THE PLANNING COMMITTEE MEETING

27th June 2017

Present: Mrs K Woodrow (in the Chair), Mrs C Caisley, Mr S Ahmed and Councillor Karen Overbury. (K Mavin, The Clerk to the council was also present)

 

Apologies for absence were received from Councillors : Mrs S Johnson and Councillor Mr Thomas Edwards-Clay

 

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No : 17/01953/FUL

Location: 35a The Rise, Darras Hall, Ponteland NE20 9LH

Proposal: Proposed front, rear and side extensions and new roof to form first floor bedrooms and bathrooms

 

COMMENT: The Planning Committee would like to see the correct information for this application before making any kind of comment/objection. A consultee has claimed that the The boundary line is incorrect and PTC would seek some clarity on that point.

 

1.2       Application No: 17/02095/VARYCO

Location: 9 Bell Villas, Ponteland NE20 9BD

Proposal: Variation of condition 6 (hours of opening) pursuant to planning permission 16/00968/VARYCO in order to remove the 12 month limit on extended hours

 

COMMENT: The Planning Committee would like to note the comments from the Civic Society.

 

1.3       Application No: 17/02083/VARYCO

Location: 208 Western Way, Darras Hall NE20 9ND

Proposal: Variation of condition 3 pursuant to planning permission 16/02414/FUL in order to allow a slight variation to the single storey

 

COMMENT: The Planning committee would like to note the comments from the neighbours.

 

1.4      Application No: 17/02123/VARYCO

Location: Land North West of Clickemin Farmhouse, Clickemin, Ponteland, Northumberland, Variation of condition 2 (approved plans) of approved planning permission 16/04474/FUL.

OBJECTION:

  1. i)          The planning committee are concerned that the garage location on the plans 16/00474/ful contravenes the “Permitted Development” of Section 57 of the Town and Country Planning Act. The garage location is in front of and straddles the building line.
  2. ii)         The two addition windows and glass balcony on the North elevation will directly overlook the small hamlet of neighbours to the North and compromise their privacy extensively.

iii)        The general cross section plan l(2-) 47 is inconsistent and doesn’t include the dormer windows.

 

1.5       Application No: 17/02127/FUL

Location: 23 Woodside, Darras Hall, Ponteland, NE20 9JA

Proposal: Demolish front room and porch. Build new front gable. Demolish back utility off shoot and conservatory. Build new single storey back extension. Infill between garage and house with single storey side extension.

 

Comment: The Planning committee would like to query the height of the new brick chimney our understanding is that the chimney needs to be higher than the roof line.

 

The Committee made no comments about the other 7 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION 17/01572/FUL, 8 Brooklands, Darras Hall, Ponteland, NE20 9LZ. Proposed rear extension and internal alterations.

Permission granted under delegated powers on 22nd June 2017. The Committee had made no comment about this application.

 

 

2.2       DECISION 17/01858/FUL, 17 Pembroke, Darras Hall, Ponteland, NE20 9HS. Proposed bedroom and bathroom extension and tiled roof over existing garage in place of felted roof.

Permission granted under delegated powers on 22nd June 2017. The Committee had made no comment about this application.

 

 

2.3       DECISION 17/00199/FUL, Land North of Burnlea, The Avanue, Medburn NE20 0JD proposed, erection of one dwelling and attached double garage

 

Permission granted under delegated powers on 9th June 2017. The Committee had an objection about this application.

 

WITHDRAWN

 

 

2.1       17/01837/FUL Ponteland Leisure Centre, Callerton Lane, Ponteland, Newcastle upon Tyne, NE20 9EG, Proposed temporary Fire Station to comprise of a two storey modular building and single storey appliance bay. The existing caretakers flat shall become reused by the police service.

 

NCC had advised that the application had been withdrawn on 21st June 2017.

 

The Committee had made an objection about this application.

 

 

2.1       WITHDRAWN 16/04120/FUL Auberne, Callerton Lane, Ponteland, Newcastle upon Tyne, NE20 9EG, Resubmission – Demolition of the existing two storey dormer dwelling house and erection of a new two storey dwelling house with associated parking and garage.

NCC had advised that the application had been withdrawn on 19th June 2017.

 

The Committee had made no comment about this application.
