MINUTES OF THE PLANNING COMMITTEE MEETING

19th February 2019

Present:  Councillor Mrs S Johnson (in the Chair), Mrs K Woodrow, Mrs C Caisley, Mr S Ahmed, and Councillor Mrs K Overbury.

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

The Committee made no comments about the 6 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  18/04447/FUL, 168 Eastern Way, Darras Hall, Ponteland, NE20 9RH. Proposed: Partial demolition and construction of single storey habitable extension to rear elevation. Extension to include single ply flat roof with parapet perimeter, alternations to front drive to include additional hard stand/car parking, tarmac finish to math existing adjacent. Installation of motorised sliding gate, Grey timber with panelling.

Permission granted under delegated powers on 14th February 2018. The Committee had made no comment about this application.

 

2.2       DECISION:  18/04186/FUL, 27 Hadrian Court, Darras Hall, Ponteland, NE20 9JU. Proposed 2 Storey front and side extension. Front canopy, and internal alterations.

Permission granted under delegated powers on 13th February 2018. The Committee had made no comment about this application.

 

2.3       DECISION:  18/04201/FUL, 26 High View, Darras Hall, Ponteland, NE20 9ET. Proposed ground floor extension to kitchen and hallway; first floor extension to form bedrooms and en-suites.

Permission granted under delegated powers on 8th February 2018. The Committee had made no comment about this application.

 

2.4       DECISION:  19/00032/FUL, 31 Linden Way, Darras Hall, Ponteland, NE20 9 DP. Proposed first floor extension to West elevation over existing footprint plus new porch to West elevation.

Permission granted under delegated powers on 4th February 2018. The Committee had made no comment about this application.

 

  1. ANY OTHER BUSINESS

 

3.1       Application No: 18/00504/ADE, Location: Dobbies Roundabout A696 County Boundary to Ponteland Road, Ponteland. Proposal: Advertisement consent for 4 hoarding signs (or 2 if more acceptable, north and south) on roundabout for Kirkharle Courtyard Kitchens

 

Information had been received from NCC that the application, which had been refused

the Secretary of State had recovered the appeal to determine it himself.

The Council was invited to make comments or modify/withdraw its previous response.

 

 

The Committee made the following objection:

The Planning Committee strongly object to this proposal on the grounds that this particular round about is notorious for accidents.

There is believed to be an adverse camber on the roundabout. It is the scene of frequent skidding and a number of serious road traffic accidents plus a number of minor accidents have been recorded on the roundabout and on the approach road. It is a notorious blackspot for accidents.

The committee consider that the proposed advertising would cause a high risk of distraction, and there is already existing road furniture in position in the form of chevron signs.

This roundabout has a rural aspect and is the Gateway to Northumberland on the A696

The committee feel It is inappropriate advertising in a rural area and might set a precedent within Ponteland for future advertisers.

The proposal is also contrary to the policy PNP7.

The Committee ask this proposal be refused.

The Planning Committee are to source further information and discuss this at the next meeting.
