MINUTES OF THE PLANNING COMMITTEE MEETING

18th April 2017

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       17/01004/FUL.7 Hill Park, Darras Hall, NE20 9RX Proposal: Proposed front extension and erection of boundary wall/gate

 

Comment:-

 

The Planning Committee feel that the brick wall with railings is a harsh feature in comparison with the open plan and green nature of the street and if this should go ahead the committee requests that the usual request of softening features are placed immediately in front of the wall.

 

1.2       Application No: 17/00666/OUT,  Plots 5 & 6 Land North of Dyke House, The Avenue, Medburn. Proposal: Outline application of 2 no 2.5 storey dwelling houses with garages(all matters reserved)

 

OBJECTION: –

 

Once again the proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 2 further dwellings and associated access in this location will have a detrimental impact on the agricultural/rural and largely undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 2 more dwellings in addition to the recently approved construction of at least 50 new dwellings will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.

 

 

1.3       Application No: 17/01089/FUL , Location: Kildale, Medburn, Newcastle upon Tyne NE20 0JE. Proposal: Proposal for the replacement of existing dwelling with two detached dwellings and associated garaging (renewal of consent 13/03840/FUL)

 

 

OBJECTION: –

2.1       DECISION 17/00569/FUL, 113 Edge Hill, Darras Hall, Ponteland, NE20 9JQ. Construction of front, rear and side extension.

 

Permission granted under delegated powers on 12th April 2017. The Committee had made no comment about this application.

 

2.2       DECISION 17/00231/FUL, 3 Wentworth Court, Darras hall, Ponteland, NE20 9PR. Demolition of existing bungalow and erection of new dormer.

 

Permission granted under delegated powers on 12th April 2017. The Committee had made a comment about this application.

 

 

2.3       DECISION 16/04702/REM, Land North of Harrison Hall, The Avenue, Medburn, Newcastle upon Tyne. reserved matters application relating to application 16/00841/OUT seeking approval of access, appearance of the buildings, landscaping of the site, layout and scale.

 

Permission granted under delegated powers on 6th April 2017. The Committee had made no comment about this application.

 

2.4       DECISION 17/00464/LBC, Benridge Hall, Ponteland, Newcastle upon Tyne NE20 0AF, Listed building consent for the installation of through floor lift (previous application 16/03845/LBC)

 

Permission granted under delegated powers on 4th April 2017. The Committee had made no comment about this application.

 

 

 

2.5       DECISION 16/04291/CCD, Darras Hall County First School, Broadway, Darras Hall, Ponteland, Newcastle upon Tyne, NE20 9PP, Demolition of existing school buildings and construction of a two storey new primary school with a floodlit 3G pitch, supporting accommodation and modular classroom

 

Permission granted under delegated powers on 29th March 2017. The Committee had made an objection about this application.

 

 

2.6       DECISION 17/00800/FUL, 4 Elmwood Drive, Ponteland, Newcastle upon Tyne NE20 9QQ. The addition of a single storey porch to the front of the property, a single storey extension to the rear of the property and a loft conversion with dormer to the rear

 

Permission granted under delegated powers on 13th April 2017. The Committee had made no comment about this application.

3.1       17/00684/FUL 11 DeynCourt Darras Hall, NE20 9RP.

 

The Town Council had been invited to speak at the Planning Committee Meeting on 25th April 2017 regarding the above application. The Town Council had made a comment about the proposal but Members decided not to speak at the meeting.

 

 

3.2       17/00785/FUL 88 Errington Road, Darras Hall, NE20 9LA

 

The Town Council had been invited to speak at the Planning Committee Meeting on 25th April 2017 regarding the above application. The Town Council had made no comment about the proposal but Members decided not to speak at the meeting.
