MINUTES OF THE PLANNING COMMITTEE MEETING
5th September 2017

Present: Councillor Mrs S Johnson (in the Chair), Mrs K Woodrow, Mr S Ahmed, and Councillor Mr Thomas Edwards-Clay

Apologies for absence were received from Councillors: Mrs C Caisley and Karen Overbury.

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 Application No : 17/02663/VARYCO, Location: Clickemin Farmhouse, Clickemin, Ponteland, Proposal: Variation in condition 2 (approved plans) pursuant to 15/3830/FUL in order to allow relocation of garage, change 3 car garage to 2 car garage and amendments to internal vehicular access.

Cllr S Johnson declared an interest in the above application and took no part in the discussions.

Objection: The Committee object to the proposal on the grounds that the proposed relocated garage exceeds the building line of the property. The Committee believe that the original proposal with the garage at the rear works well, and can see no reason for encroachment of building development in front of the building line; which will affect the open aspect of the street scene from the road. Furthermore, clarification is sought re the actual location of the proposed garage, as it appears that it butts up against the boundary line of the site, on site plan L(9) 36; whilst on site plan L(2) 45 the proposed garage appears set back from the site boundary line. In either case the Committee feel that development in front of the building line will affect the open aspect of the street scene from the road. Finally the Committee question the need for 3no access gates to 2no properties – there is some concern that the third access gate to the proposed garage will allow for future development of the site; namely conversion of the garage to a residential property. Should the proposal be granted, the Committee ask that Planning seek to apply a condition to prevent potential future conversion of this nature.

1.2 Application No : 17/02905/VARYCO, Location: 56 Errington Road, Darras Hall, Ponteland. NE20 9LA, Proposal: Variation of condition 3 (approved plans) from application 17/00021/FUL – to remove the skylight over the ground floor rear extension, install French Door and surround roof with higher block work to create barrier around new roof terrace.

Comment: The Committee are concerned with regard to issues of privacy and overlooking from the proposed roof terrace into the neighbouring property.

The Committee made no comments about the other 5 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 17/02118 /FUL, Darras Hall Primary School, Ponteland, NE20 9PP. Proposed modular classroom.

Permission granted under delegated powers on 23rd August 2017. The Committee had made no comment about this application.

2.2 DECISION: 17/2410/FUL, 52 Woodside, Ponteland, NE20 9JB. Proposed Retrospective permission to convert conservatory into garden room.

Permission granted under delegated powers on 22nd August 2017. The Committee had objected to this application.

2.3 DECISION: 17/02321/FUL, Plot 1 Harrison Hall The Avenue Medburn. Proposed construction of a new detached dwelling and detached garage

The above application had been referred to the Chair of Local Area Council. Permission was granted under delegated powers on 4 September 2017. The Committee had objected to this application.

2.4 DECISION: 17/02425/FUL, Land South East Coldcoats Ponteland. Proposed demolition of agricultural building and erection of new dwelling.

The above application had been referred to the Chair of Local Area Council. Permission was granted under delegated powers on 4 September 2017. The Committee had objected to this application.

2.5 DECISION: 17/02612/VARYCO, Land North East of Green Rigg Medburn. Variations of conditions 2 (approved plans) and 18 (Flood risk) pursuant to planning permission 16/00860/FUL in order to allow a revision of house types and submit new plans.

The above application had been referred to the Chair of Local Area Council. Permission was granted under delegated powers on 4 September 2017. The Committee had objected to this application.

3. ANY OTHER BUSINESS

3.1 17/01149/FUL: Proposed detailed planning application for 62 dwellings including associated access, infrastructure and open space (amended plans and documents)

The Town Council had been invited to speak at the Castle Morpeth Local Area Council Meeting on 11 September 2017 at 4.00pm regarding the above application.
The Town Council had made an objection about the proposal and Councillor Mrs Johnson agreed to speak at the meeting.
NCC planners were recommending approval subject to 35no various conditions and a S106 agreement with regard to a contribution towards affordable housing and education provision.

3.2 17/02480/FUL: 9 Paddock Hill, Eland Haugh, Ponteland. Extend existing side fence

The Council was asked to reconsider its previous objection to the above application which sought to impose a formal condition to install soft landscaping in front of the proposed fencing. Members were advised that as this is the third property that has made a similar request; and neither of the two preceding applications had been imposed to install soft landscaping, a precedent had already been set; therefore there are no grounds on which to refuse this application.

RESOLVED- The Planning Committee agreed to make the following comment:

Comment: This is the third property in this location to request boundary fencing, which suggests a precedent has already been set within this area. Whilst the committee would prefer to discourage any further fencing, should this be approved, we urge that hedging is planted in front of any future fencing erected to soften the street scene.
