MINUTES OF THE PLANNING COMMITTEE MEETING
3rd October 2017

Present: Councillor Mrs S Johnson (in the Chair), Mrs K Woodrow, Mr S Ahmed and Councillor Mrs K Overbury.

Apologies for absence were received from Councillors: Mrs C Caisley and T Edwards-Clay

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 17/03301/LBC: Higham Dykes Hall, Higham Dykes, Milbourne, NE20 0DH – Listed Building Consent – construction of rear porch and electricity cabinet on site of demolished stairwell; excavation and tanking of basement to provide dry storage area

COMMENT: Given the depth of knowledge required to correctly appraise an LBC application, the Committee agree to accept and accord with the decision of the Proper Conservation Offices regarding LBC applications.

1.2 17/03347/FUL: 1 Pembroke Drive, Darras Hall, Ponteland, NE20 9HS – Proposed new dwelling to be built on site of previous bungalow (retrospective part demolished shed to slab/basement)

OBJECTION: The Committee believe that under Policy PNP 2: High Quality and Inclusive Design, the design and materials of the proposed property are incongruous and out of keeping with the street scene.

1.3 17/03011/VARYCO: 33 West Road, Ponteland, NE20 9SX – Variation of condition 2 (approved plans) pursuant to planning permission 15/02481/FUL in order add 2 dormers to the south elevation & extend 1st floor by 1 metre to the west elevation.

Cllr S Johnson declared an interest in the above application and took no part in the discussions.

COMMENT: The Committee note the variation to install 3 x’s dormer windows in the place of 1 x’s Dormer and two Velux on the rear side elevation south. Whilst these are unlikely to be seen from the front of the property the Committee wish to stress again the importance of upholding condition 10. which reads, The building hereby permitted shall not at any time be occupied as a separate dwelling by persons unrelated to the occupiers of No.33 West Road, Ponteland, should be retained in perpetuity for the following reason:-
In the interests of amenity in accordance with Policy H15 of the Castle
Morpeth District Local Plan given that the proposed building has no dedicated,
private and enclosed external amenity space and has windows which overlook the concerned with regard to issues of privacy and overlooking from the proposed roof terrace into the neighbouring property.

1.4 17/03367/OUT: Plots 5 & 6 Land North of Dyke House, The Avenue, Medburn – Outline application of 2 no 2.5 storey dwelling houses with garages(all matters reserved) resubmission of withdrawn outline planning application 17/00666/OUT

OBJECTION: The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 2 dwellings with the creation of a new access on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted. The construction in this location will have a detrimental impact on the agricultural/rural and largely undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 2 more dwellings in addition to the recently approved construction of at least 50 new dwellings will have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.

1.5 17/03379/FUL: Land North West of 8 West Road, West Road, Ponteland, Northumberland – Demolition of existing single detached garage and erection of proposed 1.5 storey dwelling

OBJECTION: The Committee believe that the proposal falls within the designated Conservation Area, and as such any development is under closer scrutiny to be sympathetic to and complementary to its surroundings. See Policy PNP 2: High Quality and Inclusive Design.
The materials proposed are a bold departure from the brickwork employed around, and whilst the structure itself is at the rear of 8 West Road, it is likely to be visible from the front. The Committee therefore object to the proposal on the grounds that the design and materials of the proposed property are incongruous and out of keeping with the street scene in the Conservation Area.

The Committee made no comments about the other 6 applications considered.

Agenda Application Correspondence

A copy of a letter had been received from Mr and Mrs Farquhar objecting to application 17/03347/FUL: 1 Pembroke Drive, Darras Hall, Ponteland, NE20 9HS – Proposed new dwelling to be built on site of previous bungalow (retrospective part demolished shed to slab/basement)

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 17/02558/FUL, Auberne, Callerton lane, Ponteland, NE20 9EG Proposed Demolition of the existing 1 1/2 storey dormer dwelling house. The erection of a new 3 storey dwelling house with integrated garage and associated parking.

Permission granted under delegated powers on 28 September 2017. The Committee had commented upon this application.

2.2 DECISION: 17/02281/FUL, Dobbies Garden Craft Centre, Street Houses, Ponteland NE20 9BT. Proposed external polytunnel

Permission granted under delegated powers on 28 September 2017. The Committee had made no comment about this application.

2.3 DECISION: 17/02576/FUL, Land North of Educational Workshop Building Kirkley Hall Kirkley Hall Drive NE20 0AQ. The proposed Development is a timber cabin that will be wet weather shelter and exhibition centre for Northumberland College Kirkley Hall outdoor activity centre. The cabin will be used for both study and as a tourist attraction open to the public.

Permission granted under delegated powers on 27 September 2017. The Committee had made no comment about this application.

2.4 DECISION: 17/02745/ADE, 15-21 Broadway, Darras Hall, Ponteland, NE20 9PW. Proposed Advertisement consent: Installation of 1 facia sign, 1 hanging sign and 3 other signs

Permission granted under delegated powers on 27 September 2017. The Committee had made no comment about this application.

2.5 DECISION: 17/02601/FUL, Plot 4 Land North of Dyke House, The Avenue, Medburn. Proposed Construction of a new residential dwelling and associated landscaping to Plot 4 of land behind Dyke House.

Permission granted under delegated powers on 18 September 2017. The Committee had objected to this application.

2.6 DECISION: 17/02602/ADE, Branches, 1-3 Brewery Lane, Ponteland, NE20 9NZ. Proposed Projecting Sign with two strip lights

Permission granted under delegated powers on 18 September 2017. The Committee had made a comment about this application.

2.7 DECISION: 17/02795/FELTPO, 2 Woodvale Darras Hall Ponteland, NE20 9JR. Tree Preservation Order: Trim branches of 2no Ash trees by approximately 10-15%and fell 1no Ash Tree

Permission granted under delegated powers on 18 September 2017. The Committee had made no comment about this application.

2.8 DECISION: 17/02904/VARYCO, Land North East of the Old Byre, North Road, Ponteland NE20. Variation of condition no.2 pursuant to planning permission (16/02569/FUL) in order to allow the permission of the house to be amended.

Permission granted under delegated powers on 19 September 2017. The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 The Town Council had been invited to attend a site visit on Friday 6 October at 1pm re Land to the east of The Nursery, Medburn. Councillors Mrs S Johnson and C Caisley were registered to attend.

3.2 The Town Council had been invited to speak at the Local Area Council – Castle Morpeth (Planning only) Council on Monday 9th October 2017 at 4pm regarding applications 17/01149/FUL Field East of The Nursery Medburn Northumberland and 17/02770/OUT Harrison Hall The Avenue Medburn Newcastle upon Tyne NE20 0JD .
The Town Council had objected to both proposals; Councillor Mrs S Johnson agreed to attend and speak and advised that she was scheduled to attend a meeting which was to follow the Local Area Council meeting.

3.3 Information had been received from NCC that application 16/01647/OUT – Land North of Plot 5 Prospect Farm The Avenue Medburn Northumberland. Proposed 4no detached dwellings, which had been refused planning permission, was to go to appeal, to be decided on the basis of written representations.
All representations made to NCC had been forwarded to the Planning Inspectorate and the appellant. The Committee were advised that if the Town Council wish to withdraw any comments they must make the request to the Planning Inspectorate within 4 weeks of the commencement of the appeal.

RESOLVED – The Committee’s response to remain unchanged and go forward with NCC’s submission.
