MINUTES OF THE PLANNING COMMITTEE MEETING

27th November 2018

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

  • Application No: 18/03612/FUL, Location: Land South of Abbotswood, Ponteland, Northumberland, Proposal: Proposed change of use of agricultural land to equestrian use with new equine stable block and grazing.

Objection: Objection: The Planning Committee object to this proposal as it is contrary to the Castle Morpeth District Plan C17 building on the Green Belt. The Committee also has considerable concerns about safety and the potential volume of traffic within a small rural environment and the impact this would have on neighbouring properties and road users. Planned business operating times have not been provided and from the nature of the proposed business, the Committee considers business hours will be long and the business operating seven days a week. Again, this would have a major effect on the neighbours. Light pollution is also a concern. Also, the fact that an archaeological site was discovered not far from this proposed development causes concern and the risk of flooding, The Planning Committee would like to see a flood risk assessment carried out as the Environment Agency Flood zone map ref NC07-136 from 2007 identified the area as a risk. The Planning Committee also feels that due to the scale and size of this development in such a small rural area all neighbours should be notified as the impact of a sizeable equestrian business would affect them all massively. The Committee would like to see this proposal refused.

1.2       Application No: 18/03957/FUL, Location: 2 Darras Road, Darras Hall, Ponteland NE20 9HA (former NATWEST Bank), Proposal: Conversion of building and change of use of ground floor from class A2 to class A3/A5 with addition of new extension to the rear of the property. Proposed residential apartment to the first floor/ second floor levels with designated parking.

Objection:

 

The Committee made no comments about the other 6 applications considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  18/03403/FUL, 8 Darras Road, Darras Hall, Ponteland, NE20. Proposed demolition of existing conservatory and erection of single storey extension to rear.

Permission granted under delegated powers on 20th Nov 2018. The Committee had made no comment about this application.

 

2.2       DECISION:  18/03315/FUL, 202 Wester Way, Darras Hall, Ponteland, NE20 9 NB. Proposed Minor revisions during construction to enhance the design. Additional window to North/ RH side Elevation. Additional Glazed lean-to North/RH. West rear elevation changes small hipped roof to additional gable. East front elevation small windows. The approved application showed a small circular viewing window. It is proposed to change this to a timber sash window.

Permission granted under delegated powers on 13th Nov 2018. The Committee had made no comment about this application.

 

2.3       DECISION:  18/03400/FUL, 9 Bell Villas, Ponteland, NE20 9BD. Proposed construction of frameless glass entrance lobby.

Permission granted under delegated powers on 23th Nov 2018. The Committee had made no comment about this application.

 

 

2.4       DECISION:  18/01796/FUL, Land North West of 8 West Road, Ponteland NE20. Proposed demolition of existing single detached garage and erection of proposed single storey split level dwelling.

Permission granted under delegated powers on 8th Nov 2018. The Committee had made a comment about this application.

3.1       17/03368/OUT Information had been received from NCC that the application, which had been refused planning permission, was to go to appeal, to be decided on the basis of

written representations.

 

3.2       18/02521/FUL 151 Runnymede Road. This application has been passed to delegated powers to decide. The Committee Objected to this application on 7th Aug 2018.

 

3.3       18/01822/FUL Middle Coldcoats Farm, Milbourne . This application has been passed to delegated powers to decide. The Committee Objected to this application on 12th June 2018.

 

3.4       1802406/OUT North East Haven Lodge, Medburn. This application has been passed to delegated powers to decide. The Committee Objected to this application on 4th September 2018.

 

3.5       18/01663/OUT, Land South East of Field House, Prestwick. This application has been passed to delegated powers to decide. The Committee Objected to this application on 20th June 2018.
