MINUTES OF THE PLANNING COMMITTEE MEETING
19th September 2017

Present: Councillor Mrs S Johnson (in the Chair), Mrs K Woodrow, Mr S Ahmed, Karen Overbury and Councillor Mr Thomas Edwards-Clay

Apologies for absence were received from Councillor Mrs C Caisley

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 Application No : 17/03011/VARYCO, Location: 33 West Road, Ponteland, NE20 9SX
Proposal: Variation of condition 2 (approved plans) pursuant to planning permission 15/02481/FUL in order add 2 dormers to the south elevation & extend 1st floor by 1 metre to the west elevation.

Cllr S Johnson declared an interest in the above application and took no part in the discussions.

Comment: The Committee respectfully ask, that given that the proposed detached garage, as described in application 15/02481/FUL is actually an ancillary residential dwelling, that condition 10. which reads, The building hereby permitted shall not at any time be occupied as a separate dwelling by persons unrelated to the occupiers of No.33 West Road, Ponteland, should be retained in perpetuity for the following reason:-
In the interests of amenity in accordance with Policy H15 of the Castle
Morpeth District Local Plan given that the proposed building has no dedicated,
private and enclosed external amenity space and has windows which overlook the concerned with regard to issues of privacy and overlooking from the proposed roof terrace into the neighbouring property.

The Committee made no comments about the other 6 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 17/02350 /FUL, 7 The Crofts, Ponteland, NE20 9AZ Proposed Conversion of the existing garage into bedroom accommodation. Construction of new bow window with gabled roof, construction of rear extension (s) to provide: 1. Additional dressing room, en-suite and utility accommodation to the bedroom conversion. 2. Englarged open plan kitchen, dining and living accommodation.

Permission granted under delegated powers on 1 September 2017. The Committee had made no comment about this application.

2.2 DECISION: 17/02531/FUL, 2 Burnlea, The Avenue, Medburn, NE20 0JD. Proposed Extend property by 1.5m along north side of property. Add dormer to existing front bedroom. Remove existing roof above garage and change profile to apex style from front to back above garage, kitchen and utility area, along with raising the walls above the same area. Remove flat roof on rear dormer and replace with tiled pitched roof. Add 4th bedroom.

Permission granted under delegated powers on 1 September 2017. The Committee had made no comment about this application.

2.3 DECISION: 17/ 02825/PRUTPO, 8 Darras Road Darras Hall Ponteland, NE20 9NX. Proposed Tree preservation order application to crown lift one Horse Chestnut to the height of the street lamp

Permission granted under delegated powers on 5 September 2017. The Committee had made no comment about this application.

2.4 DECISION: 17/02321/FUL, Plot 1 Harrison Hall, The Avenue, Medburn, Northumberland. Proposed construction of a new detached dwelling and detached garage

Permission granted under delegated powers on 5 September 2017. The Committee had objected to this application.

2.5 DECISION: 17/01472/COU, The Vergers Cottage, Main Street, Ponteland, Newcastle upon Tyne NE20 9NR. Proposed Change of use from office to cafe

NCC had advised that the application had been withdrawn on 6 September 2017. The Committee had made a comment about this application.

2.6 DECISION: 17/02095/VARYCO, 9 Bell Villas, Ponteland NE20 9BD. Proposed Variation of condition 6 (hours of opening) pursuant to planning permission 16/00968/VARYCO in order to remove the 12 month limit on extended hours

Permission granted under delegated powers on 2017. The Committee had made a comment about this application.

2.7 DECISION: 17/02284/FUL, Dobbies Garden Craft Centre, Street Houses, Ponteland NE20 9B. Proposed relocation of carwash

Permission granted under delegated powers on 11 September 2017. The Committee had made no comment about this application.

2.8 DECISION: 17/02526/FUL, 23 Darras Road, Ponteland, NE20 9PD. Poposed Kitchen and family room extension with enclosed balcony. New driveway and increased width of entrance gates

Permission granted under delegated powers on 12 September 2017. The Committee had made no comment about this application.

2.9 DECISION: 17/02425/FUL, Land South East Coldcoats Ponteland. Demolition of agricultural building and erection of new dwelling.

Permission granted under delegated powers on 13 September 2017. The Committee had objected about this application.
