Planning Committee Meeting Minutes 17th October 2017

A list of planning applications received since the previous Committee meeting had been circulated

1.1 Application No: 17/03563/FUL: Kirkley Mill Farm House, Kirkley Mill, Kirkley, Northumberland, NE20 0BQ – Construction of Agricultural shed

COMMENT: The Planning Committee have concerns that pedestrian safety may be compromised by the proposal, as the existing car parking appears to have been broken up to accommodate the proposed shed construction. Members are concerned that the primary users of the car parking are parents dropping children off at the nursery; and that they will now need to walk further through a potentially busy farm yard, to access the nursery. With a limited description, as to the use of the shed, the Committee concede that it may be to provide covered car parking for the nursey users, however it should be noted that the structure may cause problems with driver visibility when entering or exiting the one-way system.

1.2 Application No: 17/03532/FUL: Ecklindale, Smallburn, Newcastle upon Tyne Northumberland NE20 0AD – Proposal for the demolition of the existing house and portal frame storage shed and the construction of a new 2 storey house

OBJECTION: The committee wish to object to the application on the grounds that the construction of new buildings is inappropriate in Green Belt according to NPPF para 89. The Committee accept that there are some exceptions to this, under ‘very special circumstances’ but cannot discern any ‘very special circumstance’ that would make this proposal an exception to the policy. In addition, the design and materials of the proposed property are incongruous and wholly inappropriate in the Green Belt, and in complete contrast to the neighbouring properties under Policy PNP 2: High Quality and Inclusive Design. Finally, it appears that the footprint of the proposal is almost double that of the original residential property, because it has included the footprint of a disused outbuilding, although it is not clear whether this is permitted.
In spite of the above objections, should the proposal be permitted the Committee ask that a condition be applied to ensure the demolition of the current Edwardian Design property in order that the number of dwellings on Green Belt does not increase by stealth.

1.3 Application No: 17/03123/OUT Kirkley Sawmill, Kirkley, Newcastle upon Tyne NE20 0BD – Erection of up to 10 detached dwellings

OBJECTION: The Committee understand that sensitive re-development and economic invigoration of a disused and or obsolete brownfield site, within the Green Belt is appropriate and should be considered. However, in accordance with the NPPF, developments should be focused in areas with accessible local shops, jobs, education and public transport. i.e. sustainably located
Kirkley is a small settlement located within an open countryside location without any services; only a limited bus service and poor paths for cyclists and pedestrians. Such development in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan. In addition to this, the Committee note that the proposal is located in flood risk zone 3; careful assessment and consideration must be taken to ensure that new development does not adversely impact the flood levels for neighbouring properties. Please also note that the proposal is described as 10 detached dwelling however the plan suggests 1 detached, 1 terrace(3) and 3 (6)semi-detached properties. The Committee ask that it be noted that the proposal is located in flood zone

The Committee made no comments about the other 7 applications considered.


2.1 DECISION: 17/02480/FUL, 9 Paddock Hill, Eland Edge, Ponteland NE20 9XL.
Extend existing side fence.

Permission granted under delegated powers on 18 September 2017. The Committee had commented on this application.
2.2 DECISION: 17/01373/LBC, Smiths Cottage, Higham Dykes, Milbourne, NE20 0DH. Listed Building Consent: Replacement windows and doors.

Permission granted under delegated powers on 26 September 2017. The Committee had made no comment about this application

2.3 DECISION: 17/02698/FUL, Coach House, Callerton Hall Drive, High Callerton,
NE20 9TT. Proposed conservatory to the rear

Permission granted under delegated powers on 5 October 2017. The Committee had made no comment upon this application.

2.4 DECISION: 17/03454/NONMAT, Ponteland Library, Thornhill Road, Ponteland, NE20 9PZ. Non-material amendment to planning application 16/04427/FUL

Permission granted under delegated powers on 10 October 2017. The Committee had made no comment about this application.

2.5 DECISION: 17/02770/OUT, Harrison Hall, The Avenue, Medburn, Newcastle upon Tyne NE20 0JD. Outline planning permission (all Matters reserved) – proposed construction of a new dwelling

Permission granted under delegated powers on 11 October 2017. The Committee had objected to this application.

2.6 DECISION: 17/03296/FUL, 17 Meadowvale, Darras Hall, Ponteland, NE20 9NF. Proposed bedroom and bathroom extension to rear over existing single storey extension

Permission granted under delegated powers on 12 October 2017. The Committee had made no comment about this application.
