MINUTES OF THE PLANNING COMMITTEE MEETING

12th November 2019

Present:  Councillor Mrs S Johnson (in the Chair), Mr A Hall and Mrs K Overbury.

 

Apologies for absence were received from Councillors: Mrs K Woodrow, Mr S Ahmed and Mr T Edwards-Clay.

 

  1. PLANNING APPLICATIONS

 

A list of planning applications received since the previous Committee meeting had been circulated

 

1.1       Application No: 19/04043/FUL, Location: 2 West Thorn Farm, West Thorn, Kirkley NE20 0AG, Proposal: Proposed single storey extension to North facing elevation containing garden room and dining room, two storey extension to West facing elevation containing garage at ground floor and master bedroom above, provision of a new/altered access.

Objection: The Planning Committee believe this proposal would be contrary to the core planning principles within the National Planning Policy Framework Paragraph 145, sections (c) of Proposals affecting the Green Belt. Section (c) permits the extension or alteration of a building provided that it does not result in disproportionate additions over and above the size of the original building. The Committee feel that the plans for this extension and garage would create a much larger building in height and on a much larger footprint. They request that this application be refused.

The Committee made no comment about the other 1 application considered.

 

  1. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

 

2.1       DECISION:  19/03769/FUL, 12 Birney Edge, Ponteland, NE20 9JJ. Proposed dining room extension; garden room; rooms in roof space.

Permission granted under delegated powers on 30th Oct 2019. The Committee had made a comment about this application.

 

2.2       DECISION:  19/02295/FUL, Holly Lodge, The Avenue, Medburn Ponteland, NE20 0JD. Proposed Outline permission to replace existing dwelling with single dwelling house 1.5 storeys (some matters reserved including access, appearance, landscaping and scale)

Permission granted under delegated powers on 7th Nov 2019. The Committee had made a comment about this application.

 

2.3       DECISION:  19/03847/FUL, 130 Edge Hill, Darras Hall, Ponteland, NE20 9JL. Proposed loft conversion with raising of ridge to front of property. Alterations and extensions to existing front and rear dormers and open pergola to front.

Permission granted under delegated powers on 6th Nov 2019. The Committee had made no comment about this application.

 

2.4       DECISION:  19/03833/FUL, 20 Greenacres, Darras Hall, Ponteland, NE20 9RT. Proposed construction of single storey extension to existing garage and living room with internal alterations and porch extensions to replace existing.

Permission granted under delegated powers on 4th /Nov 2019. The Committee had made no comment about this application.

2.5       WITHDRAWN: 19/03632/VARYCO West Farm Cottage, West Farm Mews, Prestwick NE20 9TX.  Proposed variation of conditions 2 (materials) and 3 (plans) pursuant to planning permission 18/03148/FUL in order to allow change of material to render.

NCC had advised that the application had been withdrawn on 31st Oct 2019.

The Committee had made no comment about this application.

 

  1. ANY OTHER BUSINESS

 

3.1       19/03688/FUL Oak View, Pembroke Drive, Darras Hall, Ponteland NE20 9HS. Raising of ridge so as to provide additional habitable accommodation within the roof space, insertion of dormers within room space, rear extensions to provide family room and utility, and erection of entrance gates as amended by drawings received 13/9/19 and further amended by drawings received 18/10/19.

A letter has been received from NCC asking for the Committee to look at the amendments where the applicant has substantially reduced the ridge height.

The Planning Committee viewed the amendments and made a No Comment.

 

  1. PLANNING ENFORCEMENT PROGRESS

 

4.1       Bridgfords Estate Agents Illuminated signage was reported to Planning Enforcement on the 16th September 2019,1st October 2019, 10th October 2019, 22nd October 2019 and the 13th November 2019. No response. Cllr R Dodd to investigate.

 

4.2       Finnerans Electricians illuminated signage reported to Planning enforcement on 25th April 2019 and chased up on 23rd May 2019, 12th September 2019,1st October 2019,10th October 2019, 22nd October 2019 and the 13th November 2019. No response. Cllr R Dodd to investigate.
