MINUTES OF THE PLANNING COMMITTEE MEETING
11 FEBRUARY 2014

Present: Councillor Mrs E Thompson (in the Chair), Councillors P Cowey, Mrs L Noble and C Rawlings

Apologies for absence were received from Councillor Mrs S Johnson

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1 13/03134/FUL: Mill House, West Road, Ponteland NE20 9SG – Construction of 18 new dwellings and associated access, landscaping and engineering works – Amended Design Plan

OBJECTION: The Committee object on the same grounds as previously stated in connection with this proposal. (As previously discussed at the meeting on 28 January 2014)

Mrs A Prickett attended the meeting and stated her many objections to the application.
A copy email had been received from Ponteland Civic Society to NCC objecting to the application on various grounds
Objection items included: flooding, waste treatment, car parking provision, access problems, height, design and adverse wildlife implications.

1.2 14/00316/FUL: 16 Westsyde, Darras Hall, Ponteland NE20 9LS – Proposed extension to single garage to form double garage and new gate with piers

OBSERVATION: The side elevation of the proposed extension seems rather high so close to the boundary.

1.3 14/00336/FUL: Squirrel Haven, Medburn, Newcastle upon Tyne NE20 0JB – Proposed domestic alterations including: new 2m high boundary fence and entrance gates; proposed garden room to the rear and new porch to the front; minor material amendments to exterior

OBJECTION: The 2m high surrounding boundary fence would be obtrusive and out of character in this very rural setting and would compromise wildlife corridors. Also, we are concerned about the removal of many trees and request that the Tree and Woodland Officer assesses whether the trees should be protected or replaced.

The Committee made no comments about the other 4 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 13/02272/ADE: Boots The Chemist, 7 Broadway, Darras Hall, Ponteland NE20 9PW – Advertisement Consent – Installation of 1 part illuminated fascia sign
Permission granted under delegated powers on 19 September 2013.
The Committee had made no comment about this application.

2.2 DECISION 13/03419/FUL: 39 Runnymede Road, Darras Hall, Ponteland NE20 9HG – Replacement dwelling following demolition of bungalow.
Permission granted under delegated powers on 23 January 2014.
The Committee had made no comment about this application.

2.3 DECISION 13/03425/FELTPO: Edgehill House, 6 Hill Park, Darras Hall, Ponteland NE20 9RX – Tree Preservation Order: Fell 1no tree and replace with 1no cherry tree
Permission granted under delegated powers on 24 January 2014.
The Committee had made no comment about this application.

2.4 DECISION 13/03654/FUL: 112 Edge Hill, Darras Hall, Ponteland NE20 9JQ – Proposed family room extension
Permission granted under delegated powers on 27 January 2014.
The Committee had made no comment about this application.

2.5 DECISION 13/02874/FUL: 168 Eastern Way, Darras Hall, Ponteland NE20 9RH – Demolition of existing bungalow and construction of new house
Permission refused under delegated powers on 31 January 2014.
The Committee had made no comment about this application.

2.6 DECISION 13/03531/FUL: 84 Errington Road, Darras Hall, Ponteland NE20 9LA – Alterations and extension to include internal re-modelling, new facades, flat roof replacement to garage, removal of existing conservatory
Permission granted under delegated powers on 4 February 2014.
The Committee had made a comment querying if the proposal was to replace a pitched roof with a flat roof over the garage.

2.7 DECISION 13/03827/TREECA: Bellway Homes, Peel House, Main Street, Ponteland NE20 9NN – Trees in a Conservation Area: Crown thin 5no Beech Trees by 20% (T1-T5)
Permission granted under delegated powers on 24 January 2014.
The Committee had made no comment about this application.

2.8 DECISION 13/03440/FUL: Penny Hill Cottage, Ponteland NE20 0JA – Two story extension to join Pennyhill cottage to adjacent outbuilding (Pennyhill Laundry)
Information had been received from Northumberland County Council that the application had been withdrawn on 4 February 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Section 106 agreements and Community Infrastructure Levy (CIL)

Councillor Rawlings raised the question of the possible involvement of the Town Council in discussions about S106 agreements and CIL. Councillor Cowey advised that NCC had been asked to keep Ponteland Town Council informed of any such discussions concerning the Ponteland area.

3.2 Neighbourhood Planning

Councillor Rawlings provided numbers of houses/dwellings having or seeking planning permission amounting to over 400 (including Police HQ, Self Unlimited Care Village, Bell Villas, Auction Mart and Medburn), which have made a significant contribution towards the targets proposed in the NCC Core Strategy. Councillor Mrs Noble offered to supply further housing completion and planning permission data.
