MINUTES OF THE PLANNING COMMITTEE MEETING
9 FEBRUARY 2016

Apologies for absence were received from Councillors Mrs E Thompson and Mrs C Greenwell

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/00115/TREECA: Land at Darras Road, Ponteland NE20 9PD – Works to trees in a conservation area: Fell 3 sycamore, 1 willow, 1 apple and 1 ash

COMMENT: We request that the only trees removed are those that impact the structure of the bridge or are diseased or dead.

The Committee made no comments about the other 6 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/04239/FUL: 35 Whinfell Road, Darras Hall, Ponteland NE20 9EW – Proposed demolition of existing conservatory and construction of new single storey sunroom
Permission granted under delegated powers on 26 January 2016.
The Committee had made no comment about this application.

2.2 DECISION 15/03830/FUL: Clickemin Farmhouse, Clickemin, Ponteland NE20 9BQ – Two storey side and single storey rear extensions together with provision of new entrance gates/wall and erection of porch as amended by revised site layout plan received 18/01/16.
(Proposal amended from: Rear ground floor lean to pitched roof extension, side ground and first floor extension with new pitched roof creating a new gable & detached garage)
Permission granted under delegated powers on 26 January 2016.
The Committee had made an objection about the frontage wall; this had been removed to overcome the objection and the Committee’s response had been changed to ‘No Comment’. Additional amendments had been made to remove the area of agricultural land incorrectly shown as garden and to remove the garage and fencing shown for this area.

2.3 DECISION 15/04017/FUL: 28 Meadow Court, Darras Hall, Ponteland NE20 9RB – Proposed garage extension; new tiled roof to replace felted roof and internal alterations
Permission granted under delegated powers on 27 January 2016.
The Committee had made no comment about this application.

2.4 DECISION 15/04062/FUL: 10 Richmond Way, Darras Hall, Ponteland NE20 9HU – Two storey side extension, single storey rear with lean-to roof and new front porch
Permission granted under delegated powers on 28 January 2016.
The Committee had made no comment about this application.

2.5 DECISION 15/03698/FUL: 1-3 Brewery Lane, Ponteland NE20 9NZ – Installation of new frontage to restaurant
Permission granted under delegated powers on 4 February 2016.
The Committee had made an observation that they welcomed this tasteful improvement to the frontage of the building in the Conservation Area.

2.6 DECISION 15/04071/FUL: 10 Church Flatt, Eland Haugh, Ponteland NE20 9XQ – Proposed rear extension with conservatory & construction of new chimney. Re-location of existing garage & widening of driveway
Permission granted under delegated powers on 5 February 2016.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Enforcement queries from Mr David Butler, 8 Ladywell Way, Ponteland

Mr Butler had sent emails providing information contained in emails he had exchanged with NCC Enforcement in connection with:

• The Post Box Cafe, Main Street – bicycle racks, bench and advertising board on the pavement in the Conservation Area
• The Badger Inn – 2 A-boards on the pavement
• Poppy’s Coffee & Sandwich Shop, Merton Way – tables and chairs sited adjacent to the planted wall.

He had been advised that all had been referred to Highways.

3.2 15/02891/VARYCO: 9 Bell Villas, Ponteland NE20 9BD – Variation of condition 15 (landscaping) from application APP/P2935/A/12/2169537

The Town Council had been invited to speak at the Planning and Performance Committee Meeting – Council Chamber, County Hall, Morpeth at 2pm on 23 February 2016 regarding the above application.

The Town Council had made an objection to the proposal on many grounds.

3.3 Clickemin Farmhouse, Clickemin, Ponteland NE20 9BQ – Planning Applications: 15/03830/FUL and 15/04174/COU

Concern was expressed at the discrepancies, misinformation and confusion with these 2 planning applications for the same site.

3.4 Signage on frontage wall outside Higgins & Winters, Bell Villas, Ponteland

It was questioned whether planning permission was required or had been sought in connection with a sign placed on the frontage wall in the Conservation Area.

RESOLVED – Enforcement to be contacted to determine the situation.
