MINUTES OF THE PLANNING COMMITTEE MEETING 8 SEPTEMBER 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

The Committee made no comments about the 5 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/02133/FUL: 1 Pont Haugh, Eland Mews, Ponteland NE20 9XD – Convert existing garage to a kitchen area adding first floor (bedroom with en-suite). Existing garage will be removed in order to enhance its foundation
Permission granted under delegated powers on 24 August 2015.

2.2 DECISION 15/01919/FUL: 11 Ridgely Drive, Ponteland NE20 9BJ – Erection of decking to rear of property

2.3 DECISION 15/02522/VARYCO: 32 Darras Road, Darras Hall, Ponteland NE20 9PA – Variation of condition 2 (approved plans) relating to planning permission 14/01039/FUL (Replacement dwelling and detached garage and alterations to existing access)
Permission granted under delegated powers on 25 August 2015.

2.4 DECISION 15/02207/FUL: 1 West Thorn Farm, West Thorn, Kirkley NE20 0AG – Construction of single storey rear extension to form Garden Room
Permission refused under delegated powers on 25 August 2015.

2.5 DECISION 15/01474/FUL: Land West of Meadow Court House, Runnymede Road, Darras Hall, Ponteland – Erection of 1no. dwelling house. Associated access to serve Plot 1 as well as adjacent development area between Plot 1 and Meadow Court. Change of use of Paddock land to Garden for Meadow Court.
Permission granted under delegated powers on 27 August 2015.
The Committee had made a comment expressing concern that this proposal contravened the Section 106 Agreement relating to land at Meadow Court and Runnymede Road, Darras Hall, Ponteland’ (entered into on 25 February 2014)

2.6 DECISION 15/02487/FELTPO: Land South Of 14 Larchlea South, Darras Hall, Ponteland NE20 9LW – Tree preservation order application to fell one Corsican Pine
Permission granted under delegated powers on 27 August 2015.

2.7 DECISION 15/02141/PRUTPO: 3 The Nursery, Medburn NE20 0BN – Works to trees protected by TPO: Prune back branch cluster on 1no Ash, remove 1no dead Larch, crown raise & prune 1no Fir, crown raise & prune 3no Larch.

2.8 DECISION 15/02185/PRUTPO: 5 The Nursery, Medburn NE20 0BN – Works to trees protected by TPO: Deadwood and cutback (10%) to 6no scot pines.

3. ANY OTHER BUSINESS

3.1 Appeal APP/P2935/D/15/3132210 – NCC ref. 15/01304/FUL: 3 West Thorn Farm, West Thorn, Kirkley NE20 0AG – Proposed addition of dormer windows to enable first floor accommodation

Information had been received from NCC that the application, which had been refused planning permission (on 15 June 2015), was to go to appeal, to be decided on the basis of written representations.
The appeal is proceeding under the Householder Appeals Service, where there is no opportunity to submit comments, but all representations made to NCC have been forwarded to the Planning Inspectorate and the appellant. If the Town Council wish to withdraw any comments they must make the request to the Planning Inspectorate.
The Committee had made no comment about this application.

3.2 11/02297/FUL: 9 Bell Villas, Ponteland NE20 9BD – Re submission of CM20100640 – Change of use from retail (A1) to bar/bistro (A3/A4)

Further information had been received from Development Compliance that the case officer (presumably Ian Birkett) has advised the applicant that he will be required to submit a variation of condition attached to planning approval 11/02297/FUL in an attempt to regularise the development. Once received and deemed valid, NCC should send out the application for consultation and comment.
Consequently, enforcement is being held in abeyance until this variation of condition application has been determined.
