MINUTES OF THE PLANNING COMMITTEE MEETING 8 MARCH 2016

Apologies for absence were received from Councillors A Varley and Mrs C Greenwell

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/00419/ADE: Land at South End of Western Way, Darras Hall, Ponteland – Retrospective: Display of non-illuminated sign on post

COMMENT: We have been led to believe that there is some uncertainty as to the ownership of this land.

The Committee made no comments about the other 4 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 16/00019/FUL: 83 Runnymede Road, Darras Hall, Ponteland NE20 9HH – Erection of a two storey four bedroom dwelling and garage, residential garden and means of enclosure
Permission granted under delegated powers on 23 February 2016.
The Committee had made no comment about this application.

2.2 DECISION 16/00115/TREECA: Land at Darras Road, Ponteland NE20 9PD – Works to trees in a conservation area: Fell 3 sycamore, 1 willow, 1 apple and 1 ash
Permission granted under delegated powers on 23 February 2016.
The Committee had made a comment requesting that the only trees removed are those that impact the structure of the bridge or are diseased or dead.

2.3 DECISION 15/02891/VARYCO: 9 Bell Villas, Ponteland NE20 9BD – Variation of condition 15 (landscaping) from application APP/P2935/A/12/2169537
Permission granted by the Planning and Performance Committee on 26 February 2016.
The Committee had made an objection on many and various grounds.

2.4 DECISION 16/00025/FUL: 12 The Rise, Darras Hall, Ponteland NE20 9LH – Single storey extension to rear and new entrance pillars and gates.
Permission granted under delegated powers on 1 March 2016.
The Committee had made no comment about this application.

2.5 DECISION 16/00040/FUL: 33 Bell Villas, Ponteland NE20 9BD – Changes of use from 1no dwelling to offices
Permission granted under delegated powers on 1 March 2016.
The Committee had made no comment about this application.

2.6 DECISION 15/03808/COU: 3 Main Street, Ponteland NE20 9NH – Resubmission: Change of use from first floor retail unit to office accommodation and first floor office extension
Permission granted under delegated powers on 3 March 2016.
The Committee had made no comment about this application.

2.7 WITHDRAWN 16/00028/FELTPO: Land South West of Bridge, Darras Road, Darras Hall, Ponteland – Works to trees protected by a TPO – 1No. holly bush to be reduced in height, removal of 1No. alder sapling and fell 1No. diseased tree

NCC had advised that the application had been withdrawn on 3 March 2016.
The Committee had made no comment about this application.

2.8 APPEAL DECISION: APP/P2935/D/15/3132210 – NCC ref. 15/01304/FUL: 3 West Thorn Farm, West Thorn, Kirkley NE20 0AG – Proposed addition of dormer windows to enable first floor accommodation

Appeal allowed on 22 October 2015 (planning permission refused on 12 June 2015).
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 15/04174/COU: Clickemin Farmhouse, Clickemin, Ponteland NE20 9BQ – Change of use of land from agricultural land to residential garden

The Town Council had been invited to speak at the Planning and Rights of Way Committee meeting on 8 March 2016 at County Hall, Morpeth, regarding the above application.

The Town Council had made an objection about the proposal but no Members were available to speak at the meeting.
NCC planners were recommending approval

3.2 NCC Planning and Performance Committee Meeting 23 February 2016 – 15/02891/VARYCO: 9 Bell Villas, Ponteland NE20 9BD – Variation of condition 15 (landscaping) from application APP/P2935/A/12/2169537

Many copy emails had been received from various residents expressing dissatisfaction with how the application was dealt with, both in terms of presentation and the procedure at the meeting.
Also, proposals had been made to send a letter of complaint to Mr Steven Mason (NCC Chief Executive) and possibly the Ombudsman.
