MINUTES OF THE PLANNING COMMITTEE MEETING:
8 April 2014

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1 14/00954/FUL: Plot 3 Prospect Farm, The Avenue, Medburn, Northumberland – Proposed dwelling

COMMENT: We are concerned about overlooking issues from the 2nd floor

The Committee made no comments about the other 11 applications considered.

14/00792/FUL: 86 Eastern Way, Darras Hall, Ponteland NE20 9RE – Rear and first floor extension of existing 3 bed semi-detached bungalow.

A letter had been received from Mr A Vine, 78 Eastern Way, objecting to the application, particularly in connection with the overbearing size, proportions and adverse street scene.
RESOLVED – An acknowledgement letter to be sent giving details of the Committee’s response and suggesting that Mr Vine writes to NCC Planning.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/00308/VARYCO: Garden Cottage, Callerton Lane, Ponteland
NE20 9EG – Variation of condition 11 of application 95/D/318 – Erection of detached bungalow and detached garage in garden area to rear of Mayfair House, Callerton Lane, Ponteland Condition 11 – the coniferous hedge along the east boundary shall be maintained in perpetuity at between 3.4 and 3.75 metres in height, including new planting which is introduced.
Permission granted under delegated powers on 26 March 2014.
The Committee had made no comment about this application.

2.2 DECISION 14/00318/FUL: 1 The Green, Ponteland NE20 9UX – Proposed garage and driveway
Permission refused under delegated powers on 4 April 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/00321/VARYCO: West Thorn Farm, Kirkley, Ponteland NE20 0AG – Variation of condition 6 relating to planning permission CM/20100399 (Demolish open farm buildings, demolish farmhouse, convert redundant farm buildings to five dwelling houses and construct dwelling house)
Permission granted under delegated powers on 4 April 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Capacity issues within the Planning and Enforcement team

Information had been received from Julie Seaton, NCC Rural Development Manager, that some members of staff were off sick and as a result the team who investigate breaches of planning control has been reduced by 50%. Consequently, response times for investigating these breaches may take slightly longer but NCC would ensure that any breaches where there is an immediate danger to a member of the public or unauthorised works to a listed building are investigated within 1 working day of the complaint being received. NCC is also looking at providing some short term immediate cover in the team.

3.2 Training Session – the Basics of Planning

Frances Wilkinson, NCC Strategic and Urban Development Manager, had confirmed that NCC would be holding a number of evening training sessions for Parish and Town Councils providing a basic introduction to the planning system.
Subjects to be covered include: the purposes of planning; information on planning policy and development management and how they are delivered in Northumberland, an explanation of the different types of planning application, the processes involved in making decisions on applications and the role of parish and town councils.
