A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/00803/FUL: Land on The Orchards, Callerton Lane, Ponteland NE20 9EG – Proposed residential development of 20 no apartments

OBJECTION: Whilst we are not against the principal of housing/apartments on this site we do have serious concerns about this application:
• The site has a history of extensive flooding and the development may adversely affect drainage.
• The proposed orientation would present an overwhelming frontage (to Callerton Lane and the River Pont) in a visually prominent position in the centre of the Conservation Area. If the building was rotated 180 degrees (with suitable adjustment of internal layouts) it would blend in better with its surroundings and be more sympathetic to this environmentally sensitive location next to wildlife and landscape corridors.
• The height of the building would be excessive and overbearing, having an adverse effect on the surroundings.
• The flat roof is incongruous in the Conservation Area; a sloping roof could incorporate the top floor and would make the building less imposing and be more in character.
• The cedar finish is inappropriate and undesirable as it would be out of character in the Conservation Area.
• There are concerns about the feasibility of widening and strengthening the access, particularly given the location of the pumping station.

A copy email had been received from Ponteland Civic Society to NCC objecting to the application on various grounds, particularly given its location in the Conservation Area, including: height, mass, flat roof, design features, orientation, access.

1.2 15/00832/ADE: 9 Bell Villas, Ponteland, Newcastle upon Tyne NE20 9BD – Advertisement consent for one hanging sign, two awnings and one hand painted sign

COMMENT: Whilst advertising in connection with a business is acceptable, in this location it needs be in keeping with the Conservation Area. We are confused about some of the information provided with this application for ‘advertisement consent’: the outside terrace and seating, external planting, new entrance and changed internal layout (including the proposed side extension). Surely these changes should be the subject of another application as we are not aware that they are part of the current planning permission and we have concerns about noise issues for neighbouring residential properties.

The Committee made no comments about the other 4 applications considered.

15/00917/FUL: Deli at Darras, 13 Broadway, Darras Hall, Ponteland NE20 9PW – Change of use from former cafe/deli to pizza cafe providing pizza, salad, sandwiches and cakes with associated extraction/odour control system to rear.

2.1 DECISION 14/02982/FUL: 152 Western Way, Darras Hall, Ponteland NE20 9LY – Single storey extension to provide additional garage
Permission granted under delegated powers on 31 October 2014.
The Committee had made no comment about this application.

2.2 DECISION 14/03052/PRUTPO: Callerton Hall, High Callerton, Ponteland NE20 9TT – Application to tree protected by TPO to prune various species (Ash, sycamore, apple, elm, thorn, broadleaves) of trees to allow clearance of 1-2m for live overhead equipment.
Permission granted under delegated powers on 6 November 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/03869/FUL: 23 Whinfell Road, Darras Hall, Ponteland NE20 9EW – Proposed new 2 1/2 storey detached dwelling with detached double garage and garden room
Permission granted under delegated powers on 14 January 2015.
The Committee had made no comment about this application.

2.4 DECISION 14/03078/ADE: Self Unlimited Choice, 34 Merton Road, Ponteland
NE20 9PS – Free standing pavement sign
Permission granted under delegated powers on 12 February 2015.
The Committee had made a comment concerning possible problems for visually impaired users.
A condition had been attached that the display board was not to be sited or displayed so as to endanger persons using the highway.

2.5 DECISION 15/00182/FUL: Plot 2 Prospect Farm, The Avenue, Medburn – New residential dwelling at Plot 2 including change of use from meadow to garden.
Permission granted under delegated powers on 24 March 2015.
The Committee had made a comment concerning the balcony at first floor level causing overlooking issues to the sides, adversely affecting the privacy and amenity of neighbours.
A condition had been attached requiring a screen for the balcony.

2.6 DECISION 15/00214/FUL: 2 Pinegarth, Darras Hall, Ponteland NE20 9LF – Proposed removal of existing flat roof, single storey element to front and side; two storey front and side extension; internal and external alterations; amendments to front boundary
Permission granted under delegated powers on 23 March 2015.
The Committee had made a comment: The proposed frontage wall is out of character with the open plan street scene. Just vegetation would be preferable at the frontage, but if a wall is permitted we request that the vegetation be planted on the street side of the wall.
The application had been amended to remove the wall.

2.7 DECISION 15/00109/VARYCO: 12 Grenville Court, Darras Hall, Ponteland NE20 9HT – Variation of Condition 2 of planning application 14/00460/FUL: Alterations and extension to existing dwelling to create first floor and attic room
Permission granted under delegated powers on 23 March 2015.
The Committee had made no comment about this application.

2.8 DECISION 15/00537/PRUTPO: 12 Larchlea, Darras Hall, Ponteland NE20 9LG – Tree Preservation order application to pollard two willow trees
Permission granted under delegated powers on 30 March 2015.
The Committee had made no comment about this application.
