MINUTES OF THE PLANNING COMMITTEE MEETING 6 OCTOBER 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/03162/FUL: 12 Moor Lane, Darras Hall, Ponteland NE20 9AD – Proposed rebuilding of front porch and entrance, bedroom over garage and rear extension with balcony over

COMMENT: We are concerned about possible overlooking and privacy issues from the first floor windows on the south elevation and request that these have obscure glazing in perpetuity.

The Committee made no comments about the other 4 applications considered.

15/02976/ADE: Highway Verge Entrance of Junction to Street Houses (A696) Ponteland NE20 9BT – Advertisement Consent: Installation of 2no. non-illuminated signs advertising Goodfellows Estate Agency to be positioned above the existing ‘Penny Pieces’ signs with a gap of 6 cms

An email had been received from Mr D Butler expressing concern that the additional signs were an example of creeping problems and the appearance could become messy without careful control.

15/02891/VARYCO: 9 Bell Villas, Ponteland NE20 9BD – Variation of condition 15 (landscaping) from application APP/P2935/A/12/2169537

A copy email had been received from Ponteland Civic Society objecting to the above application: significant damage to the Conservation Area; reneged on removal of external seating and garden area; not complied with Condition 14 (no prior written permission for landscaping scheme); appears to be little or no recognition of the very significant slope at the front; decking goes up to the extreme front edge of the site and possibly just beyond onto the pavement; height and massing of the front wall are visually overbearing and out of character in the Conservation Area; poor quality materials and construction; access ramp does not comply with regulations.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/02525/FUL: 37 Linden Way, Darras Hall, Ponteland NE20 9DP – Demolition of existing single storey conservatory and construction of two storey side extension and construction of single storey extension to rear of existing garage with associated internal alterations.
Permission granted under delegated powers on 21 September 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/02840/FUL: 5 Pinegarth, Darras Hall, Ponteland NE20 9LF – Enlargement of existing driveway
Permission granted under delegated powers on 22 September 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/02540/FUL: 78 Woodside, Darras Hall, Ponteland NE20 9JB – Erection of single storey side and rear extensions, entrance gate and posts.
Permission granted under delegated powers on 23 September 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/02443/FUL: 56 Western Way, Darras Hall, Ponteland NE20 9AP – Erection of 2 & 1/2 storey extension to rear and detached timber double garage with loggia & hobby room.
Permission granted under delegated powers on 24 September 2015.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 DECISION 15/01474/FUL: Land West of Meadow Court House, Runnymede Road, Darras Hall, Ponteland

On 14 September 2015 a letter had been sent to Miss Joanne Wood, NCC Development Services, asking for clarification of comments made in her report for the above mentioned decision and about S106 agreements generally. Unfortunately, no acknowledgement or reply had been received.

RESOLVED – Another letter to be sent to Miss Wood requesting acknowledgement of receipt of this and the first letter and asking for a reply to the questions.

3.2 Fortress Computers, 2 West Road, Ponteland NE20 9SU – Unauthorised advertisement

Information had been received that an advertisement banner across the front of Fortress Computers was unauthorised as it does not have planning consent and the location is in the Conservation Area. An Enforcement case has been registered ref: 15/00752/ADVENF.

3.3 The Post Box Cafe

A copy email had been received from Mr D Butler to Hubert Lam (NCC Enforcement) advising that bicycle racks, a bench and an advertising board had been installed in the Conservation Area, outside the Post Box cafe, without permission. An Enforcement case has been registered ref: 15/00502/CONSRV.

3.4 Planning Protocols – Public Access

An email had been received from Bart Milburn (NCC Major Development and Delivery Manager) advising that the Planning Protocols came into effect from Monday 5 October 2015. Public access guidance for parish consultations was also provided.

RESOLVED – The new system to be compared to the existing process and its implications discussed at the next Committee meeting.
