MINUTES OF THE PLANNING COMMITTEE MEETING: 6 MAY 2014

Apologies for absence were received from Councillors Mrs E Thompson and Mrs L Noble

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1 14/00938/FUL: Primrose Lodge, Dissington Lane, Newcastle upon Tyne NE15 0AB
Proposal: Conversion of an Existing Garage to form New retirement Bungalow

OBJECTION: On the grounds that this proposal is contrary to the National Planning Policy Framework which states that the purpose of the Green Belt is to assist in safeguarding the countryside from encroachment.
There appears to be no ‘very special circumstances’ for the development and the building is not a redundant building requiring re-use. This proposal would in effect be a new dwelling in the Green Belt.

The Committee made no comments about the other 3 applications considered.

No Letters had been received commenting on/objecting to any of the applications discussed.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/00402/PRUTPO: Hill Park House, 1 Hill Park, Darras Hall, Ponteland NE20 9RX – Tree Preservation Order: Fell silver birch tree (T1), reduce sycamore by 25% (T2), thin sycamore by 15% (T3), thin and crown lift sycamore by 15% (T4), crown lift scots pine by 10% (T5), pollard sycamore (T6) and reduce silver birch by 25% (T7)
Permission partially granted under delegated powers on 16 April 2014.
Granted: work to trees T1, T5 and T7; Refused: work to trees T2, T3, T4 and T6

2.2 DECISION 14/00506/FUL: 43 Eastern Way, Darras Hall, Ponteland NE20 9RD – Proposed orangery extension
Permission granted under delegated powers on 15 April 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/00614/FUL: The Old Mill Kennels, The Old Mill, Kirkley Mill, Kirkley NE20 0BQ – Two storey extension to rear for kitchen/dining area with 2no bedrooms and bathroom over.
Permission granted under delegated powers on 17 April 2014.
The Committee had made a comment that the site is in the Green Belt and the proposal was for residential development and not related to the business.

2.4 DECISION 14/00561/FUL: 43 West Road, Ponteland NE20 9SX – Construction of a two storey side extension to form bedroom accommodation
Permission granted under delegated powers on 17 April 2014.
The Committee had made no comment about this application.

2.5 DECISION 14/00531/ADE: Land West Of 83 And 85 Rowan Drive, Rowan Drive, Ponteland – Advertisement consent for one temporary site signboard to be in place during construction
Permission granted under delegated powers on 17 April 2014.
The Committee had made no comment about this application.

2.6 DECISION 13/03840/FUL: Kildale, Medburn NE20 0JE – Replacement of existing dwelling with two detached dwellings and associated garaging (revised scheme pursuant to consents CM/20100246 and CM/20100652)
Permission granted under delegated powers on 22 April 2014.
The Committee had made a comment that the development of this site is confusing in terms of timescale; also, it was unclear whether the acreages complied with Policy MBH1 of the Castle Morpeth District Local Plan.

2.7 DECISION 14/00090/FUL: 31 Runnymede Road, Darras Hall, Ponteland NE20 9HG – Demolition of existing detached dwelling and construction of new detached dwelling
Permission granted under delegated powers on 22 April 2014.
The Committee had made no comment about this application.

2.8 DECISION 14/00457/FUL: 236 Western Way, Darras Hall, Ponteland NE20 9ND – Two-storey alteration to existing bungalow and associated landscaping including revised ground floor layout, sunroom and integral double garage and three bedrooms and family bathroom on the first floor
Permission granted under delegated powers on 22 April 2014.

Permission granted under delegated powers on 24 April 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Alleged untidy land at 19 Edge Hill, Darras Hall, Ponteland, Newcastle upon Tyne

The Clerk reported that she had received an update from the enforcement officer regarding the above issue which had been raised at a previous meeting.

RESOLVED – The information be passed to the complainant who had brought it to the attention of the Planning Committee.
