MINUTES OF THE PLANNING COMMITTEE MEETING 5 MAY 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/00831/FUL: 9 Bell Villas, Ponteland, Newcastle upon Tyne NE20 9BD – The vacant building is to be turned into a restaurant and bar. Construction of a single storey extension to house a kitchen, manager’s office and cellar/bottle store, second floor to be a continuation of the bar, new glazed lobby, external terrace partially covered by two awnings and enclosed by planters and new signage

COMMENT: We are concerned about various aspects:
• The modern design/frontage is not in keeping with the Conservation Area.
• There are on-going parking problems already in this vicinity, including the residential area to the rear, and this proposal will only worsen the situation.
• There will be an undesirable environmental impact in terms of smell/odours and noise. The amount of permanent outside seating seems excessive and will exacerbate these problems.

1.2 15/01243/FUL: 93 Middle Drive, Darras Hall, Ponteland NE20 9DW – Re-submission of planning approval 14/03322/FUL (Construction of a double garage – as amended 05/11/14)

COMMENT: We believe the proposal is excessive given that this is just a traditional garage.

The Committee made no comments about the other 8 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/00554/FUL: 36 Ridgely Drive, Ponteland NE20 9BL – Demolition of utility room, erection of kitchen extension to side and new pitched roof
Permission granted under delegated powers on 20 April 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/00615/FUL: 5 Wentworth Court, Darras Hall, Ponteland NE20 9PR – Proposed single storey extension to garage and single rear extension with rooflights
Permission granted under delegated powers on 21 April 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/00497/FUL: 81Kirkley Drive, Ponteland NE20 9QW – Demolition of existing conservatory and garage, erection of two storey side extension, single storey rear extension and new opening and pitched dormer roof to front
Permission granted under delegated powers on 21 April 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/00634/FUL: 246 Middle Drive, Darras Hall, Ponteland NE20 9LU – Proposed extension and new hipped roof to south elevation and construction of a garage to rear of existing building
Permission granted under delegated powers on 17 April 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/00509/FUL: 49 Edge Hill, Darras Hall, Ponteland NE20 9RR – Resubmission Proposed single storey extension to front and side
Permission granted under delegated powers on 17 April 2015.
The Committee had made a comment about the first floor bedroom windows on side elevations causing possible overlooking issues; however, the Planning officer decided there were no issues.

2.6 DECISION 15/00540/FUL: 29 Longmeadows, Darras Hall, Ponteland NE20 9DX – Proposed single storey extension to form porch, new boundary wall treatment with double gated entrance
Permission granted under delegated powers on 22 April 2015.
The Committee had made no comment about this application.

2.7 DECISION 15/00520/FUL: 2 Kingsway, Darras Hall, Ponteland NE20 9HF – Proposed family room extension, internal alterations, re-modelling of roof and new entrance wall and gates
Permission granted under delegated powers on 23 April 2015.
The Committee had made no comment about this application.

2.8 DECISION 15/00689/FUL: 9 Stonehaugh Way, Darras Hall, Ponteland NE20 9LX – Single storey extension to front, extension to first floor above garage, 2 storey extension to rear of garage & single storey extension to rear
Permission granted under delegated powers on 27 April 2015.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 APPEAL APP/P2935/W/15/3012241 for 15/00182/FUL: Plot 2 Prospect Farm,
The Avenue, Medburn – New residential dwelling at Plot 2 including change of use from meadow to garden.

Information had been received from Northumberland County Council that the application (which had been granted planning permission on 24 March 2015) was to go to appeal against the conditions imposed; to be decided on the basis of written representations.
The Council was invited to make comments or modify/withdraw its previous response.
The Committee had made the following comment: We are concerned that the balcony at first floor level will cause overlooking issues to the sides, adversely affecting the privacy and amenity of neighbours.
RESOLVED – The Committee’s response to remain unchanged and go forward with Northumberland County Council’s submission.

3.2 14/03757/FUL: 81 Dunsgreen, Ponteland NE20 9EJ – Proposed garage extension and two storey over existing garage planting new hedge and boundary fence

Mr Ridley (45 Dunsgreen) had sent a further email to Ponteland Town Council, including copies of emails from Melanie Thew (NCC) advising him of the situation as regards NCC being unable to take action in connection with his various comments.
He requested that Ponteland Town Council ask the owner of 81 Dunsgreen to stain the wooden planking adjacent to the pavement and sweep up the bark chipping littering the pavement, and also asked if the damaged public pavement could be made good.
He was advised that the information had been passed on to Ponteland Town Councillors for consideration of any possible future action.
