MINUTES OF THE PLANNING COMMITTEE MEETING 5 APRIL 2016

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/00776/FUL: Land North of 84-92 Runnymede Road, Darras Hall, Ponteland
NE20 9HH – Development of single dwelling with associated landscaping and vehicular and pedestrian access

COMMENT: The wildlife corridor (buffer zone alongside the River Pont) should at least taper, from east to west, from the 10m on the adjacent site to at least 4m; as required in the previous planning consent. The previous use of the site as a tip gives rise to significant issues of serious contamination (asbestos, etc.) and considering the potentially dangerous conditions we believe that more up-to-date reports and supporting documents would be appropriate; those supplied are from 2010.

1.2 16/00841/OUT: Land North of Harrison Hall, The Avenue, Medburn, Newcastle upon Tyne – Outline application for residential development of six detached dwellings with primary access off The Avenue with all matters reserved

OBJECTION:
• The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of these dwellings on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted.
• Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. Such development in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan.
• The development would also have an adverse impact on the C345 which is a narrow country lane and the only access road.

1.3 16/00860/FUL: Land North East of Green Rigg, Medburn, Northumberland – Demolition of existing bungalow and new build 50 no. 4, 5 and 6 bedroom detached houses with associated infrastructure and landscape works

OBJECTION:
• We are disappointed and perturbed that the housing numbers proposed in the previous outline permissions have been greatly increased; by 50%.
• The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 50 dwellings on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted.
• The construction of 50 dwellings in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan.
• The house style and road layout create a new estate format whose appearance is out of character with the rest of Medburn, which has an uneven pattern of residential development in the rural setting.
• The proposed house heights are in excess of previous applications and conditions.
• We are concerned about the lack of endings to many roads, which would seem to facilitate further development creeping into adjacent greenfield, rural/agricultural open areas.
• Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 50 more dwellings in addition to the recently approved construction of at least 23 new dwellings would have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.

Mr Edward Burton (Miller Homes) and Mr Woodruff attended the meeting in connection with the above application (16/00860/FUL).

The Committee made no comments about the other 5 applications considered.

Permission granted under delegated powers on 23 March 2016.
The Committee had made no comment about this application.

2.2 DECISION 16/00263/FELTPO: 10 Richmond Way, Darras Hall, Ponteland NE20 9HU – Works to trees protected by a TPO: Fell 1no Birch tree, 1no Larch tree, 1no Pine tree & 1no Beech tree
Permission granted under delegated powers on 29 March 2016.
The Committee had made no comment about this application.

2.3 DECISION 16/00264/FELTPO: 11 Richmond Way, Darras Hall, Ponteland NE20 9HU – Works to trees protected by a TPO: fell 1no Beech tree
Permission refused under delegated powers on 29 March 2016.
The Committee had made no comment about this application.

2.4 DECISION 16/00265/FUL: 11 Callerton Court, Darras Hall, Ponteland NE20 9EN – Proposed garage extension, new entrance hallway, family room with bedrooms over and new roof with roof lights
Permission granted under delegated powers on 29 March 2016.
The Committee had made no comment about this application.

2.5 DECISION 16/00276/FUL: 121 Darras Road, Darras Hall, Ponteland NE20 9PQ – First floor bedroom extension over existing garage and utility room
Permission granted under delegated powers on 29 March 2016.
The Committee had made no comment about this application.

2.6 DECISION 16/00345/FUL: 4 Simonside View, Ponteland NE20 9TF – Construction of proposed front porch, utility room and w.c.
Permission granted under delegated powers on 29 March 2016.
The Committee had made no comment about this application.

2.7 DECISION 16/00170/FUL: 37 Edge Hill, Darras Hall, Ponteland NE20 9RW – Proposed family room extension, bedroom extension, re-building of front porch, conservatory and new roof over existing garage
Permission granted under delegated powers on 31 March 2016.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Branches Restaurant, Brewery Lane, Ponteland

NCC Planning had been advised that the newly installed outside patio area was in the Conservation Area and did not seem to have planning permission. NCC advised that an enforcement case had been opened, reference 16/00230/CONSRV, and the matter would be investigated by Abbie Nendick.
