MINUTES OF THE PLANNING COMMITTEE MEETING
4 NOVEMBER 2014

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/03428/FUL: 46 Woodside, Darras Hall, Ponteland NE20 9JA – Demolition of existing house and construction of a new house

OBJECTION: We believe the extensive number and size of first floor windows to side elevations would result in overlooking and a loss of privacy for neighbours. This proposal would be an over development of the site, which would be overbearing for surrounding bungalows and incongruous in the street scene.

Copy letters had been received from Mr & Mrs Thompson (44 Woodside) and Mr Cater (50 Woodside) objecting on many grounds: size, height, design, overbearing, privacy and drainage.

1.2 14/03496/FUL: 43 Longmeadows, Darras Hall, Ponteland NE20 9DX – Proposed two storey kitchen and bedroom extension including Juliet balconies to first floor rear elevation and dormers to first floor front elevation, extension to existing garage with tiled roof over and construction of front entrance

COMMENT: We note that the first floor bedroom window on the West elevation was shown as non-obscure glazing which may cause overlooking and privacy issues for the neighbour.

The Committee made no comments about the other 5 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/02893/FUL: 166 Darras Road, Darras Hall, Ponteland NE20 9AF – Two storey extension to rear form kitchen/sun room with bedrooms/bathroom over and new dormer/porch extension to front
Permission granted under delegated powers on 22 October 2014.
The Committee had made no comment about this application.

2.2 DECISION 14/02700/FUL: 5 Hill Park, Darras Hall, Ponteland NE20 9RX – Residential adaptation and extension
Permission granted under delegated powers on 28 October 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/02713/FUL: 195 Darras Road, Darras Hall, Ponteland NE20 9AF – Demolition of existing dwelling and detached garage/workshops, to be replaced with proposed 3 storey dwelling and detached double garage. New private driveway, curved access wall to frontage and timber gates
Permission granted under delegated powers on 28 October 2014.
The Committee had made a comment about possible overlooking and privacy issues.

2.4 DECISION 14/02746/FUL: West Thorn Farm, Kirkley NE20 0AG – Demolition of farm buildings, replacement of farm house and stable block with two new dwellings
Permission granted under delegated powers on 28 October 2014.
The Committee had made no comment about this application.

2.5 DECISION 14/02936/ADE: AFI House, Street Houses, Ponteland NE20 9BT – Advertisement consent for two hoarding signs and two A board signs
Permission granted under delegated powers on 30 October 2014.
The Committee had made no comment about this application.

2.6 WITHDRAWN 14/02937/ADE: Dobbies Garden Craft Centre, Street Houses, Ponteland NE20 9BT – External free standing 6m gantry sign to entrance of site
Information had been received from Northumberland County Council that the application had been withdrawn on 21 October 2014.
The Committee had made an objection on many grounds.

2.7 WITHDRAWN 14/03017/COU: Meadowfield House, Meadowfield Industrial Estate, Ponteland NE20 9SD – Change of use of part of building from Light Industrial (Car repair Workshop and Offices) Class B1 to Micro-brewery with ancillary sales and tasting rooms – Use Class B2. Installation of external ventilation ducting in association with Micro-brewery.
Information had been received from Northumberland County Council that the application had been withdrawn on 22 October 2014.
The Committee had made a comment in connection with ventilation concerns.
