MINUTES OF THE PLANNING COMMITTEE MEETING 31 MAY 2016

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/00860/FUL: Land North East of Green Rigg, Medburn, Northumberland – Demolition of existing bungalow and new build 50 no. 4, 5 and 6 bedroom detached houses with associated infrastructure and landscape works (as amended by revised plans for layout including installation of 6 no. underground LPG tanks, siting of electricity substation and revisions to house types)

OBJECTION:
• We are very disappointed and perturbed that the housing numbers proposed in the previous outline permissions have been greatly increased; by 50%.
• The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill and is not within the curtilage of existing properties. The construction of 50 dwellings on agricultural land would constitute new housing development on greenfield land in a part of Medburn where only infill development on brownfield sites is permitted.
• The construction of 50 dwellings in this location would have a detrimental impact on the agricultural/rural and undeveloped character present in this part of the settlement, contrary to Policy H15 of the Castle Morpeth District Local Plan.
• The house style and road layout create a new estate format whose appearance is out of character with the rest of Medburn, which has an uneven pattern of residential development in the rural setting.
• The proposed house heights are in excess of previous applications and conditions.
• We are concerned about the lack of endings to many roads, which would seem to facilitate further development creeping into adjacent greenfield, rural/agricultural open areas.
• Medburn is a small settlement without any services, only a limited bus service and poor paths for cyclists and pedestrians. The construction of 50 more dwellings in addition to the recently approved construction of at least 23 new dwellings would have an overwhelming and adverse impact on this small settlement and the C345, which is a narrow country lane and the only access road.

1.2 16/01647/OUT: Land North of Plot 5, Prospect Farm, The Avenue, Medburn – Proposed 4 no. detached dwellings

OBJECTION: The proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill.

1.3 16/01660/FUL: 35 Pont View, Ponteland NE20 9UZ – Proposed rear & side extensions

COMMENT: There may be a lack of sufficient off-street parking facilities.

The Committee made no comments about the other 4 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/03217/FUL: 23 Moor Lane, Darras Hall, Ponteland NE20 9AD – Proposed construction of single storey lounge extension to side with decking area. (Amended description 12/10/15)
Permission granted under delegated powers on 2 November 2015.
The Committee had made an observation welcoming the removal of the garage extension on the side adjacent to 21 Moor Lane.

2.2 DECISION 16/00946/FUL: 27 Edge Hill, Darras Hall, Ponteland NE20 9RW – Proposed single storey and two storey extensions following expiry of previous consent 12/02222/FUL
Permission granted under delegated powers on 16 May 2016.
The Committee had made no comment about this application.

2.3 DECISION 16/01146/PRUTPO: 6 Woodvale, Darras Hall, Ponteland NE20 9JR – Works to trees protected by TPO: Crown reduce 1no beech tree and remove deadwood
Permission granted under delegated powers on 17 May 2016.
The Committee had made no comment about this application.

2.4 DECISION 16/00978/FUL: 30A West Road, Ponteland NE20 9SX – Proposed demolition of single storey garage; remodelling and extension of existing single storey property; proposed new access
Permission granted under delegated powers on 17 May 2016.
The Committee had made no comment about this application.

2.5 DECISION 16/00308/FUL: 5 Larchlea, Darras Hall, Ponteland NE20 9LG – Proposed new tiled roof to lounge and garage to replace felted roof and internal alterations with new doors and windows and extended driveway (To replace planning permission reference which has expired. Ref 12/00361/FUL and 14/03520/NONMAT)
Permission granted under delegated powers on 17 May 2016.
The Committee had made no comment about this application.

2.6 DECISION 16/00775/VARYCO: Land North of 84-92 Runnymede Road, Darras Hall, Ponteland NE20 9HH – Variation of condition 11 (approved plans) pursuant to planning application 12/02803/VARYCO in order to amend house type designs.
Permission granted under delegated powers on 5 May 2016.
The Committee had made no comment about this application.

2.7 DECISION 16/00931/FELTPO: Land South West of Bridge, Darras Road, Darras Hall Ponteland – Works to trees protected by a Tree Preservation Order: Tree 1(Holly) to be reduced in height, tree 2(Alder) to be removed, tree 3(Sycamore) to be removed.
Permission granted under delegated powers on 26 May 2016.
The Committee had made no comment about this application.

2.8 DECISION 16/00529/FUL: 1 and 2 Smithy Cottages, Milbourne, Northumberland NE20 0EE – Proposed demolition of 2 no. semi detached cottages and building of 2 no. detached houses
Permission granted under delegated powers on 26 May 2016.
The Committee had made no comment about this application.

2.9 DECISION 16/01000/FUL: Burnlea, The Avenue, Medburn, Northumberland NE20 0JD – Division of one dwelling with shared family accommodation to create two separate dwellings.
Permission granted under delegated powers on 26 May 2016.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 Premises Licence Application: Yolo, 9 Bell Villas, Ponteland, NE20 9BD – Variation premises licence – on Friday and Saturday nights extend licensable activities to 01.00 hours and opening hours to 01.30 hours.

The information previously supplied to the Committee was incorrect as the later opening times for Friday and Saturday had been omitted. A copy of the revised Licence and its conditions had been provided for reference and monitoring purposes.

3.2 Updating of Medburn map

Following discussion, it was agreed that Steven Hedley be approached with a view, dependent upon cost, to supply his latest version of the area of Medburn covered by the Castle Morpeth District Local Plan (initially at A3); this map to then be updated to show development and full planning permissions not shown on the map. Once produced the map can be updated (in pencil for outline permissions) to show further development and full planning permissions.

3.3 Derelict Properties

Councillor Alan Varley advised that at a recent Planning Training session he had been made aware that it was possible for action to be taken to address the problem of derelict properties.
It was agreed that this issue be brought to the attention of the full Town Council with a view to establishing what and when action could be taken, as there are some derelict properties in Ponteland.
