MINUTES OF THE PLANNING COMMITTEE MEETING 30 JUNE 2015

Apologies for absence were received from Councillors A Varley and Mrs C Greenwell

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/01806/FUL: West House, Dissington Lane, Ponteland NE15 0AE – Creation of access driveway to existing dwelling

COMMENT: The residential/suburban design of the entrance is out of character with this rural setting in the Green Belt.

1.2 Premises Licence Application: Yolo, 9 Bell Villas, Ponteland NE20 9BD – New Premises Licence

OBJECTION: on the following grounds:
• Noise from the disposal of waste, especially glass bottles, at night would cause a public nuisance
• Music played too loudly, especially when windows/doors are open, again particularly at night, would also cause a public nuisance
• Outside drinking and the noise generated by it, until late at night, can lead to crime and disorder, cause a public nuisance and endanger public safety
Information provided shows an outside seating area which does not have planning permission.

The Committee made no comments about the other 12 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/01304/FUL: 3 West Thorn Farm, West Thorn, Kirkley NE20 0AG – Proposed addition of dormer windows to enable first floor accommodation
Permission refused under delegated powers on 15 June 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/00557/OUT: Land North East of Green Rigg, Medburn – Outline application for the erection of 15 dwelling houses (all matters reserved)
Permission granted by the Strategic Planning Committee on 16 June 2015.
The Committee had made an objection on many grounds, including: contrary to the Castle Morpeth District Local Plan Policies MBH2 and H15; no services; poor access.

2.3 DECISION 15/01298/FUL: 24 The Crescent, Darras Hall, Ponteland NE20 9AL – Proposed extension to form garage with bedrooms over; rear sun room; front entrance porch
Permission granted under delegated powers on 16 June 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/01191/FUL: C A R E Community, North Road, Ponteland NE20 0BW – Erection of nine residential dwellings (Use Class C3) and associated landscaping, access and engineering works.
Permission granted under delegated powers on 18 June 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/00517/FUL: 94 Middle Drive, Darras Hall, Ponteland NE20 9DN – Raise roof height to create first floor
Permission granted under delegated powers on 18 June 2015.
The Committee had made no comment about this application.

2.6 DECISION 15/01497/VARYCO: 83 Runnymede Road, Darras Hall Ponteland NE20 9HH – Variation of condition 2 (approved plans – reduction in size of dwelling) from planning approval APP/P2935/A/13/2197069 (Appeal – Erection of two storey four bedroom dwelling house and garage, residential garden and means of enclosure).
Permission granted under delegated powers on 18 June 2015.
The Committee had made no comment about this application.

2.7 DECISION 15/01212/FUL: 9 Broadway, Darras Hall, Ponteland NE20 9PW – Change of use from A1 to A1/A3 Tea Parlour. Erection of small hanging sign. Proposed small outside seating area and improvements to existing disabled ramp.
Permission granted under delegated powers on 22 June 2015.
The Committee had made a comment that the location of the outside seating should not be such that it creates a hazard or obstruction for pedestrians.

2.8 DECISION 15/01450/FUL: 26 Crossfell, Darras Hall, Ponteland NE20 9EA – Flat roof over existing garage removed and replaced with a pitched roof to match the existing house. Rear conservatory removed and replaced with new garden room.
Permission granted under delegated powers on 24 June 2015.
The Committee had made no comment about this application.

2.9 DECISION 15/01050/LBC: Dissington Hall, Dissington Hall Drive, Dalton NE18 0AD – To attach a transmitter/receiver dish and connecting cable, to a chimney of the Main South block of Dissington Hall, at or just above roof apex height, to allow point-to-point transmission of broadband data signals to a building in Ponteland.
Permission granted under delegated powers on 24 June 2015.
The Committee had made no comment about this application.

2.10 WITHDRAWN 15/00831/FUL: 9 Bell Villas, Ponteland NE20 9BD – The vacant building is to be turned into a restaurant and bar. Construction of a single storey extension to house a kitchen, manager’s office and cellar/bottle store, second floor to be a continuation of the bar, new glazed lobby, external terrace partially covered by two awnings and enclosed by planters and new signage

Information had been received from Northumberland County Council that the application had been withdrawn on 12 June 2015.
The Committee had made a comment expressing concern over various aspects.

3. ANY OTHER BUSINESS

3.1 11/02297/FUL: 9 Bell Villas, Ponteland NE20 9BD – Re submission of CM20100640 – Change of use from retail (A1) to bar/bistro (A3/A4)

Miss Jennifer Hardy had advised that work had started on the premises and queried whether the relevant planning conditions had been discharged. Information had been obtained from Ian Birkett (Case Officer) that he was aware of the situation and was in discussion with Melanie Thew (Enforcement); they would be arranging a meeting with the developer in the near future.

3.2 Praedium Associates Ltd: Initial consultation for proposed upgrade to existing base station installation at Eland Hall Farm, Eland Lane, Ponteland, NE20 9TR

A discussion took place about the consultation information received from Praedium Associates Ltd in connection with the above proposal.

RESOLVED – Confirmation to be sought that the upgrade would not result in an increase in the overall height of the mast and the information then circulated to Town Councillors for any comments.
