MINUTES OF THE PLANNING COMMITTEE MEETING
29th November 2016

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 16/03977/LBC Higham Dykes Hall, Higham Dykes, Milbourne, NE20 0DH
– West Road Entrance (From A696) Proposed removal of existing gates and railings (Gates to be relocated at North Entrance). Proposed Re-Building of stone pillars and construction of new walls and pillars. Proposed new gates (Motorised). North Entrance Proposed removal of timber gates from West Road entrance. West Road Entrance: Proposed kerbing, re-surfacing and lighting. Courtyard: Proposed resurfacing and lighting.

COMMENT: * The Committee request that any lighting, be it low level or otherwise, be set to use on sensors; in order to preserve the rural feel of the location, and in consideration for their neighbours.

1.2 16/03960/FUL: 1 Pembroke Drive, Darras Hall, NE20 9HS – Construction of rear and side extension of existing bungalow and restructuring of roof to create 4 bedroom split level dwelling

COMMENT: The Committee believe along with some of the residents, that the design and materials of the proposed property is out of keeping with the street scene.

1.3 16/04085/FUL: Dissington Lane Farm Cottage, Ponteland, NE15 0AB – Change of use of agricultural land to outdoor touring caravan storage

OBJECTION: The Committee object on the grounds that the proposal is contra to Policy E13 of the Castle Morpeth District Local Plan which states that the storage of caravans will not be permitted in the Green Belt. The proposal is considered inappropriate development that would adversely affect the open aspect of the Green Belt.

1.4 16/04093/FUL: 26 High View Darras Hall, Ponteland NE20 9ET- Construction of single storey and two storey extensions (including provision of a balcony).

COMMENT: The Committee note that a previous application for a similar extension not including a balcony was refused on the grounds of scaling height and position. There appears to be no evident changes to this proposal and therefore we feel that the issues with scale height and position still apply. Furthermore, the addition of a balcony has the potential to further reduce privacy and thus amenity for neighbouring properties.

The Committee made no comments about the other 6 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION: 16/02645/FUL, 3 Pembroke Drive, Darras Hall, NE20 9HS, New gate and Piers

The Committee had made the following comment about this application:- The Committee notes that previous objections to intrusive gates and piers have been upheld from NCC and we hope NCC would consider this application in the same light and consider consistency.

2.2 DECISION: 16/03055/FUL The Dairy, High Callerton, NE20 9TT. Proposed stable, feed store and cart store.

The Committee had made the following comment about this application:- The Committee acknowledge that it is acceptable to erect agricultural buildings in the green belt however they request that it may be a condition of any approval of this application that the building remain an agricultural building in perpetuity. There is also a query as to the need for an additional access road into this tiny hamlet.

2.3 DECISION: 16/02988/FUL, Land North of Dyke House, The Avenue, Medburn, Construction of 2 new residential dwellings

The Committee had made the following comment about this application:- The proposed house heights for the proposed 2 new residential dwellings, are in excess of previous applications and conditions.

2.4 DECISION: 16/03135/ADE, 1-3 Brewery Lane, Ponteland, Newcastle upon Tyne NE20 9NZ. Retrospective advertisement consent for built up distressed copper lettering with internally illuminated LED modules also illuminated projection sign with steel bracket and timber panel with copper insert.

The Committee had made the following objection about this application:- OBJECTION: The Committee feel that the presence of illuminated signage in the conservation area is incongruous.

2.5 DECISION: 16/02346/FUL, 130 Darras Road, Darras Hall, NE20 9PG. Demolition of existing building and new 5 bed dormer bungalow.

The Committee had made the following comment about this application:- We note previous refusal and appeal dismissal. The committee queries as to whether this minimum change is acceptable?

2.6 DECISION: 16/03163/FUL, Yolo, 9 Bell Villas, Ponteland NE20 9BD. Proposed extension at ground first floor level of existing bar and restaurant Yolo, to include new intersecting roof gable and living wall facade to face proposed elevation.

The Committee had made the following objection about this application:- OBJECTION: As there is no designated car park, patrons either park indiscriminately around the area or are dropped off and collected by taxi; causing considerable disturbance not only in the near vicinity of the site but also in the surrounding residential neighbourhood.
Obstruction difficulties are also caused when deliveries are made. These activities, close to traffic lights, interrupt the free flow of traffic and are prejudicial to road safety. This will be exacerbated even further if the application to extend and to increase capacity is granted. Also, the previous planning application approval for refurbishment of the premises resulted in huge upheaval and traffic chaos on the A696.
This application is for major building work both internally and external, and the committee have serious concerns of the impact of such major development on the centre of Ponteland after the past experience of merely a refurbishment

2.7 DECISION: 16/02942/FUL 98 Western Way, Darras Hall, NE20 9LY. Proposal to therefore demolish the existing property and replace it with a new build 2 storey 5 bedroom family home, the new build will be primarily the same footprint as the existing bungalow, but with minor extensions to the South elevation (side) and West elevation (Rear)

Beech T37 – medium sized tree on boundary with neighbouring property. Raise crown to 4 metres to give good clearance above foot path, road and neighbours drive. Thin crown by 20% to allow more light into property.

3. ANY OTHER BUSINESS

3.2 16/01647/OUT Land North of Plot 5, Prospect Farm, The Avenue, Medburn – Proposed 4 no. detached dwellings

The Committee had objected to the above proposal on the grounds that the proposal is contrary to Policy MBH2 of the Castle Morpeth District Local Plan as the site is neither brownfield nor infill.
The application had previously been on the Chair Referral list (week commencing 20th June 2016) and it was advised by Officers that the application would likely be recommended for approval. The Chairs’ response was that the application could be determined under delegated powers. However, the planning officer has now changed their recommendation to a refusal on the following grounds:-

‘The site is also located within a part of Medburn which is identified by Local Plan Policy MBH2 which allows infill development on brownfield sites where certain criteria can be met. The application site is located to the north of The Avenue and north of the development of Plots 1-5 Prospect Farm. The application site is bound to the north and east by fields and to the west by the development of Hayworth Croft. The proposed development on the application site is not considered to constitute limited infilling and would thus not accord with the provisions of Policy MBH2 in this respect.’

3. ANY OTHER BUSINESS (contd)

The Chair of Strategic Planning Committee commented

‘Although the land is deemed suitable for development (according to guidance from recent planning inspector decisions) the number of houses proposed is excessive for the size of the plot, given the pattern of existing development. Support officer recommendation to refuse.
