MINUTES OF THE PLANNING COMMITTEE MEETING: 29 JULY 2014

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/01054/FUL: Eland House, Eland Lane, Ponteland NE20 9TR – Remove existing fence to front of property and erect brick piers and automatic wrought iron gates

OBJECTION: The proposal is inappropriate and out of keeping with its surroundings. It brings an incongruous residential aspect to a commercial property and we question the need for such an elaborate entrance along a narrow country lane.

1.2 14/02134/FUL: 86 Runnymede Road, Darras Hall, Ponteland NE20 9HH – Single storey rear extension with flat roof and terrace over

COMMENT: We are concerned that the first floor terrace will cause overlooking and privacy issues for neighbours.

1.3 14/02025/FUL: Callerton Hall Cottages, High Callerton, NE20 9TT – Proposed orangery to rear

OBJECTION: We are very concerned about the proposal given the site’s location in the Green Belt and Conservation Area. The proposal would be a disproportionate addition over and above the size of the original building and would therefore be inappropriate development within the Green Belt, contrary to the NPPF and Castle Morpeth District Local Plan. Also, we believe that the windows to the side elevations would cause privacy and overlooking issues, particularly as there is no physical boundary.

The Committee made no comments about the other 3 applications considered.

14/02198/FELTPO: 7 Edgewood, Darras Hall, Ponteland NE20 9RY – TPO application: To fell 1no. Larch and to crown thin 2no. Beech trees in rear garden by 20%

An email had been received from David Butler commenting that he hoped NCC would follow their own strategy and replace the larch tree being removed with 2 more suitable species.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 12/03601/FUL: Land Adjacent to Primrose Lodge, Dissington Lane, Ponteland – Change of use to residential (C3 Use) by way of demolition of existing storage building and erection of 1no. detached dwellinghouse (C3 Use)
Permission refused under delegated powers on 16 July 2014.
The Committee had made a comment stating concern about the height of the chimney and also asking if this was suitable development in the Green Belt.

2.2 DECISION 14/01106/CLEXIS: Penny Hill Cottage, Ponteland NE20 0JA – Certificate of lawfulness for an existing use of Pennyhill Cottage and adjacent outbuilding (Pennyhill laundry) as residential (C3), having been used as such for more than 4 years
Permission granted under delegated powers on 15 July 2014.
The Committee had made no comment about this application.
2.3 DECISION 14/01473/FUL: Keepers Cottage, High Callerton NE20 9TT – Proposed garage and study in place of existing outbuildings
Permission granted by the Area Planning Committee West on 17 July 2014.
The Committee had made an objection that, given the site’s location in the Green Belt and Conservation Area, the proposal would be a disproportionate addition and would therefore be inappropriate development within the Green Belt.

2.4 DECISION 14/01646/PRUTPO: 8 Darras Road, Darras Hall, Ponteland NE20 9NX – Tree Preservation Order: Fell sycamore tree
Permission granted under delegated powers on 17 July 2014.
The Committee had made no comment about this application.

2.5 DECISION 14/01648/FUL: Oak View, Kirkley NE20 0AG – Proposed ground floor extension to side elevation and new pitched roofs in place of existing felted roofs
Permission granted under delegated powers on 17 July 2014.
The Committee had made a comment asking if this was suitable development in the Green Belt.

2.6 DECISION 14/01701/FUL: The Beacon, West Thorn, Kirkley NE20 0AG – Construction of new detached triple garage
Permission granted under delegated powers on 18 July 2014.
The Committee had made a comment asking if this was suitable development in the Green Belt.

2.7 DECISION 14/01977/LBC: Geoff Steven & Sons, 25 Main Street, Ponteland NE20 9NH – Listed Building Consent: Construction of new shop front and installation of hanging sign
Permission granted under delegated powers on 18 July 2014.
The Committee had made no comment about this application.

2.8 DECISION 14/01712/FUL: 31 Runnymede Road, Darras Hall, Ponteland NE20 9HG – Proposed two storey extensions to front and rear of existing building and loft conversion
Permission granted under delegated powers on 21 July 2014.
The Committee had made no comment about this application.

2.9 DECISION 14/01721/FUL: 7 Moor Lane, Darras Hall, Ponteland NE20 9AD – Construction of extension to create first floor level of existing detached property
Permission granted under delegated powers on 24 July 2014.
The Committee had made no comment about this application.

2.10 DECISION 14/01535/FUL: School House, Higham Dykes, Milbourne NE20 0DH – Proposed orangery
Permission granted under delegated powers on 24 July 2014.
The Committee had made a comment that whilst the site was in the Green Belt they did not consider this an excessive addition.

2.11 DECISION 14/01743/PRUTPO: 3 Edge Hill, Darras Hall, Ponteland NE20 9RN – Tree Preservation Order: Reduce and reshape Scots Pine (T4) by 20%
Permission refused under delegated powers on 24 July 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 14/00792/FUL: 86 Eastern Way, Darras Hall, Ponteland NE20 9RE – Amended drawings – Rear and first floor extension of existing 3 bed semi-detached bungalow.

At their meeting on 16 July 2014, the Area Planning Committee West agreed to carry out a site visit at approximately 10.15am on Monday 4 August 2014. Members of the Town Council were welcome to attend, subject to site visit protocol.
Councillor Mrs L Noble advised that she would try to attend the site visit.

3.2 APPEAL: APP/P2935/14/2220012 – NCC Ref: 13/03134/FUL: Mill House, West Road, Ponteland NE20 9SG – Construction of 18 New dwellings and associated access, landscaping and engineering works

The Town Council’s objection submission was agreed and would be sent to the Planning Inspectorate.
