MINUTES OF THE PLANNING COMMITTEE MEETING 28 JULY 2015

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 15/02272/FUL: Medwyn/Westmacot, Street Houses, Ponteland NE20 9BT – Change of use from dwelling to bed and breakfast and construction of two storey reception / bedroom area extension.

COMMENT: The proposal would make the building look more imposing and, therefore, would be inappropriate in the Green Belt. Also, the loss of the garden to a highly visible car park would introduce an incongruous feature within the Green Belt.

The Committee made no comments about the other 7 applications considered.

Other Application Correspondence

New Premises Licence Application: Yolo, 9 Bell Villas, Ponteland NE20 9BD

An email had been received from Tasmin Hardy (Senior Licensing Officer), on behalf of David Grenfell who was on leave, replying to the Committee’s comments. She explained that the decisions of planning and licensing are not binding on the other as the criteria/considerations of the two regulatory functions are different. However, any decision of the licensing authority did not relieve the applicant of the need to apply for planning permission or comply with an existing planning permission. Also, where the conditions imposed are tighter in one regulatory regime the owner will need to comply with those. She confirmed that the applicant is aware of the planning conditions and the planning department is aware of the application.

Correspondence between Miss J Hardy and Melanie Thew (Enforcement ref: 15/00493/ENDEVT) advised that the developers had now, belatedly, applied to discharge the conditions attached to the planning permission and this had been confirmed by Ian Birkett (Case Officer):

15/02187/DISCON – 9 Bell Villas, Ponteland NE20 9BD – Discharge of conditions 1 (time) and 3 (bin store), 4 (shop front/fencing), 5 (materials), 6 (noise), 7 (opening times), 8 (noise), 9 (openings), 10 (extraction), 11 (waste), 12 (construction materials), 13 (trees), 14 (landscape) and 15 (landscaping) from application 11/02297/FUL (Change of use from retail (A1) to bar/bistro (A3/A4) including construction of replacement single storey side extension, installation of extraction units, provision of door to side and alterations to front of building).

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/01899/FUL: Land South West Of Middle Coldcoats, Milbourne – Construction of single storey stable building and horse exercise ménage
Permission granted under delegated powers on 13 July 2015.
The Committee had made no comment about this application.
2.2 DECISION 15/01700/OUT: Land at Hayworth Croft, The Avenue, Medburn (Land North of Delaware House) – Outline: Construction of 1no. detached dwelling with attached garage with all matters reserved except for access.
Permission granted under delegated powers on 15 July 2015.
The Committee had made a comment that the proposed size and height of the residence seemed excessive and out of scale with neighbouring properties, involve an extension of residential development into the surrounding fields and would not preserve the character of the surrounding area. Also, that the standard of the junction of The Avenue (a sub-standard roadway) with the C345 gave rise to safety concerns, exacerbated by a large increase in the volume of traffic generated by the ever increasing numbers of new dwellings on The Avenue.

2.3 DECISION 15/01633/FUL: Medburn Grange, The Avenue, Medburn NE20 0JD – Erection of a kitchen family room and associated works including internal remodelling to rear following the demolition of existing sun room
Permission granted under delegated powers on 13 July 2015.
The Committee had made no comment about this application.

2.4 DECISION 15/01713/FUL: 36 Oaklands, Darras Hall, Ponteland NE20 9PH – Proposed extension to form new garage with above bedroom, conversion of old garage to granny flat and extensions to front, side and rear of property.
Permission granted under delegated powers on 17 July 2015.
The Committee had made no comment about this application.

2.5 DECISION 15/01801/FUL: 85 Middle Drive, Darras Hall, Ponteland NE20 9DW – Proposed single storey rear extension, creation of double garage, first floor extension above garage and remodelling of elevations.
Permission granted under delegated powers on 17 July 2015.
The Committee had made no comment about this application.

2.6 DECISION 15/01806/FUL: West House, Dissington Lane, Ponteland NE15 0AE – Creation of access driveway to existing dwelling
Permission granted under delegated powers on 17 July 2015.
The Committee had made a comment that the residential/suburban design of the entrance was out of character with this rural setting in the Green Belt.

2.7 DECISION 15/01868/FUL: 118 Runnymede Road, Darras Hall, Ponteland NE20 9HL – Proposed glazed hallway below existing first floor canopy, alteration to side door position and flue for wood burning stove.
Permission granted under delegated powers on 21 July 2015.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 NCC Consultation on Draft Planning Protocols

NCC had provided documentation in connection with their consultation on three draft Planning Protocols: Major Developments, Pre-Application Process and Section 106 Planning Obligations.
In addition to comments on content, they also requested comments on the format and appearance of the Major Developments Protocol (which shows the possible final version of the three documents). Comments were to be received no later than Friday 22 August 2015.

The information had been circulated to all Town Councillors asking for their comments no later than Friday 7 August to enable a response to be decided at the Planning Committee meeting on 11 August 2015.
