MINUTES OF THE PLANNING COMMITTEE MEETING: 26 AUGUST 2014

Present: Councillor Mrs S Johnson (in the Chair), Councillors A Varley and C Rawlings (ex-officio)

Apologies for absence were received from Councillors Mrs E Thompson and Mrs L Noble

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

1.1 14/02423/FUL: 46 Woodside, Darras Hall, Ponteland NE20 9JA – Construction of a replacement dwelling

OBJECTION: We believe the extensive number and size of first floor windows to side elevations would result in overlooking and a loss of privacy for neighbours; particularly for those at No 44. Also, we note that this is an unusual design in a traditional street scene.

A copy letter had been received from Mr & Mrs Thompson, 44 Woodside, to NCC objecting to the proposal mainly on the grounds of size and design being out of keeping in the street scene and overlooking from the first floor windows causing privacy issues.

1.2 14/01599/FUL: Medwyn, Street Houses, Ponteland NE20 9BT – Demolition of 2 no semi-detached dwellings and construction of two storey, 14 bedroom hotel with ancillary car parking areas and access roads

OBJECTION: On various grounds:
• The site is in the Green Belt so this proposal would result in inappropriate development contrary to the NPPF and Castle Morpeth Local Plan Policies C17 and C1.
• The proposal fails to demonstrate very special circumstances for such new development in the Green Belt
• The existing properties have not been providing bed and breakfast services and, therefore, a Use Class C1 change has not taken place and Use Class C3 still applies. Consequently, this proposal would result in an unacceptable change of use.
• The design would result in an unbefitting feature highly visible from the roadside in a rural setting
• Facilities for refuse storage and collection are insufficient
• It will aggravate traffic problems at busy times
• Insufficient information has been supplied to fully assess the impact of the development in terms of increasing the flood risk and causing other drainage issues.
• The plans of the hotel make no mention of a kitchen

Information in connection with the application had been provided by Ponteland Civic Society.

The Committee made no comments about the other 7 applications considered.

14/01054/FUL: Eland House, Eland Lane, Ponteland NE20 9TR – Remove existing fence to front of property and erect brick piers and automatic wrought iron gates

An email had been received from Mr Neal Hill, Eland Close Cottage, advising that he and other residents and users of the lane had similar reservations about the development and thanking Ponteland Town Council for objecting to it.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 14/01785/VARYCO: Former Auction Mart, Meadowfield, Ponteland
NE20 9SD – Variation of condition 4 of planning permission 13/02782/VARYCO: Outline construction of residential care home for 73 residents, 2, 3 bedded bungalows, 4, 3 bedded town houses with associated car parking, service amenities and garden areas – amendments relate to elevations, level plans and site plan.
Permission granted under delegated powers on 11 August 2014.
The Committee had made no comment about this application.

2.2 DECISION 14/01931/ADE: The Smithyside, 7 Bell Villas, Ponteland, NE20 9BD – Advertisement consent for 1no. projecting banner.
Permission refused under delegated powers on 11 August 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/01659/FUL: Close Cottage, Prestwick NE20 9UA – Construction of single storey extensions to form living room, bedroom, study, sun lounge and kitchen
Permission granted under delegated powers on 12 August 2014.
COMMENT: The footprint of the existing building would be increased and we question if the extensions proposed are proportionate given the location in the Green Belt.

2.4 DECISION 14/01955/VARYCO: Land South East of Field House, Prestwick – Removal of condition 1 relating to planning permission CM/05/D/321 (Change of use of existing barn & byre to stabling, construction of office, welfare facility & storage to form livery stable)
Permission granted under delegated powers on 12 August 2014.
The Committee had made no comment about this application.

2.5 DECISION 14/01832/PRUTPO: 4 Runnymede Road, Darras Hall, Ponteland
NE20 9HE – Tree Preservation Order: Cut back overhanging branches to a height of around 20ft to T64 – T75 Sycamore trees
Permission granted under delegated powers on 13 August 2014.
The Committee had made no comment about this application.

2.6 DECISION 14/01974/FUL: 3 Sycamore Avenue, Darras Hall, Ponteland NE20 9DJ – Construction of rear garden room extension and side single storey extension to provide granny annexe.
Permission granted under delegated powers on 13 August 2014.
The Committee had made no comment about this application.

2.7 DECISION 14/02157/VARYCO: 160 Darras Road, Darras Hall, Ponteland NE20 9AF – Variation of condition 2 (approved plans) of application 12/02135/FUL
Permission granted under delegated powers on 18 August 2014.
The Committee had made no comment about this application.

2.8 DECISION 14/01528/LBC: Northumberland College, Kirkley Hall, Kirkley NE20 0AQ – Listed building consent for installation of 3 no. Enterprise units within the recessed area of the existing stable block north elevation. Demolition of the existing asbestos roof, supporting trusses and columns.
Permission granted under delegated powers on 19 August 2014.
The Committee had made no comment about this application.

3.1 Northumberland Strategic Housing Land Availability Assessment (SHLAA) –
Site assessment consultation

Information was provided in connection with the latest SHLAA consultation which will run from
20 August to 24 September 2014.

RESOLVED – The information to be referred to the next full Town Council meeting on Wednesday 10 September 2014.
