MINUTES OF THE PLANNING COMMITTEE MEETING:
25 MARCH 2014

Present: Councillor Mrs E Thompson (in the Chair), Councillors P Cowey, and C Rawlings

Apologies for absence were received from Councillors Mrs S Johnson and Mrs L Noble

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

1.1 14/00792/FUL: 86 Eastern Way, Darras Hall, Ponteland NE20 9RE – Rear and first floor extension of existing 3 bed semi-detached bungalow.

OBJECTION: On the grounds of loss of light for the neighbouring property due to scale, mass and height of the proposal. The Committee would like to make and additional COMMENT: Members are concerned that a two storey dwelling is likely to appear incongruous against the current street scene of low level bungalows.

8 Letters of objection to application 14/00792/FUL: 86 Eastern Way Darras Hall were received and considered. The Clerk was requested to forward these to the Planning Authority

The Committee made no comments about the other 5 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 13/02974/FUL: 13 The Rise, Darras Hall, Ponteland NE20 9LJ – Demolition of existing house and construction of new house
Permission granted under delegated powers on 11 March 2014.
The Committee had made no comment about this application.

2.2 DECISION 13/03915/COU: 10B West Road, Ponteland NE20 9SU – Change of use from A1 (hairdressers) to class A2 (solicitors office)
Permission granted under delegated powers on 12 March 2014.
The Committee had made no comment about this application.

2.3 DECISION 14/00190/FUL: 120 Eastern Way, Darras Hall, Ponteland NE20 9RQ – Demolition and re-construction of existing single storey garage. New sun room and play room to side and rear ground floor. Two additional bedrooms and en-suite to first floor and installation of Juliet balcony
Permission granted under delegated powers on 14 March 2014.
The Committee had made no comment about this application.

2.4 DECISION 13/00121/CCD: Ponteland Leisure Centre, Callerton Lane, Ponteland NE20 9EG – Engineering works to change levels at existing football pitches.
Permission granted under delegated powers on 12 March 2014.
The Committee had made the following comment: Does the Environment Agency have any concerns about the proposed drainage works?

3. ANY OTHER BUSINESS

3.1 13/03134/FUL: Mill House, West Road, Ponteland NE20 9SG – Construction of 18 new dwellings and associated access, landscaping and engineering works

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 19 March 2014 regarding the above application, following a site visit. NCC planners were recommending approval.
The Town Council had made an objection about the proposal and Councillor Mrs L Noble spoke at the meeting.
The application was refused.

3.2 13/03542/OUT: Land North East of Green Rigg, Medburn – Outline Application for residential development of up to 18 no. houses

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 19 March 2014 regarding the above application, following a site visit. NCC planners were recommending approval.
The Town Council had made an objection about the proposal and Councillor Mrs L Noble spoke at the meeting.
The application was permitted.

3.3 14/00504/FUL: Old Plant Yard, Prestwick NE20 9BX – Resubmission of revised application for demolition of industrial building and construction of one new dwelling (reduced in height and repositioned)

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 19 March 2014 regarding the above application. NCC planners were recommending refusal contrary to the views of more than 5 public responses in support.
The Town Council had made no comment about the proposal; Councillor Mrs L Noble had attended the meeting but did not speak.
The application had been withdrawn prior to the meeting.

3.4 APPEAL – NCC Ref: 14/00018/REFUSE for 13/03274/FUL: Rosetree Cottage, Prestwick NE20 9UD – Conversion of existing garage into a two bedroom house and demolition of conservatory and construction of garage

Information had been received from Northumberland County Council that the application, which had been refused planning permission (on 23 January 2014), was to go to appeal, to be decided on the basis of written representations.
The Council was invited to make comments or modify/withdraw its previous response.
The appeal commenced on 7 March 2014 and all representations must be received by the Planning Inspectorate by 17 April 2014.

On 3 December 2013 the Committee made the following objection: Contrary to the NPPF and the Castle Morpeth District Local Plan:
• The proposal would result in a new dwelling in the Green Belt and open countryside which would be inappropriate development; very special circumstances have not been demonstrated.
• Prestwick is not a sustainable location for new housing.
Also, we believe the proposal may compromise a public right of way.

RESOLVED – The Committee’s response to remain unchanged and go forward with Northumberland County Council’s submission.
