MINUTES OF THE PLANNING COMMITTEE MEETING:
25 FEBRUARY 2014

1. PLANNING APPLICATIONS

1.1 14/00389/FUL: North Road, Ponteland NE20 0BW – Proposal to install a single storey residential registered care facility for people with learning disabilities. The proposed Portakabin Limited Ultima modular building will be hired from Portakabin Limited for 3 years

COMMENT: We note that the proposal site is in the Green Belt; but given the proposal’s location adjacent to the Self Unlimited development, its stated purpose and that it is only temporary we have not made an objection in this instance. However, this should not be taken as setting a precedent in respect of any possible future applications of a more permanent nature.

1.2 14/00483/FUL: Land North of Furze Hill, Medburn, Ponteland – Replacement of existing stable block outbuildings with a new dwelling

OBJECTION: Whilst conversion was acceptable with conditions, replacement with a new dwelling would be contrary to Green Belt policy.

1.3 14/00382/FUL: Land West Of Existing Airport Parking, Prestwick, Northumberland – Extension to long term car park, including landscaping and ancillary bus stops, lighting columns etc, associated with Newcastle International Airport

COMMENT: We acknowledge that landscaping is proposed and would welcome extensive provision along the adjacent roads, together with the introduction of any other appropriate measures, to mitigate the adverse impact of light pollution and visual intrusion into a generally rural/agricultural setting.

An email had been received from David Butler expressing disappointment about the loss of a green field at Prestwick Road Ends and concern about surface water run-off with such a large area of tarmac.

The Committee made no comments about the other 7 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 13/03853/FUL: Waitrose Ltd, 27 Main Street, Ponteland NE20 9NH – Installation of external horticulture units to the front of store and associated works
Permission granted under delegated powers on 12 February 2014.
The Committee had made no comment about this application.

2.2 DECISION 13/03882/PRUTPO: 5 The Drey, Darras Hall, Ponteland NE20 9NS – TPO: Reduce and reshape by 20% (T1 – Ash, T2 – Beech, T3 – Oak, T4 – Oak and T5 – Ash)
Permission granted under delegated powers on 13 February 2014.
The Committee had made no comment about this application.

2.3 DECISION 13/03929/FUL: 78 Cheviot View, Ponteland NE20 9BW – Proposed first floor extension over garage and ground floor extension to rear and associated works
Permission granted under delegated powers on 17 February 2014.
The Committee had made no comment about this application.

2.4 DECISION 13/03508/VARYCO: 44 Dunsgreen, Ponteland NE20 9EJ – Variation of condition 2 of approved planning application 13/00642/FUL (Proposed dining room extension and first floor extension over to form additional bedroom accommodation)
Permission granted by the West Area Planning Committee on 20 February 2014.
The Committee had made no comment about this application.

2.5 DECISION 14/00066/LBC: Northumberland College Hall, Kirkley Hall, Kirkley Hall Drive, Kirkley NE20 0AQ – Listed Building Consent: Construction of 3 stand alone rural business units within current Grade II Listed stable block boundary and adjoining external walls

Information had been received from Northumberland County Council that the application had been withdrawn on 12 February 2014.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 13/03134/FUL: Mill House, West Road, Ponteland NE20 9SG – Construction of 18 new dwellings and associated access, landscaping and engineering works

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 19 February 2014 regarding the above application. NCC planners were recommending approval.
The Town Council had made an objection about the proposal and Councillor Mrs L Noble spoke at the meeting.
The WAPC agreed to make a site visit which was arranged for Monday 10 March 2014; the time to be advised later.

3.2 13/03321/FUL: 31 Bell Villas, Ponteland NE20 9BD – Change of use from C3 residential to D1 non residential institutions (dental practice) with new vehicular access and parking proposed

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 19 February 2014 regarding the above application. NCC planners were recommending approval.
The Town Council had made an objection about the proposal and Councillor Mrs L Noble spoke at the meeting.
The application had been granted.

3.3 13/03535/FUL: 188 Western Way, Darras Hall, Ponteland NE20 9NB – Re-submission of 13/03176/FUL – Demolition of existing conservatory and construction of extension to the rear of the house at first floor level to provide additional bedroom and en-suite and access to first floor terrace. Ground floor extension to provide new kitchen/dining/living space with glazed doors to garden

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 19 February 2014 regarding the above application. NCC planners were recommending approval.
The Town Council had made an objection about the proposal and Councillor Mrs L Noble had attended the meeting but did not speak.
The application had been granted.

3.4 13/03508/VARYCO: 44 Dunsgreen, Ponteland NE20 9EJ – Variation of condition 2 of approved planning application 13/00642/FUL (Proposed dining room extension and first floor extension over to form additional bedroom accommodation

The Town Council had been invited to speak at the West Area Planning Committee Meeting on 19 February 2014 regarding the above application. NCC planners were recommending approval.
(At the WAPC meeting on 22 January 2014 the application had been deferred for a Committee Site Visit to assess the impact of the proposals on the street scene.)
The Town Council had made no comment about the proposal and Councillor Mrs L Noble had attended the meeting but did not speak.
The application had been granted.
