1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

The Committee made no comments about the 4 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/02048/FUL: 47 North Road, Ponteland NE20 9UN – Sunroom extension to rear
Permission granted under delegated powers on 7 August 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/02190/FUL: 19 Main Street, Ponteland NE20 9NL – Replacement of 1 no. external self service machine
Permission granted under delegated powers on 11 August 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/02071/FUL: 10 Windsor Place Darras Hall Ponteland NE20 9AX – Replacement of conservatory and entrance with creation of new entrance and garden room.
Permission granted under delegated powers on 11 August 2015.

2.4 DECISION 15/02081/LBC: 1st Floor Rear 25 Main Street, Ponteland NE20 9NH – Listed building consent for internal alterations to first floor office, including windows replacement

2.5 DECISION 14/04023/FUL: Land at Hayworth Croft, The Avenue, Medburn – Two new dwellings
Permission granted under delegated powers on 14 August 2015.
The Committee had made a comment expressing concern about overlooking from windows on side elevations at first and second floor levels and requesting that they be obscurely glazed in perpetuity. A condition was attached to this effect.

2.6 DECISION 14/04282/OUT: Land North of Dyke House, The Avenue, Medburn
NE20 0JD – Outline application with some matters reserved: Application for 4no. detached two storey dwellings.
Permission granted under delegated powers on 14 August 2015.
The Committee had made no comment about this application.

2.7 DECISION 15/02050/FUL: Darras Hall County First School, Broadway, Darras Hall, Ponteland NE20 9PP – Installation of 2 independent mobile classrooms within the school grounds.
Permission granted under delegated powers on 17 August 2015.
The Committee had made no comment about this application.

2.8 DECISION 14/03808/OUT: Land West of Dyke House, The Avenue, Medburn – Outline application for 3 no. detached two storey dwellings
Permission granted under delegated powers on 17 August 2015.
The Committee had made no comment about this application.

2.9 DECISION 15/02108/PRUTPO: 7 Woodvale, Darras Hall, Ponteland NE20 9JR – Tree preservation order application to crown reduce two Ash trees by two metres and remove dead wood
Permission granted under delegated powers on 19 August 2015.
The Committee had made no comment about this application.

2.10 DECISION 15/02130/FUL: 61 Western Way, Darras Hall, Ponteland NE20 9AP – Demolition of existing dwelling and subdivision of plot for the erection of 2no. two storey dwellings with detached garages and associated accesses.
Permission granted under delegated powers on 21 August 2015.
The Committee had made no comment about this application.

2.11 DECISION 15/02272/FUL: Medwyn/Westmacot, Street Houses, Ponteland NE20 9BT – Change of use from dwelling to bed and breakfast and construction of two storey reception / bedroom area extension.
Permission refused under delegated powers on 21 August 2015.
The Committee had made a comment that the development would be inappropriate in the Green Belt: the building would look more imposing and the loss of the garden to a highly visible car park would introduce an incongruous feature.

2.12 WITHDRAWN 15/01951/FUL: 61 Whinfell Road, Darras Hall, Ponteland NE20 9EW – Proposed erection of entrance gates and pillars at front and side entrances.
The application had been withdrawn on 13 August 2015.
The Committee had made no comment about this application.

2.13 WITHDRAWN 15/02132/FUL: West Farm Cottage, West Farm Mews, Prestwick
NE20 9TX – Two storey extension to increase accommodation to 4no. bedrooms and associated works. Provision of additional parking on porous gravel surface
The application had been withdrawn on 13 August 2015.
The Committee had made a comment asking if this proposal was excessive given the location in the Green Belt.

3. ANY OTHER BUSINESS

3.1 APP/P2935/W/15/3130571 – NCC ref. 14/04287/COU: Bank Top Garage, Prestwick, Newcastle upon Tyne NE20 9TX – Change of use of land for additional temporary short term vehicle parking (up to 15 cars maximum) associated with Bank Top Garage

Information had been received from NCC that the application, which had been refused planning permission (on 18 February 2015), was to go to appeal, to be decided on the basis of written representations.
The Council was invited to make comments or modify/withdraw its previous response.
The Committee had made an objection that this application contravened Green Belt policy: it would result in an inappropriate development, causing harm and having a detrimental impact upon openness and visual amenity, with no very special circumstances established.

RESOLVED – The Committee’s response to remain unchanged and go forward with NCC’s submission.

3.2 11/02297/FUL: 9 Bell Villas, Ponteland, Newcastle upon Tyne NE20 9BD – Re submission of CM20100640 – Change of use from retail (A1) to bar/bistro (A3/A4)

There had been many complaints about the work being carried out at the site, particularly in connection with the outside decking; also, the height and appearance of the extraction ductwork.
NCC had been advised that some of the work did not have planning permission.
A response had been received from Hubert Lam (Development Compliance Team) stating that a planning enforcement case had been opened, reference 15/00683/NOAPLN.
