MINUTES OF THE PLANNING COMMITTEE MEETING 23 FEBRUARY 2016

Present: Councillor Mrs S Johnson (in the Chair), Councillors A Varley and C Rawlings (ex officio)

Apologies for absence were received from Councillors Mrs E Thompson, Mrs L Noble and Mrs C Greenwell

A member of the public (Michael Lawler) attended the meeting as an observer, as part of a research project

1. PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated

The Committee made no comments about the 5 applications considered.

2. DECISIONS: APPLICATIONS AND APPEALS; WITHDRAWN APPLICATIONS

2.1 DECISION 15/03404/FUL: 73 Dunsgreen, Ponteland NE20 9EJ – Proposed extension to existing ground floor kitchen and garden room and new bedroom with en-suite over garage
Permission granted under delegated powers on 1 December 2015.
The Committee had made no comment about this application.

2.2 DECISION 15/03488/FUL: 9 The Crescent, Darras Hall, Ponteland NE20 9AL – Demolition of existing conservatory to side and construction of new orangery. Demolition of existing single storey side extension and construction of new two-storey extension. Construction of new single storey rear extension. Demolition of detached garage and construction of new replacement garage
Permission granted under delegated powers on 7 December 2015.
The Committee had made no comment about this application.

2.3 DECISION 15/04050/FUL: 19 Eastern Way, Darras Hall, Ponteland NE20 9PF – Demolition of existing property and construction of new 5 bedroom detached house with attached garage.
Permission granted under delegated powers on 9 February 2016.
The Committee had made no comment about this application.

2.4 DECISION 15/04340/FUL: 78 Cheviot View, Ponteland Road, Ponteland NE20 9BW – Retrospective – Proposed single storey infill to porch
Permission granted under delegated powers on 15 February 2016.
The Committee had made no comment about this application.

2.5 DECISION 15/04190/FUL: Throckley Marsh Farm, Stamfordham Road, Throckley NE15 9RD – Demolition of existing fire damaged dwelling construction of replacement farmhouse
Permission refused under delegated powers on 15 February 2016.
The Committee had made no comment about this application.

2.6 DECISION 15/04330/FUL: 28 Linden Way, Darras Hall, Ponteland NE20 9DP – Proposed bedroom and en-suite over garage and utility
Permission granted under delegated powers on 16 February 2016.
The Committee had made no comment about this application.

2.7 DECISION 15/04241/VARYCO: Land North of Furze Hill, Ponteland, Northumberland – Variation of condition 2 of planning permission 14/00483/FUL: Replacement of existing stable block outbuildings with a new dwelling
Permission granted under delegated powers on 17 February 2016.
The Committee had made an objection that these changes would result in the loss of garaging and an increase in the footprint of the building, compromising the Green Belt and leading to an incremental undermining of Green Belt policy.

2.8 DECISION 16/00057/FUL: 109A Darras Road, Darras Hall, Ponteland NE20 9PQ – Proposed summer room rebuild, extension and associated internal alterations
Permission granted under delegated powers on 18 February 2016.
The Committee had made no comment about this application.

2.9 WITHDRAWN 15/04143/FUL: 160 Runnymede Road, Darras Hall, Ponteland
NE20 9HR – Proposed two storey kitchen extension to rear & two storey garage extension to side & new entrance gates with piers
NCC had advised that the application had been withdrawn on 10 February 2016.
The Committee had made no comment about this application.

2.10 WITHDRAWN 15/04284/FUL: 104 Darras Road, Darras Hall, Ponteland NE20 9PG – Proposed two storey extension to the rear of the existing house to provide a larger kitchen, utility and larger conservatory at a ground floor level and additional bedroom and en-suite facilities at a first floor level
NCC had advised that the application had been withdrawn on 18 February 2016.
The Committee had made no comment about this application.

3. ANY OTHER BUSINESS

3.1 15/02891/VARYCO: 9 Bell Villas, Ponteland NE20 9BD – Variation of condition 15 (landscaping) from application APP/P2935/A/12/2169537

Councillor Mrs E Thompson had agreed to speak at the Planning and Performance Committee Meeting (Council Chamber, County Hall, Morpeth at 2pm on 23 February 2016) regarding the above application.
The Town Council had made an objection to the proposal on many grounds.
NCC planners were recommending approval

A copy email had been received from Mr David Butler to Ian Birkett (Case Officer) raising questions about the gradient of the slope and the lack of a restraint on the road side of the pavement to stop a wheelchair, or the like, from rolling into the roadway, as previously requested by Highways in similar situations.
