Planning Committee Meeting – 22 May 2013

1.            ELECTION OF CHAIRMAN AND DEPUTY CHAIRMAN

New Members were welcomed on to the Committee and provided with background information about the Planning system and a copy of the National Planning Policy Framework if required.

It was agreed that the officers of the Committee would be:

2.         PLANNING APPLICATIONS

A list of planning applications received since the previous Committee meeting had been circulated.

2.1       13/01270/FUL:  8 Fellside, Darras Hall, Ponteland NE20 9JW – Dormer window loft conversion

COMMENT:  There are possible overlooking issues in connection with the loft/first floor windows to the side elevations.

2.2       13/01179/FUL:  Holmfield, Medburn, Newcastle upon Tyne NE20 0JB – Proposed new pool house to be built on site at Holmfield, Medburn

COMMENT: This is an overdevelopment of the site and would adversely impact on adjacent bungalows, with possible encroachment issues.

2.3       13/01315/PRUTPO:  Eland Lodge, 16 North Road, Ponteland, NE20 9UH – Tree Preservation Order: Felling of one Ash tree (T1), prune crown to 3m from house boundary, lower by 2m and remove deadwood and snags from three Lime trees (T2, T3, T4) and prune by 2.5m to one Yew tree

COMMENT:  Should the Tree Officer agree that the felling of the Ash tree is necessary, we request that it is replaced with a suitable species in an appropriate location.

2.4       13/01056/FUL:  Kismet, Medburn, Newcastle upon Tyne NE20 0JE – Demolition of existing conservatory and construction of single storey extension to bungalow

COMMENT:  The plans are unclear regarding the boundary with the adjacent vacant site and there is concern about the proposed construction’s very close proximity to that boundary in respect of both windows and doors.

The Committee made no comments on the other 2 applications considered.

3.         DECISIONS OF APPLICATIONS AND APPEALS

3.1       DECISION 13/00739/FUL: 12 Langton Court, Darras Hall, Ponteland NE20 9AT – Construction of first floor extension to rear for two carers bedrooms re-roofing bungalow for internal alterations building up windows to east gable and installation of bi fold doors to rear elevation installation of indoor therapy pool

Permission granted under delegated powers on 8 May 2013.

The Committee had made no comment about this application.

3.2       DECISION 13/00550/FUL: First Floor, Ash House, Bell Villas, Ponteland NE20 9BE – Change of use from existing offices into a hairdressing salon

Permission granted under delegated powers on 9 May 2013.

The Committee had made no comment about this application.

3.3       DECISION 13/00725/FUL: Prestwick Whins Farm House, Prestwick NE20 9UD – Extension to rear of main house to provide a conservatory and proposed sun deck

Permission granted under delegated powers on 9 May 2013.

The Committee had made no comment about this application.

3.4       DECISION 13/00772/ADE: Henderson Court, North Road, Ponteland NE20 9GY –

2 number development name boards with illumination

Permission refused under delegated powers on 9 May 2013.

The Committee had made a comment that the proposal would exacerbate the existing unsatisfactory situation and cause excessive light pollution.  NCC had supported this comment and refused the proposal stating that it would harm the amenity of the area, as well as clutter a residential street scene that adjoins a Conservation Area and lies close to a listed building.

3.5       DECISION 13/00376/FUL: The Blackbird, North Road, Ponteland NE20 9UH – Installation of condenser units to western elevation

Permission granted under delegated powers on 15 May 2013.

The Committee had made no comment about this application.

4.         ANY OTHER BUSINESS

4.1       West Area Planning Committee (WAPC) Meetings

An email from Councillor Richard Dodd had been sent to Councillors providing some future dates of WAPC: 19 June, 17 July, 21 August and 18 September 2013.  He encouraged Councillors to attend the June meeting to gain experience of the procedure, prior to possibly speaking at future meetings.

4.2       APP/P2935/A/13/2195890 – NCC Ref: 13/00021/REFUSE – 12/00892/OUT:

Field East of The Nursery, Medburn, Northumberland – Outline application for the development of 14 executive dwellings

The general nature of the public inquiry and the Committee’s objection was discussed.

RESOLVED – The Committee’s response to remain unchanged and go forward with Northumberland County Council’s submission.

4.3       APP/P2935/A/13/2197069 – NCC Ref 13/00028/REFUSE – 12/03235/FUL:

83 Runnymede Road, Darras Hall, Ponteland, Northumberland – Erection of two storey four bedroom dwelling house and garage, residential garden and means of enclosure

Information had been received from Northumberland County Council that the application, which had been refused planning permission (on 11 March 2013), was to go to appeal, to be decided on the basis of written representations.  The Council was invited to make comments or modify/withdraw its previous response.

On 4 December 2012 the Committee had made a comment that this constitutes inappropriate development in that it would create an unacceptable situation resulting in undesirable backland development contrary to Policy PH3 of the Castle Morpeth District Local Plan.

RESOLVED – The Committee’s response to remain unchanged and go forward with Northumberland County Council’s submission.

4.4       Darras Hall Estate Committee (DHEC) Letter: Land at Birney Hill Farm

A further copy letter had been received from DHEC to Graeme Robbie NCC, in response to Mr Robbie’s letter (no copy supplied) replying to the previous letter from DHEC.  It was stated that whilst Mrs Dunigan had been in contact with Mark Ketley (Case Officer for the Birney Hill application) it had not been on behalf of DHEC, nor had an official notification been received in the Estate Office.

RESOLVED – Councillor Peter Cowey to prepare a draft reply for agreement by Members at the next meeting.

4.5       NCC (Land adjacent to 45 West Road, Ponteland) TPO (No.06 of 2013)

A Confirmation Notification (dated 20 May 2013) had been received in connection with the recently made new TPO at the above site.

4.6       Northumberland Core Strategy: Settlement Services and Facilities Audit Update

An email had been received from Helen Dormand (NCC Planning Officer, Spatial Policy and Delivery) advising that, in advance of NCC’s planned summer 2013 consultation on housing, employment and Green Belt, the opportunity was being taken to update the settlement audit.  Consequently, NCC is offering Town and Parish Councils an opportunity to contribute to the survey data, with completed proformas to be returned by 26 July 2013.

4.7       Guy Opperman MP – letter about Mill House approval and Localism

A letter had been received from Guy Opperman replying to the Committee’s letter of 16 August 2012 (and reminder of 16 April 2013).

He explained that he has no formal role, vote or influence in any planning applications and believes it is right that planning applications are decided at the local level with decisions based on representations by local planning groups and stakeholders.  He stated that the Government is committed to localism, aiming to have a clear local plan for every area setting out local people’s view of how they wish their community to develop.  He regrets that NCC has yet to approve their plan and so local people have yet to have their say.

4.8       Birney Hill Application

A copy email had been received from Hank Craggs to NCC with further objections to the application for Birney Hill, in connection with flooding.
